Turning 25 is an important milestone: an occasion to celebrate our commitment to excellence, passion for ingenuity, and dedication to the greater good. The Department continues to offer world-class education and facilities, produce top-quality research, and forge new cooperation—all these achievements have garnered worldwide recognition and made the University immeasurably proud. One of the six high-achieving departments under the School of Engineering, the Department of Civil and Environmental Engineering has been playing a pivotal role in providing innovative civil engineering education at the frontier of knowledge, as well as in advancing pioneering research and state-of-the-art practice in the _eld. It has been developing transformational solutions to tackle the grand challenges and to improve the lives of the people in Hong Kong and beyond. It is particularly notable that in recent years a number of professors in the Department have successfully obtained several large-scale research grants and awarded a national engineering center, indicating the great efforts of the Department for making Hong Kong a green, smart and sustainable international mega city. With the hard work and dedication of its faculty, staff and students, the Department has evolved to be one of the best civil engineering departments in the world and is consistently ranked highly in notable global rankings. CONGRATULATORY MESSAGE 9 CONGRATULATORY MESSAGE Prof Hong K Lo Head of Department of Civil and Environmental Engineering The Hong Kong University of Science and Technology This year marks the 25th anniversary of this great “miracle” University - HKUST. Re_ecting upon the past, and seeing that our achievement and recognition have not come easy, we can but only admire our former Department Heads, Professors C.K. Shen, Wilson Tang, Moe Cheung, and Chris Leung, whose dedication and foresight have laid a tremendous foundation for the Department to excel. We are among the very best Civil Engineering Departments in the world. Our faculty are widely recognized and highly regarded, our students, both undergraduate and postgraduate, of the best quality, and our facility superb. In fact, our Department has consistently been ranked among top 20 in the world by the QS World University Subject Rankings. This should make our early pioneers very proud, both students and faculty alike, who had taken the risk and joined the Department even before we had a permanent home and our labs only existed on paper. Today, even though some of the early faculty have retired or have left us, they should be very pleased to know that many of our early graduates, whom they have taught and inspired, have become leaders in the _eld, contributing enormously to the profession and professional societies, some coming back to teach and inspire the up-and-coming generation. I salute these pioneers. Their legacy shall be cherished for a long time to come. I have been fortunate and, indeed, immensely honored to be in a position since last July to lead such a world-class Department and top-notch faculty. Let me emphasize that our mission is to be a leading Department with signi_cant international impact and strong local commitment. We lead cutting-edge research to push the frontier of the technology and technical know-how. We assume a key role in partnering with the government, businesses, and the industry in advancing Hong Kong as a knowledge-based society. Already I am excited to look forward to seeing where we will be in the next _ve to ten years. 10 Founding the Department of Civil and Structural Engineering The Department of Civil and Environmental Engineering at HKUST began as the Department of Civil and Structural Engineering. The naming was in line with the corresponding department at HKU and as recognized by the Hong Kong Institution of Engineers. The Founding Dean of Engineering at HKUST, Prof. H. K. Chang (later to become President of CityU), was instrumental in having appointed Prof C. K. Shen as Founding Head of the Department. Prof. Shen took up the position in July 1991. His task, while seemingly simple to describe, was momentous: he had to develop a world-class department of civil and structural engineering. He needed to appoint faculty and staff who were not only capable of setting up a department, but could also understand, envision and support the building of an entire university. Prof. Shen initially aimed to have, by the end of 1991, four foundation faculty, who would work through the next six months, by which time the department would be fully operational with students, curricula, faculty and staff, and facilities all in place. Those four members were Professors Shen, Neil Mickleborough, Kin-Man Lee, and David Wareham. They worked out of temporary of_ces on the 5th _oor near lift 3. It was not until later in 1992 that the Department moved to the current location. The _rst students of the Department were post-graduates. They were also _rst to graduate from both the Department and the University. These postgraduates were tremendously valuable in helping build the University. From January to August 1992, the foundation members worked hard to facilitate the _rst undergraduate intake of some 40 civil engineering students in September 1992. This involved the planning of a 3-year curriculum, and the appointment of new faculty, technical and of_ce staff. A signi_cant amount of time was spent on allocating space within the School of Engineering. Planning was also underway for the academic curriculum to be accredited by the Joint Board of Moderators (JBM) from the United Kingdom. (Provisional accreditation was given by the JBM. The HKIE later took over the responsibility of giving accreditation, and our programs were among the _rst to be accredited by the HKIE.) Banking on their promise of a degree that was still somewhat ambiguous, our faculty visited high schools to give presentations and interviews to prospective students. It was inevitable that the _rst cohort faced some challenges: The media had not been kind to HKUST. Our faculty were under acknowledged. The industry at the time, dominated by graduates from other institutions, was lukewarm towards a degree from HKUST—an air of uncertainty shrouded over both the University and the Department. Fortunately, our faculty and staff saw through those clouds and were fully committed to ensuring that this Department, the School and the University would stay on course to becoming world leaders. By August 1992, with faculty and staff in place, curriculum suf_ciently developed, space allocated for laboratories (even though not all equipment was installed), everyone in the Department began to look forward to enrolling and lecturing our very _rst, our very own students. There were now eight faculty members on board, covering the range of courses and programs offered in the _rst academic year. The four additional 1992 appointees were Professors Mark Davidson, Duncan McInnis, Irene Lo and J. S. Kuang. The faculty team of eight led the Department through the initial semesters. Lui (Technical Staff) Building the Department (1993–98) Our second UG intake of 1993 had 60 students, and the department continued to grow with some 80 new students arriving in 1994. These _rst students took a chance with the Department, knowing that it was untested, that the faculty were ambitious and brimming with high hopes. These UG classes and the early post-graduates were brave pioneers. They helped make the Department what it is now—a top-ranked civil engineering department in not just Asia but in the world. Credit must be given to the classes of 1992-95 for the founding of the Civil and Structural Engineering Student Society (CSESS). The CSESS began by developing academic, social and sporting activities, and has, over the past 25 years, created a culture of friendship and professionalism. Over the two and a half decades, the society has participated in a multitude of events and helped shape HKUST’s culture. Currently there are exchange networks established with more than 100 institutions, spanning 26 countries and regions across the world. Students have the choice of going on exchange during a regular term or summer in one of the School’s top-notch partner institutions. In the year 2014/15, 66 of our undergraduate students participated in the exchange program. Their international exposure complemented their undergraduate education, greatly enhancing their cultural experience, boosting personal growth, helping provide a competitive advantage in their future career development. Internship Opportunities To provide real working experience for students to enhance students’ understanding and appreciation of the knowledge acquired from the academic courses, the department has been actively engaging the industry in giving internship training to undergraduate students. Internships in contractor and consultant _rms have also been available in recent years. Internship Training was made mandatory in the year 2006/07 and was incorporated into CIVL3020—Internship Training. Now, students are required to complete a minimum of six weeks on-the-job training in a civil and environmental engineering consulting _rm, contractor, developer or a relevant government department, or an equivalent 5 weeks of mock construction training under the supervision of professional practitioners. We express our utmost appreciation for the continuous support from the industry, and the valuable opportunities and training for our undergraduates. Our postgraduate programs lead to either a Master of Science (MSc), Master of Philosophy (MPhil), or Doctor of Philosophy (PhD) degree in Civil and Environmental Engineering. Postgraduate programs currently offered by our department are: • MPhil in Civil Engineering • MPhil in Environmental Engineering • PhD in Civil Engineering • PhD in Environmental Engineering • MSc/GD in Civil Infrastructural Engineering and Management • MSc/GD in Environmental Engineering and Management Since the conferral of our _rst MPhils in 1994 and PhDs in 1996, the department has graduated a total of 299 MPhils and 234 PhDs. The department currently has 142 active students enrolled in PhD programs, and 53 in MPhil programs. Fig. 1 summarizes the overall composition of our current and past research postgraduates (RPG). The Research Grants Council of Hong Kong established the Hong Kong PhD Fellowship Scheme (HKPFS) in 2009 to attract the best students in the world to pursue PhD studies in Hong Kong. The HKPFS offers high annual stipend and conference travel allowance, and is highly prestigious and competitive. Over the past three years, our department has successfully secured a total of 15 HKPFS awards. To attract more high-caliber HKPFS candidates, the department invited a total of 17 students from mainland China, Pakistan and India to attend the _rst ‘Study Tour for Elite Students’ to our department in October 2015 to mingle with faculty members and current research students, which proved to be a success. The study tour will become a _xture on our future agenda. Additionally, for over ten years our department has offered two MSc/Postgraduate Diploma programs—Civil Infrastructural Engineering and Management (CIEM) and Environmental Engineering and Management (EVEM). Both programs have been designed for those who wish to strengthen their civil and/or environmental engineering training and to prepare for advanced engineering practice management responsibilities. Both programs are offered on an either full-time or part-time basis to meet the needs of a diverse student body. Proven to be a great success over the past years, both programs have attracted a good number of quality students from local, mainland and international institutes. For CIEM, the average intake for the past _ve years is 97; and for EVEM it is 71. Over the past years, a total of 428 students have graduated from the CIEM program and 314 from the EVEM program. Our MSc graduates have become a major work force in all sectors of civil and environmental engineering, both locally and globally. The CEEAA continues to tailor to the needs of its members. Civil Family Programme The Civil Family Programme is an important activity for the CEEAA. It is a 5-year program that brings in accomplished alumni to help young graduates adapt to the industry, plan their careers, and become professionals. Alumni who hold a senior position in their company advise on different aspects of the engineering profession, and by immersing themselves in this sibling-like relationship, young graduates gain a much better sense of what it is like to transition from university to the industry. Since 2014, the program has matched over 100 experienced engineers and new graduates. Since 2014, over 30 alumni have participated in the workshops, which cover report writing skills and interview techniques shared by experienced interviewers. Support for Current Students The CEEAA also supports and guides current students in planning their careers by holding seminars on job search and workshops on CV writing, as well as organizing promotional sessions and mock interviews. Students have been enthusiastic about these events, as they bene_t directly from interacting with experienced engineers. In late 2009, Derrick Leung (1st CEE MPhil graduate), Morgan Yang (1st CEE PhD graduate), HY Ming and other senior CEE alumni came together to realize that wish, and on March 14, 2010, the HKUST CEE PGSA was established at Shenzhen University. The association is mandated to build and maintain a platform where alumni stay connected and strengthen ties, where exchange opportunities are created, and collaborations facilitated. In 2012, during the Department’s 20th anniversary, The CEE PGSA committee was particularly involved in co-hosting events. The CEE PGSA has held annual meetings from Shenzhen to Nanjing, and on April 19, 2014, the 5th meeting at the Huazhong University of Science and Technology and the Changjiang River Scienti_c Research Institute, celebrated and honored 50 years of Professor Zhang Zhizhong’s academic career. HKUST CIVIL AND ENVIRONMENTAL ENGINEERING POST-GRADUATES AND SCHOLARS ASSOCIATION HKUST CIVIL AND ENVIRONMENTAL ENGINEERING POST-GRADUATES AND SCHOLARS ASSOCIATION The 2015 annual meeting was held, for the _rst time, in a non-academic venue—the Reclining Buddha temple in Beijing. Also for the _rst time, non-civil engineers were invited, a private fund was established, and hand-made, collectible folding fans were presented by Dr. Hou as mementos. The 2016 annual meeting will take place at the School of Transportation and Logistics in Chengdu, Sichuan’s Southwest Jiaotong University. 47 Innovating Today, Imagining Tomorrow. Dr Morgan Yang PhD(HKUST,1996) Vice President, Transportation, China, AECOM Twenty-_ve years ago, in Clear Water Bay, I ful_lled my dream to pursue academic research in aerodynamics. The _rst _ve years of that pursuit were not only an unforgettable life at HKUST, but also the beginning of many life-long friendships with professors and fellow students. That experience broadened my vision and outlook, and gave me critical thinking ability, creativity, leadership and social skills. Beyond the academia, I had a more ful_lling dream—to make a difference among people, so for two decades after I stepped outside of the university campus, I have been honored and proud to design and manage record-breaking _xed links that leap over seas, high-speed railway lines that span cities, and many other momentous urban development projects. I feel fortunate to be empowered by what I have learned from HKUST to make the world a better place. Nevertheless, no matter how far life takes me, my heart continues to be deeply rooted where the “red bird” stands. The sundial has inspired me to look closely at the world inhabited by us and generations to come—its periodicity, its delicate, dynamic equilibrium, its energy and how it is always conserved—and to make sense of it all. It has reminded me of my life in HKUST, and has spurred me on to push myself, go the extra mile, and aim high for the greater good: as a civil engineer, I have the duty to build and preserve our built, natural and social environments. Five years ago, at the HKUST 20th Anniversary, I was given the _rst Outstanding Alumni Award by the Department, and I had the honor to share my vision with many alumni: Civil engineering is not bound by physical science or technology. It permeates the entire spectrum of society.
