校董會主席前言Chairman’s Foreword 校董會主席 張建東博士 金紫荊星章，太平紳士 Chairman, University Council Dr the Hon Marvin K T Cheung, GBS, JP 陳繁昌教授今年接替榮休的朱經武教授為科大第三任校 長，標誌著科大進入了一個新的發展階段。在熱烈歡 迎第三任校長到任的同時，我們亦藉此良機，一起回顧過 往成就，深思當前挑戰。 作為一所年輕學府，本校於多個國際評級中名列前茅，在 學術界更享有崇高聲譽，令本校能夠從香港及海外地區招 攬最優秀的教職員及學生。 在設施方面，科大現正展開多項大型校園設施擴建工程， 為過渡至四年制本科生課程架構作出充分準備。有關工程 於未來數年相繼完成後，將會顯著增加校園內的學術空間 及景緻優美的地方，更會大大增添校園內的學生宿位數目。 這些驕人成就，實有賴校內所有同學及同事於過去一年 費盡心力。本人特別感謝本校首席副校長錢大康教授， 為科大重新構思本科生課程內容及模式，帶領本校迎接 「三三四」學制。 儘管本校已取得種種卓越成就，但不可忘記本校的發展仍 然充滿挑戰。部分贊助人的慷慨解囊，著實令我們大為受 益，但我們不以此自滿。作為一所年輕學府，我們必須追 尋更長遠的發展機遇，並會為此渴求更龐大的資金支持。 我們若要肩負及實現成為世界一流研究型學府的使命，則 必須加倍努力，在未來的日子為本校籌募更多捐款。 校董會主席前言 Chairman ’s Foreword 科大的成功得力於多位長期服務本校的教職員，他們於大 學成立之初奠下穩固的發展基礎。這些創校功臣大多已退 休或轉戰他方以接受更新挑戰。與此同時，更有其他許多 大學因賞識本校教職員的璀璨才華，因而積極地遊說本校 的教職員轉投他們所提供的教職。因此，我們若要保持或 提升我們的學術地位，則必須挽留本校的優秀人才，並培 育學術界未來領袖或招攬傑出優秀的替代人選。 一所大學不論是私營或公營，均須要在更宏觀的社會環境 下運作。香港政府已意識到須要為我們的經濟推行多元化 發展，並因此勾劃出六大產業作為香港經濟的基礎，其中 教育以至科學，科技及創新，兩者均與我們作為研究型學 府的發展方向是一致的。 作為一所由公帑支持的科技大學，我們有責任與政府並肩 同行。我們的使命清楚記載於我們的約章內。科技是邁向 繁榮的全新通道。中國的領導人明白這一點，香港的管治 階層亦明白這一點。香港科技大學正值充滿機遇的黃金年 代。令我們深感鼓舞的是，近年來不論在香港或海外地 區，但凡有人談及科技，總會同時提及香港科技大學。 尤其令我感到欣慰的是，雖然全球學府皆面對渴求才俊的 煩惱，但本校仍能邀請到陳繁昌教授出任校長。陳繁昌是 世界頂尖學者、傑出科學家，又是管理專才，科大實在是 深慶得人。本人藉此呼籲本校全體教職員及學生全力支持 陳繁昌教授，為本校開啟嶄新機遇，帶領本校締造更大的 輝煌。 HKUST 2008-2009 Annual Report 5 校董會主席前言Chairman’s Foreword The year under review was a watershed for HKUST, marked by a change of leadership at the top as Prof Tony Chan took the baton from Prof Paul Chu. As we welcome the third president, we can reflect on our achievements as well as the challenges that we face. For a young University, our rankings in many internationally recognized surveys are extremely high. Our reputation amongst the academic community is very favorable. We are able to attract some of the best faculty members and students from Hong Kong and abroad to join us. Physically, the university is embarking on a number of major construction projects to expand its facilities in preparation for the transition to a four-year undergraduate education. When the projects are completed over the next few years, we will have significant increases in academic space and landscaped areas on our campus and in the number of student residential places. I would like to thank all the faculty members and support staff for their dedicated service to the University over the past year for these achievements. In particular, I would like to pay a special tribute to our Vice-President for Academic Affairs, Prof Roland Chin, who has led our efforts in preparation for the 3-3-4 transition, reinventing the undergraduate experience, and creating new programs. But these items of achievements do not disguise the fact that we are facing a number of challenges. Whilst we have benefited from the generosity of some benefactors, our reserves are still relatively modest. A young university is hungry for growth and thirsty for funds for growth. We will need to re-double our efforts to seek further support from donors if we are to realize our mission to become a world class research institution. The University has benefited from the loyal service of many high caliber long serving faculty members who helped lay a solid foundation for us in our formative years. Many of these founding members have retired or moved on to new challenges. At the same time, many other universities have recognized the talents of our faculty members and have been active in enticing our faculty members to join them. Therefore, we will need to work hard to retain our best talents, groom new leaders or recruit high caliber replacements if we are to maintain or enhance our position. Every university, private or public, operates in a larger social context. Our Government has seen the need to diversify our economy, identifying six new pillars of economy, among them education as well as science, technology and innovation, both central to what we do as a research university. As a publicly- funded university of science and technology, we are duty-bound to act in concert with our Government. Our mission, after all, is enshrined in our charter. This much is clear: science and technology is the new pathway to prosperity. Our leaders in Beijing recognize it; our leaders here at home recognize it. This is a golden era of opportunity for HKUST. The good news is that these days here in Hong Kong and beyond, the name of our university is never far from the lips of people who talk about science and technology. I am particularly happy that given the worldwide shortage of preeminent academic leaders, we were able to secure a world class scholar-scientist-administrator of Prof Tony Chan’s caliber as our new president. I invite all members of the University community to rally behind our new president as he charts our new course, opens up new possibilities, and takes us to our next level of excellence and achievement. 校長報告President’s Report 6 香港科技大學 2008-2009年 報校長報告 President ’s Report 年報本應是對過去的一年作概括性的回顧。但以一名剛 上任的校長而言，我卻希望藉此機會展望未來及簡述 現狀。過去一年，在前任校長朱經武教授的卓越領導下， 科大繼續閃爍生輝，而我則有幸沾光。 香港科技大學發展一日千里。雖然我們的成就並非以排 名論斷，但令人感到欣喜的是，本校於去年的《泰晤士報 高等教育特刊》的大學排行榜中，繼2006 年的第58 位及 2007 年的第53位後，去年更躍升至第39 位。本校與凱 洛格管理學院合辦的EMBA 課程，連續數年穩站全球三甲 之列。 我對本校在各方面取得的優秀成就感到驕傲，但我們絕不 會因此自滿。中國內地在經濟及地緣政治方面的優勢不斷 增強，正好為我們積極參與祖國的發展提供了大好機遇。 我們必須切實響應國家領導人的號召，更積極推動科技發 展，盡一己之綿力為國人締造更美好的生活。香港科技大 學高等研究院秉承使命，為香港及大中華地區提供創新、 科學及經濟發展的世界級平台，成績令人鼓舞；此外，我 們在建設知識型及充滿活力的社會不遺餘力。我們熱切期 待在本校李兆基校園的高等研究院基建工程於2009 年底正 式展開。 對於我們的合作項目，香港科技大學、北京大學與深圳市 政府合作成立的深圳香港產學研基地逐漸取得成果，我深 感欣喜；而該研究所更獲得國家科學技術部認可，成為廣 東省唯一的國家高新技術創新中心。 與此同時， 南沙政府與霍英東研究院已正式建立合作 關係，此舉將更有效協助研究院在南沙發展研究及教育工 作。展望將來，本校希望進一步強化與內地院校的合作。 香港特區政府已確立本港經濟中六項新支柱產業，包括教 育、科技及創新。 美國雖然飽受金融海嘯打擊，但政府撥作科技發展的資金 卻仍然有增無減，足證美國政府高層也深知科技及創新是 通往繁榮的必經路徑。 HKUST 2008-2009 Annual Report 7 校長報告President’s Report An annual report is supposed to review the year that has gone by. But as the brand-new president who has barely warmed the seat, I must ask for a special oneoff indulgence to talk about what lies ahead and around us. As for the usual institutional year-in-review, I can do little but bask in the reflected glory of yet another glorious year at HKUST under the stewardship of my predecessor, Prof Paul Chu. HKUST is a university of inexorable progress. Although we don’t live for rankings, it is nice to know that last year Times Higher Education Supplement World University Rankings placed this university at 39th, a leap from 53rd in 2007 and 58th in 2006. Our joint EM BA program with the Kellogg School of Business has taken up semi permanent residence in the stratospheric top-three spot in the world in the last few years. Proud as we are of the progress we have made, we have no spare capacity for complacency. Mainland China’s economic and geopolitical ascendancy has given us the opportunity to play a significant role in her development. We must answer our national leaders’ call for a greater push towards science and technology to create a better life for the people of our country. The Institute for Advanced Study (IAS ) at HKUST is making exciting progress in furthering its mission as a global platform for innovation, scientific and economic development in Hong Kong and the Greater China region; and an active participant in building a highly educated, vibrant and humane society. We all look forward to the commencement of the construction of IAS 's infrastructure on our Lee Shau Kee Campus towards the end of 2009. 校長 陳繁昌教授 President Professor Tony F Chan I am also pleased to see that our partnership in The Peking University-HKUST Shenzhen-Hong Kong Institution is bearing fruit as it becomes the only institution of its kind in Guangdong to be recognized by the Ministry of Science and Technology as a National Hi-Tech Innovation Service Center. Meanwhile, the Nansha authorities have formally established cooperative ties with the Fok Ying Tung Graduate School which will better facilitate and support the School’s development in Nansha in terms of research and education. In future, we hope to further intensify cooperation with Mainland institutions. The Hong Kong SAR Government has identified six new pillars of economy, including education as well as technology and innovation. In the US, despite the ravages of the financial tsunami, government funding for science and technology has increased. Its leaders know that technology and innovation is a ticket to future prosperity. HKUST’s international reputation is growing by leaps and bounds as reflected by the number of overseas visitors and the number of strategic partnerships we have with sister institutions overseas. The Memorandum of Understanding we signed with Saudi Aramco the world’s largest oil corporation illustrates our growing international network of strategic partners. 香港科技大學2008-2009年報校長報告 President’s Report 8 香港科技大學的海外訪客及與友好院校建立策略夥伴合 作關係的數目，足證香港科技大學的國際聲譽正在迅速 提升。我們與全球最大的石油公司 － 沙地阿美（Saudi Aramco）簽訂諒解備忘錄，亦是我們拓展國際策略夥伴網 絡的另一舉措。 本校聲譽日隆，更有助我們招攬更多海外學生前來就讀。 在我們招收的非本地學生中，非中國內地學生的比例已增 加至非本地生的38%，加強了本校學生在文化及族裔上的 多元化發展。 然而，院校的聲譽始終只是吸引外國學生前來就讀的其中 一個因素。持續提升教學質素才是我們應該重點處理的工 作。值得留意的是，即使南韓也開始質疑其嚴苛的傳統考 試文化。本校也有不少學生向校方反映學習壓力過大。我 們有責任協助他們面對壓力，並同時鼓勵他們主動學習及 自我發揮。 雖然我到任時間尚短，但我已覺得科大是我真正所屬之 地，能夠與在本地及內地高等教育界均享負盛名的副校長 以及與各系主任和院長共事，包括鄭紹遠教授、鄭國漢教 授、李中清教授、李德富教授、余同希教授和譚嘉因教 授，令我深感榮幸。各教研人員見識廣博，亦令我深感 自豪。 今年，我們亦見證了同學及同事取得多項令人讚歎的成 就，但我們仍會繼續堅持這股前進動力。2009 年是中華人 民共和國成立60 周年，而香港亦將會進行重大教育改革， 為進一步提升祖國的發展提供優質的人力資源。即使從較 微觀角度而言，這亦是香港期盼的發展方向。 單憑科技並不足以培育香港社會需要的通才；本校學生亦 須在人文及社會科學上有所涉獵。若希望所發揮的創新思 維能產生積極影響，更須要具備涵蓋學科內外的知識。博 雅教育所提供的正是這種學問。 在今時今日的全球化年代，理想的畢業生都必須具備科技 知識、文化觸覺、肩負社會責任，以及勇於創新的能力。 「三三四」學制的嶄新教學模式，要求老師不單作為導師， 更要成為學習經驗的創造者。亞里士多德說過，真正的學 習是情感的體驗。我希望本校能以遠古智慧為基礎，成為 推動這種新學習文化的頂尖學府。 HKUST 2008-2009 Annual Report 9 校長報告President’s Report As our reputation grows, it helps to boost recruitment of students from overseas. The ratio of non-Mainland students in our intake of non-local students has increased to 38%, which enhances the cultural and ethnic diversity of our student population. But institutional reputation is only one element in attracting foreign students. The continuous improvement in the quality of learning must always be a top priority. Interestingly, South Korea has begun to question its traditional reliance on a stringent examination culture. Here on this campus, we have heard complaints about student stress. We have a duty to help them cope with pressure and at the same time help whet their appetite for learning and personal discovery. New as I am, already I feel that I have found my true home here, surrounded by intellectual companions in my Vice Presidents who are highly respected on the local and Mainland higher education scene. I feel at home, too, in the cluster of excellences formed by our heads and deans, including Prof Shiu Yuen Cheng, Prof Leonard Cheng, Prof James Lee, Prof Khaled Ben Letaief, Prof Tongxi Yu and Prof Kar Yan Tam. The depth and breadth of our faculty is another source of pride. This year, we have also witnessed many dazzling achievements of our students and colleagues. We must keep the momentum going. The year 2009 marks the 60th anniversary of the founding of the People’s Republic of China. There is a major education overhaul afoot to give our Nation the quality human resources that it needs for its next level of development. On a much smaller scale, that is also what Hong Kong needs. Science and technology by itself will not complete the education of well-rounded graduates our society needs. Our students also need the influence of the humanities and social sciences. To acquire true innovation in order to have a larger social impact requires knowledge of a context that falls within and beyond the discipline. Liberal studies can provide this context. The ideal graduates in today’s global age are technologically-savvy, culturally-sensitive, socially responsible, and also have the capacity to imagine the impossible. The new pedagogy under the 3-3-4 system calls for teachers who are designers of learning experiences, not just instructors. As Aristotle said a long time ago, true learning is an emotional experience. 香港科技大學2008-2009年報12 教與學 Teaching and Learning 本科生教育 為本校6,000名本科生提供優質本科生教育，是我們 的核心使命。為此，本校精心設計了40 項本科生課 程，亦為學生提供多文化的校園生活，務求與學術活動相 輔相成。 科大除了成功吸納一批本港最優秀的學生之外，亦吸引了 一批來自內地與海外的學界精英。科大是本地高中畢業生 的首選學府之一。我們大部分新生都是根據香港高級程度 會考成績錄取，20% 具備其他錄取資格，約10% 則是來自 香港以外地區。 科大能夠吸引眾多頂尖學生入讀的主要原因之一，在於學 術課程和教職員均出類拔萃。整體而言，我們堅持小班教 學的理念，每班平均只收納40 名學生。本校致力培養學生 的全面技能及個人品格。本校投放資源推行中英語小班導 修課堂，成效顯著。科大學生在國際英語語言測試系統中 的平均成績穩步上升，短短五年間已由6.44 分提升至6.72 分，實在值得讚賞。學生能夠持續進步，國際化的校園生 活亦功不可沒。 本科生教務長 本科生教務長辦公室於2008 年成立，負責統籌科大所有本 科生課程及計劃，涵蓋學生的整個學習階段。這辦公室與 各學術單位、教研人員及學生緊密合作，創造一個生動活 潑及激發思維的學習環境。辦公室的核心職能包括： • 招收及錄取 • 大學通用核心課程及通識教育 • 學分制課程活動 • 本科生研究計劃 • 獎學金及獎項 • 校園國際化 • 本科生課程發展 • 就業發展 新本科生課程 在邁向四年學制之際，如何維持三年制本科課程的質素及 發展動力，是科大當前的重大挑戰。全新的跨學科課程 － 風險管理及商業智能學理學士課程 － 於2009 年9 月開 辦，而環境管理學理學士課程亦計劃於2010 年開辦。這些 課程具備跨學科元素，結合各所學院的資源和優勢，為學 生提供全面教育。 國際化 科大一直非常重視校園生活國際化，這亦是我們戰略計劃 的重要一環。在這計劃下，我們提供廣泛的國際化活動， 讓學生能夠融入日益國際化的社會並作出貢獻。 HKUST 2008-2009 Annual Report 13 教與學Teaching and Learning Undergraduate Education Providing top quality undergraduate education for our 6,000 undergraduates is our core mission. To deliver this, the University has built up a portfolio of 40 well designed programs of undergraduate study and is also offering a multi-cultural campus experience to students to complement their academic studies. HKUST attracts some of the best students in Hong Kong, as well as top academic achievers from the Mainland and overseas. Locally, HKUST is one of the top choices for secondary school leavers. Most of our new intakes are recruited based on the results of their Hong Kong A-level examinations, while 20% of our intake have other qualifications and about 10% are from outside of Hong Kong. One of the main reasons HKUST is able to attract top students is the high quality of our academic programs and faculty members. On the whole class size has remained small, with an average class of 40 students. HKUST is fully committed to developing students’ full range of skills and personal attributes. The hours spent in small-class tutorials for English and Chinese languages have an important pay-off, with HKUST students’ average scores in the International English Language Testing System showing a steady increase over the last five years from 6.44 to a very creditable 6.72. The continuing improvement is also due in part to the internationalization of campus life. Dean of Undergraduate Education The Office of the Dean of Undergraduate Education was established in 2008 to lead and coordinate University wide undergraduate programs and initiatives that span the entire student lifecycle. The Office works closely with academic units, faculty and students to create a vibrant and stimulating learning environment. Core functions of the Office include: • Recruitment and admission • University Common Core and General Education • Credit-bearing co-curriculum activities • Undergraduate Research Opportunities Program • Scholarship and award • Internationalization of the student body • Undergraduate curriculum development • Career development New Undergraduate Programs Maintaining the quality and momentum of the three year undergraduate programs during the lead-up to the four-year degree is an important challenge for the University. A new inter-disciplinary program — the BSc in Risk Management and Business Intelligence — was offered starting in September 2009, and a BSc program in environmental management is planned for 2010. The hallmark of these programs is their interdisciplinary quality and the effort to mobilize and integrate the strengths of all the Schools to provide a holistic education. Internationalization Internationalization has been a major initiative of the University and is a core component of our strategic plan. It comprises a wide spectrum of activities to prepare our students to live and contribute to an increasingly global society. 香港科技大學2008-2009年報14 教 與學 Teaching and Learning 近年來，科大出外就讀及從外國來科大就讀的交換生人數 均不斷上升。於2008 年，510 位海外學生前來科大交流至 少一個學期，而602 位科大學生則往外國進修。一項最近 由學生進行的調查顯示，國際交流已成為科大在招生時的 競爭優勢。 非本地本科生人數亦於2008 年微升至185 人；來自不同國 籍背景的學生數目亦顯著增加。科大希望憑藉校園不斷國 際化的勢頭，推出不同課程及活動，促進社會及文化交流。 獎學金 學生是一所大學最重要的資產。吸納最優秀的學生及表揚 學生的傑出學術成就至為重要。隨著本校於2008 年成立 獎學金及獎項部，我們制訂了有效的招收策略及獎學金計 劃，以表揚成續優異的學生。 承蒙捐助者慷慨解囊，科大近年得以穩步增加獎學金數 目。於2008 年，771 名學生獲頒獎學金，佔本科生總人數 的12%。 四年制本科生課程 科大在籌劃四年制本科生課程的工作上進展理想，並已為 四年制本科生課程成立跨學系工作小組。我們有多項問題 必須處理：收生、與新高中課程銜接、為學生提供靈活的 課程選擇、設計「大學核心」的必修課程及為學生提供正面 的課外學習經驗。全賴各學院及學系的支持，這些問題正 逐步得以解決。因此，四年制本科生課程已初具規模。 為支持本校在教育改革中的策略發展方向，香港科技大學 持續進修學院將秉承科大的高等教育使命，擔當更重要的 角色：一方面重點發展「三三四」學制的相關課程，另一方 面則培養學生終身學習的能力。為更能融入這個新角色， 學院將遷回位於清水灣的科大校園，而位於金鐘的教學中 心則於2009 年底停止服務。 果效為本教育 大學教育資助委員會推出果效為本計劃，以配合香港本科 生教育由三年制改為四年制。果效為本教育方法要求各個 級別的課程訂立明確學習目標，然後制訂有效的教學與學 習計劃來實踐，最後制訂評估方法以衡量是否達到這些學 習目標。 為了在新四年制本科課程中推行果效為本教育理念，科大 已在學院的參與下成立果效為本教育督導小組。科大與各 學院亦已制訂學習成果報告，目前的重點已轉移至在課程 層面以試點方式推行果效為本教育。 本科生研究計劃 本校幾乎每位熱衷於研究工作的教授會教授本科生課程， 令本校學生能夠取得所選擇學科的研究領域最新資訊。本 科生研究計劃為本科生提供參與實驗及與教授一同工作的 機會。 參與本科生研究計劃的學生將在教授的指導及監督下進行 研究。本科生研究計劃自三年前創辦以來，一直深受教授 及學生歡迎。參與的教授人數由2006 年的54 名增至2008 年的87 名， 而參與學生人數則由2006 年的125 名增至 2008 年的256 名。 HKUST 2008-2009 Annual Report 15 教與學Teaching and Learning The number of exchange-in and exchange-out students continues to grow in recent years. In 2008, 510 overseas exchange students came to HKUST while 602 HKUST students studied overseas for at least one semester. In a recent survey conducted by students, international exchange is recognized as a competitive advantage of HKUST in student recruitment. The number of non-local degree-seeking students also grew modestly to 185 in 2008 with a significant increase in the diversity of the nationality of incoming students. The University hopes to take advantage of an expanding international student body to launch a number of programs and events to promote social and cultural exchange. Scholarships Students are the most important assets of a university. It is essential to recruit the best talents to come to HKUST and to recognize outstanding academic achievements of existing students. With the establishment of the Scholarships and Awards Unit in 2008, the University is able to formulate effective recruitment strategy and scholarship schemes to recognize academic excellence. Thanks to the generous support of donors, the University has been able to steadily increase the number of scholarships in recent years. In 2008, 771 students received scholarships, representing 12% of the undergraduate student body. The Four -Year Degree The University is now well advanced in its planning for the four-year degree. A cross-department Working Group for the Four-year Degree Curriculum has been formed. A wide range of issues must be tackled — admissions, the interface with the new secondary-school curriculum, creating flexible program-choices for students, building up the “University Core” of common courses, and providing students with positive out-of-class learning experiences. With the strong support of Schools and Departments, these issues are being tackled, and thus the four-year degree program is beginning to take shape. To support the University’s strategic direction in light of the education reform, HKUST College of Life Long Learning (CL3) will be playing a more prominent role in furthering HKUST’s higher education mission with a focus on programs relating to 3-3-4, outreach and the development of students’ lifelong learning skills. To facilitate this new role, CL3’s operation will be consolidated back to the main campus in Clear Water Bay, and the Admiralty Learning Center will cease to operate by the end of 2009. Outcome -Based Education Outcome-Based Education (OBE) is an initiative of the University Grants Committee to coincide with the transition of Hong Kong’s undergraduate education from three to four years. The initiative calls for programs at all levels to have clearly defined learning objectives, to set out the teaching and learning processes for achieving these objectives, and assessment methods to determine if the learning objectives are met. To implement OBE for the new four-year undergraduate curriculum, the University has set up an OBE Steering Group with participation from the Schools. The University and Schools have developed learning outcomes statements and attention has now switched to piloting implementation of OBE at the course level. Undergraduate Research Opportunities Program Almost all of our research-active faculty teach undergraduate students, thus allowing our students to get a first-hand introduction to the research frontier of their chosen field. For those who are particularly interested in research, the Undergraduate Research Opportunities Program (URO P) provides a chance to go into the lab and work alongside their professors. Students enrolled in URO P will engage in research under the guidance and supervision of professors. URO P has become popular among faculty and students since its inception three years ago. The participation of faculty and students increased from 54 in 2006 to 87 in 2008, and 125 in 2006 to 256 in 2008, respectively. 香港科技大學2008-2009年報16 教與學 Teaching and Learning 研究生教育 在2008-09 學年，本校的研究生人數為3,308 人，較前一年 的3,263 人輕微增加1.5%，其中1,271 名研究生修讀研究 學位課程，其餘2,037 名研究生則攻讀修課碩士課程。在 修讀研究學位課程的學生中，約三分之二為博士研究生， 其餘均為哲學碩士研究生。於本年度內約有450 名教職 員，而教職員與研究學位課程學生( 不包括修課碩士生)的 比例則為1:2.7。 研究院研究學位課程 在2008-2009 年，修讀研究院研究學位的學生族裔背景繼 續作多元化發展。來自香港、中國內地、台灣及澳門以外 地區的修讀研究院研究學位學生總數達45 人，相當於研究 院學生總數的3.5% ，而前一年則為2%。這些學生分別來 自22 個國家。 在派送科大學生前往海外進行研究實習方面，共有21 位 高年級哲學博士生獲得本校的海外研究實習計劃資助，每 位學生均可在海外的研究實驗室實習長達六個月。於本年 度，計劃的主辦院校包括普林斯頓大學、加州大學洛杉磯 分校、加州大學柏克萊分校、杜克大學、哥倫比亞大學、 多倫多大學及哈佛大學。這項計劃讓學生可與完全不同的 研究員團隊合作，並有機會體驗不同文化。 在本校設計的新研究學位課程中，兩個已獲准於今年開 辦。一個是高級材料工程學哲學碩士課程，另一個則是大 氣環境模型學哲學碩士課程。這些課程旨在滿足華南（尤 其是珠三角地區）工業領域的專才需要。 修課研究生課程 研究生教育有助專業人士終生學習進修，因此像香港這樣 的知識型社會，一向對研究生教育有著強烈需求。科大的 修課碩士課程正好能夠完全符合這個角色需要。近年的收 生數據顯示，內地申請人對修課碩士課程的需求更見殷切。 本校的修課碩士課程將各所屬領域的最新發展收錄於課程 內，有助學生於各自所屬的學科中汲取最新知識。 校園生活 科大學生享受多姿多采的校園生活，踴躍參與各式各樣 的課程相關及課外活動。學生對2008-09 年新推出的學生 發展計劃，尤其是紅鳥計劃及科大-恒生銀行環保大使計 劃，反應非常熱烈。 紅鳥計劃旨在培養學生擁有紅鳥的特點，包括尊重、活 力、多元、才智、創新、回饋、勤奮及可靠。 HKUST 2008-2009 Annual Report 17 教與學Teaching and Learning Postgraduate Education In the 2008-09 academic year, postgraduate enrolment stood at 3,308, a modest increase of 1.5% over that for the previous year, which was 3,263. Among the postgraduate students, 1,271 were research postgraduates, and the remaining 2,037 were on taught masters programs. Of the research student population, about two-thirds were doctoral students and the rest MPhil students. With a faculty strength of about 450 during the year, the ratio of faculty to research postgraduates, excluding taught postgraduate students, was about 1:2.7. Research Postgraduate Programs During 2008-09, the ethnic representation of research postgraduate students has continued to diversify. The total number of research postgraduate students coming from places other than Hong Kong, Mainland China, Taiwan and Macau stood at 45, representing 3.5% of the total research postgraduate students population, compared to 2% in the previous year. These students came from 22 countries. In terms of HKUST students going overseas for research attachment, a total of 21 senior year PhD students were supported by the University’s Overseas Research Attachment Scheme, each visiting an overseas research laboratory for up to six months. In this round, hosting institutions included Princeton, UCLA, UC Berkeley, Duke, Columbia, Toronto, and Harvard. The scheme had enabled students to work with an entirely different group of researchers, and had the opportunity to be exposed to a different culture. Regarding our new research degree programs, two were approved for introduction in the year. One was an MPhil program in Advanced Materials Engineering. The other was an MPhil program in Atmospheric Environment Modeling. These programs were designed to cater for the needs of professionals from the industrial sector in Southern China, particularly those in the Pearl River Delta region. Taught Postgraduate Programs In a knowledge-based society like Hong Kong, there is always a strong demand for postgraduate education to help meet the lifelong learning needs of professionals. The University’s taught masters programs serve this role very well. In recent years, enrolment figures indicated that demand for taught master’s programs from Mainland applicants had grown. Taught master’s programs at the University incorporated the latest developments in the respective fields in the curriculum design to help students update themselves in their respective disciplines. Campus Life Students continue to enjoy a vibrant campus life in a great variety of co-curricular and extracurricular activities. Student development programs newly launched in 2008- 09, notably the RED bird Award Program and the HKUST Hang Seng Bank Green Ambassador Program, attracted overwhelming response. The RED bird Award Program aims at fostering in students the RED bird attributes of Respectful, Energetic, Diverse, Bright, Innovative, Responsive, Diligent and Dependable. The HKUST-Hang Seng Bank Green Ambassador Program aims at empowering students to be role models and agents of change in the University and the community. Through training, service learning, internship and other activities, the program fosters green knowledge and leadership skills. Wellness Programs All first year students take as a graduation requirement a non credit-earning Healthy Lifestyle Course, to learn how to maintain a well-balanced and healthy lifestyle that will 香港科技大學2008-2009年報18 教與學 Teaching and Learning 科大－恒生銀行環保大使計劃旨在培養學生成為促進大學 及社會進步的模範。通過訓練、服務學習、實習及其他活 動，這計劃成功增進學生的環保知識及領導才能。 健康計劃 新生亦須修讀不計學分的「健康生活模式」課程，作為畢業 的條件。學生將學習如何保持均衡健康的生活模式，幫助 他們有效管理他們的人生、學習及工作。學生須完成至少 45 小時的活動，包括有關健康及個人發展的講座、使用校 內康樂設施；有關體育、心理健康及美學的工作坊；以及 參與義務工作，例如組織體育活動及參與社會服務。 藝術及文化活動 科大藝術中心舉辦多個工作坊，讓學生體驗多種藝術形 式，例如繪畫藝術、混合媒體製作及陶瓷，亦同時向學生 傳授攝影及創意舞蹈的技巧及知識。 一群酷愛藝術的科大學生更成立了科大藝力。在科大藝術 中心的支持下，這個團體於學期內每兩星期就會舉辦活動 及表演節目，在校園內推廣藝術鑒賞及活動。 投身社會 科大學生均積極裝備自己，以期找到一份理想的職業。 於2008-09 年，就業中心組織了一系列的活動，協助學生 了解自己的擇業取向，並鍛鍊有效的求職技巧。科大亦定 期舉辦招聘活動，讓學生多接觸不斷變化的職場環境。 Career Mosaic 是一個大型的校園招聘會，年內舉辦了四 次，成功協助僱主與學生建立聯繫。 宿舍學習社群 科大亦已開始於本校宿舍推廣宿舍學習社群，讓宿生的個 人發展更為全面。建立宿舍學習社群的目的，是為學生製 造課外學習機會，結合課外及課內經驗，促進學生的心智 及個人發展。 宿舍學習社群讓宿生建立小社群，並在教職員帶領及指 導下，加強學生之間的互動，促進他們的心智發展及個人 成長。 課外活動讓學生展現領導才能 科大學生繼續在多個由學生主導的課外活動及體育競賽中 扮演領導角色。學生會連同其100 個學生屬會，為學生提 供了學習及發展的平台。 學生亦積極參與組織校內、校際、地區及國際體育活動。 2008-09 年內舉辦的體育競賽包括香港科技大學國際劍擊 邀請賽、香港科技大學室內射箭公開賽及亞洲大學生巧固 球錦標賽。 HKUST 2008-2009 Annual Report 19 教與學Teaching and Learning help them effectively manage their lives, learning and work. Students will complete at least 45 hours of activities, including talks on wellness and personal development; use of on-campus recreational facilities; workshops on sports, mental health and aesthetics; as well as taking part in volunteering work such as organizing sports activities and participating in community service. Arts and Cultural Activities The Center for the Arts (CFA) organized workshops for students to experience arts such as the arts of painting, mixed media production, and ceramics, and also to equip themselves with skills and knowledge such as photography and creative dance. A group of student art lovers formed themselves into ArtPower@UST. Supported by the Center for the Arts, the group organized activities and performances in alternate weeks during semester time to promote art appreciation and activities in the campus community. Preparing for the World of Work Students showed much enthusiasm to equip themselves for a fulfilling career. In 2008-09, the Career Center organized a variety of programs that helped students understand their career interests and practice effective job hunting skills. There were on-going recruitment events that maximized students’ exposure to the dynamic world of work. The Career Mosaic, a large-scale on-campus job fair, was held four times during the year and successfully helped build connections between employers and students. Living Learning Communities (LLC) The University has also begun promoting LLCs in the student halls. LLCs are residential life programs for personal development of the residents in a holistic manner. The purpose of LLC is to create and extend student learning opportunities outside the classroom in order to integrate curricular and co-curricular experiences that heighten students’ intellectual and personal growth. Under LLC, students will reside in clusters within the student hall to form small communities led and monitored by faculty and staff to foster interaction and enhance intellectual and personal growth. Student Leadership in Extracurricular Activities Students continued to assume a leadership role in many student-led extracurricular activities and sports competitions. The Students’ Union, together with its 100 affiliated student societies, provided an arena for student learning and development. Students actively took part in organizing intramural, intercollegiate, regional and international sports events. Sports competitions organized by students during 2008-09 included the International Fencing Invitation Tournament, the Indoor Archery Hong Kong Open and the Asian University Tchoukball Championship. 學院及研究所 Schools and Institutes 理學院 School of Science

It is amazing that as nature reveals its deepest secrets, it displays astounding beauty. It is also incredible that what the human mind perceives as beautiful finds its realization in the outer world. Science expands imagination, promotes societal development, and enriches life. The School of Science offers an intellectually stimulating environment to equip students with the methods and tools of scientific inquiry, nurturing them to be independent, critical and original thinkers. The School of Science comprises five departments: Biochemistry, Biology, Chemistry, Mathematics, and Physics; together, they enroll about one-quarter of the University’s students. In response to the needs of Hong Kong and consistent with the special mission of HKUST, the departments of the School emphasize scientific studies in areas of technological importance. Students and faculty of the school were bestowed various honors. PhD student in biochemistry Mr Alan Siu Lun Wong is the only student from Hong Kong to win the prestigious Butterfield-Croucher Studentship during the year. A chemistry post-graduate student, Mr Jianhua Zhou, was awarded “The Fulbright Hong Kong Dissertation Research Program — Dow-Fulbright Research Fellowship” in 2008. Our faculty members have made significant achievements too. For instance, the State Food and Drug Administration (SFDA ) in China has approved a world-class life-saving rapid test for heart attacks developed jointly by the laboratory of Professor Reinhard Renneberg, Department of Chemistry, and the Prince of Wales Hospital. Prof Nancy Ip was showered with three high honors — The Leader of the Year 2008 in the Research Category by the Sing Tao News Corporation Limited, The Asian Knowledge Leaders Award 2008 by the Asian Knowledge Management Association, and Ho Leung Ho Lee Foundation Prize for Scientific and Technological Progress 2008. Prof Qiman Shao of the Department of Mathematics has been invited to give a keynote talk at the 2010 International Congress of Mathematics, which is held once every four years and is the most important mathematics event in the world.

HKUST has the largest interdisciplinary social science program of Chinese Studies anywhere outside of the Mainland and one of the strongest programs in Chinese linguistics and Chinese philosophy in the region. We have renowned professors in many fields including Chinese historical linguistics, modern history, institutional economics, philosophy, politics, stratification, and social scientific history. The 2009 Times Higher Education Supplement World University Ranking, which are highly influenced by peer review, place our School 16th in Asia and 69th in the World in Social Science and 47th in Asia in Humanities. The 2008 Shanghai Jiao Tong University Academic Ranking of World Universities, which is based more on research performance and academic achievement, ranks the HKUST Division of Social Science first in Greater China. The last UGC Research Assessment Exercise in 2006 ranked HKUST first in Hong Kong in Social Science and second in Hong Kong in Humanities. Faculty members of the School have launched many new research initiatives this year with support from the Research Grants Council and elsewhere including projects focusing on Hong Kong, such as “Hong Kong Panel Studies of Social Dynamics” and “Occupational Segregation, Anti- Discrimination Policies and Gender Inequality in Hong Kong'; projects comparing Hong Kong with elsewhere, and projects dealing with more universal issues. The faculty members are also developing detailed plans to contribute to a multidisciplinary and comprehensive learning experience for students under the four-year curriculum. The School set up a Task Force to launch a major undergraduate program in “Global China Studies” in 2011. Building on existing strengths in research related to China in a global perspective, this program will emphasize interdisciplinary training in topics of particular significance for social, economic and cultural changes in Mainland China as well as the country’s emerging role in the world. 工商管理學院 School of Business and Management

學院及研究所Schools and Institutes 工商管理學院院長 鄭國漢教授 Dean of Business and Management Prof Leonard K Cheng 鄭國漢教授於本年2 月獲委任為工商管理學院院長。學院的行政人員工 商管理碩士及工商管理碩士課程繼續在國際排名榜上名列前茅。於 2008 年10 月發表的《金融時報》調查中，凱洛格－科大的行政人員工商管 理碩士課程位列全球第二。該課程已連續四年位列全球前3 名位置，連續六 年位列前10 名，更於去年位列第一。 2009 年1 月，工商管理碩士課程於上述評審中排名第16 位，而學院的研究 排名則躍升至全球第17 位。數月前，該課程更在經濟學人信息部排名榜位 列亞洲及澳洲之冠，全球排名第11 位。 秉承學院的使命為推動區內的社會及經濟轉化，學院於2008 年10 月舉辦主 題為「金融海嘯及其對中國及香港影響」的論壇。 學院設立的網站用作發布研究成果，行文簡潔易懂，中英對照。另外，學院 每周為香港著名的財經報章 —「 信報財經新聞」 — 撰寫專欄，該報更會刊 登學院教授撰寫的文章。學院更於本年度內出版一本名為《金融海嘯》的中 文書籍。 學院去年於中國內地舉辦了多項大型活動，包括邀請多名行政總裁出席的論 壇、由多名教授主講的講座及橫越戈壁沙漠之旅。這些活動加強了學院與現 時身處內地的科大舊生之間的聯繫，為日後進駐當地的企業範疇鋪路。 為了體現學院持續追求優秀質素及卓越表現的目標，學院已接受了兩項國際 評審。同年2 月，學院通過國際商業教育機構 — 國際商管學院促進協會的 評審，並獲授無條件認證，為期五年。學院於1999 年獲得認證，成為亞洲 首家獲此質量標籤的院校。 同年6 月，學院通過首個國際業內評審，由資深的本科生教授及管理人員評 審學院的本科生課程。評審團成員分別來自密歇根大學、德州大學奧斯汀分 校及賓夕法尼亞州大學。 HKUST 2008-2009 Annual Report 31 工商管理學院School of Business and Management Prof Leonard Cheng was appointed Dean in February 2009. The School’s EM BA and MBA programs continued to rank high in international surveys. The Kellogg-HKUST EM BA program was ranked 2nd in the world according to a survey by the Financial Times in October 2008. For the fourth consecutive year, the program has been rated among the world’s top 3 and the 6th year in the top 10. Last year it came first. In January 2009, the MBA program was ranked 16th by the same paper. The School’s research ranking advanced to 17th in the world. A few months before that the program was ranked first in Asia and Australia and 11th in the world by the Economist Intelligence Unit. In line with the School’s mission in contributing to the social and economic transformation of the region, the School presented a forum on “Financial Market Turmoil and Its Implications for Hong Kong and China” in October 2008. The School launched a website to disseminate research output, written in an easy-to-understand style, in both English and Chinese. It also launched a weekly column in the Hong Kong Economic Journal, a pre-eminent financial newspaper in Hong Kong, to publicize articles authored by its professors. During the year, a Chinese-language book entitled The Financial Crisis was published. A number of major events were organized on the Mainland last year. They included forums involving CEO s, seminars given by professors and a trek across the Gobi Desert. Those events helped to connect the School with its Mainland-based alumni as well as to reach out to the corporate sector there. As part of the School’s continued pursuit of quality and excellence, it went through two international reviews. In February, the School was reviewed by international business education organization, the Association to Advance Collegiate Schools of Business (AA CSB) International, and was awarded an unconditional accreditation for five years. The School was accredited in 1999 as Asia's first to receive such a quality label. In June, its undergraduate programs went through its first international peer review. Senior undergraduate professors and administrators reviewed the Schools undergraduate programs. The reviewers were from University of Michigan, University of Texas at Austin and University of Pennsylvania. 工學院 School of Engineering

學院及研究所Schools and Institutes 工學院院長 李德富教授 Dean of Engineering Prof Khaled Ben Letaief 自2004 年起，科大一直在《泰晤士報高等教育特刊》全球最佳50 所科技 學府排名前25 位，2008 年則排名24。自這項調查面世五年以來，科 大工學院是本港唯一每年穩站前25 位之列的學府。 上海交通大學於2008 年2 月公布全球100 所頂尖大學排名，科大亦榜上有 名。在工程/ 科技及電腦科學領域全球排名第40 位，是躋身前50 位的唯 一一所香港院校。排名標準包括知名研究人員數目、科學引文索引論文數 目、在相關領域著名學術期刊中發表論文的比例，以及有關工程相關的研 究開支等。 李德富教授於2009 年9 月1 日起接替陳正豪教授出任工學院院長。李德富 教授是國際知名的無線通訊專家。 在李德富教授的領導下， 學院將透過本校的課程轉變， 以及在推行 「三三四」學制改革的基礎上，加強重點發展學生學習及教育，進一步加強 國際化，在已具備卓越成就的研究領域上力臻完善，重新確立重點研究課 題，務求在世界科研領域尋求突破。 科大工學院致力提供專業的工程教育，更積極裝備年青一輩，讓他們建設 未來。隨著2012 年實施四年制課程，學院從2009 年起引入「學院制」攻讀 模式。此後，學生首先會獲工學院取錄，而並非由個別課程取錄，其後於 首個學期結束後才選擇主修課程。 如學生對工程科目感興趣，但希望在決定主修課程前廣泛了解各個工程科 目的內容，新學院制安排可謂最為適合。在新制度下，除現有的13 個課程 外，學生更有機會進一步發掘自己的興趣，才選擇主修課程，屆時將設有 共15 個課程可供學生選讀。 為豐富學生的生活體驗及培養更強的社會責任感，學院於 2008-09 學年春季學期亦推出社會服務計劃課程，透過社 會服務及一系列有關個人發展的訓練，為學生提供學習 機會。 HKUST 2008-2009 Annual Report 35 工學院School of Engineering HKUST, ranked 24th in the 2008 Times Higher Education Supplement league table of Top 50 universities for technology, has consistently made it to the top 25 since 2004. It is the only Hong Kong institution ranked in the top 25 for each of the five years that the survey has been conducted. HKUST was named one of the world’s top 100 universities in engineering in rankings released by Shanghai Jiao Tong University in February 2008, and ranked 40th globally in the area of Engineering/Technology and Computer Sciences. HKUST is the only Hong Kong institution to be ranked among the top 50 in this field. Ranking criteria include the number of highly cited researchers, articles indexed in Science Citation Index, percentage of articles published in top journals in the field, and engineering related research expenditures. Prof Khaled Ben Letaief will succeed Prof Philip CH Chan as Dean of Engineering from 1 September 2009. Prof Ben Letaief is an internationally renowned expert in wireless communications. Under his leadership, the School will put stronger emphasis on student learning and education through the transformation of our academic curricula and programs, as well as executing the 3-3-4 curriculum reform; further enhancing internationalization and bolstering our established areas of excellence in research while moving to new priority thematic areas to bring breakthroughs on a world scale. The HKUST School of Engineering strives to offer professional engineering education to better prepare young people for “engineering” the future. With the launch of the four-year programs in 2012, the School introduced the School-Based Admission Scheme in 2009. Under this scheme, students would first be admitted to the School, instead of individual programs, and would then choose their major towards the end of the first semester. The new school-based streams are suitable for students interested in engineering disciplines but hoping to gain a broader understanding in various engineering disciplines before deciding on majors. In addition to the existing 13 programs offered, students are given the opportunity to explore their interest further before they select a program under the new scheme that adds up a total of 15 programs for students to choose from. To enrich student’s exposure and nurture a strong sense of social responsibility, the School also offered a Community Service Project course in the 2008-09 Spring semester, providing learning opportunities through social services in addition to a series of training in personal development. 學院及研究所Schools and Institutes 香港科技大學霍英東研究院院長 余同希教授 Dean of HKUST Fok Ying Tung Graduate School Prof Tongxi Yu 致力打造香港與珠三角科研創新的合作平台 科大霍英東研究院於2007 年1 月成立，是科大第五家學院。學院在過去一年， 不斷致力為科大在中國內地建設科技及教育基地。發展工作涵蓋不同方向， 包括尋求政府更大支持及認可、與合作夥伴在研究及教育方面合作、加強學院本身 的卓越能力，以及取得更多研究計劃及撥款。 發展研究基建 — 政府的認可及支持 學院於2008 年12 月成功申請為國家自然科學基金委員會的首席研究單位，讓學院 能直接及獨立地向這個享負盛名的機構申請研究撥款。這個認可資格為學院及科大 開啟龐大機遇。2009 年4 月，學院成功獲得南沙博士後研究工作站的身分。 本年度內，南沙政府已正式與學院建立合作關係，促進及支持學院在南沙的發展。 香港科技大學霍英東研究院HKUST Fok Ying Tung Graduate School HKUST 2008-2009 Annual Report 37 Making Further Inroads in Building the PRD -HK Collaboration Platform for Research and Technology Innovation Since its establishment as the fifth school of the University in January 2007, HKUST Fok Ying Tung Graduate School (FYTGS) has worked tirelessly in the past year towards the establishment of a technology and education base on the Mainland for HKUST. The development efforts were from a multitude of directions — including seeking more Government support and recognition, collaboration with partners in research and in education, boosting the School’s own capabilities, and securing more research projects and grants. Building up the Research Infrastructure — Government Recognition and Support In December 2008, the School succeeded in its application to the National Science Foundation of China (NSFC). With this approval, NS FC recognized the School as a Principal Investigator (PI) Unit, allowing the School to directly and independently apply for grants from this prestigious institution. This approval opened up enormous opportunities for the School, and for HKUST. In April 2009, the School’s application for Nansha Post-Doctoral Work Station status was approved. The School’s total staff strength in both campuses has grown to 130. In addition, some 37 faculty from the Clear Water Bay Campus are involved in the research and/or education programs of the School. Together, the School has successfully secured more than 30 grants and projects, including two prestigious 973 research programs, Guangdong-Hong Kong research programs, and various industrial contracts. In pursuit of greater research opportunities, the School added Radio Frequency Technology Applications and Testing and Ocean Dynamics and Modeling, thereby deepening at the same time extending the School’s research scope. These collaborations enable HKUST to extend/spread its scientific knowledge on the Mainland. Students enrolled in these programs would benefit from the opportunity of studying both on the Mainland and in Hong Kong. The Institute aims to bring together the most brilliant minds to drive cutting-edge discovery and scholarship. The Institute’s goal is to be a premier intellectual center and a platform for innovation and scientific development in Hong Kong and the Greater China region. In January 2009, HKSAR Chief Executive Donald Tsang and illustrious advisors and members of IAS joined hands to plant trees at the Institute’s site to mark the opening of the IAS Inaugural Symposium. The University attaches great importance to the Pan-Pearl River Delta Region and seeks to further enhance its position in the hi-tech blueprint of Shenzhen, one of the fastest growing cities in Southern China. A main focus of the Institute was the capital development project in the Shenzhen Virtual University Park/National University Science and Technology Park, i.e. the HKUST Shenzhen IER Building. “IER ”, meaning industry, education and research, are essentially the core elements in the future hi-tech development of Shenzhen. The new building will become HKUST’s own IER base in Shenzhen, enabling the University’s start-up and joint venture companies to establish a strong foothold in Shenzhen. With a constructible area of up to 15,000 square meters, space will also be available for the establishment of research laboratories and organization of training programs. The ground-breaking ceremony, officiated by Shenzhen Municipal Government officials and the University’s senior management, was held on 17 December 2008. It marked another milestone in the University’s developments in Shenzhen, following the earlier joint ventures with Peking University (PKU) and the Shenzhen Municipal Government in the establishment of the PKU-HKUST Shenzhen-Hong Kong Institution in 1999 and the Shenzhen PKU-HKUST Medical Center in 2001. Our strategy is to attract the best faculty and students, to expect and reward their best performance in research, to assist economic and social development through knowledge transfer, and to stimulate entrepreneurship. HKUST continues to mature as a research intensive university. One way of illustrating this statement is by reference to global rankings of universities in the international media. HKUST has been ranked among the top 100 universities in the world in all its fields of intellectual endeavor for the past four years by the Times Higher Education Supplement. Locally, the Research Assessment Exercise (RAE ) in Hong Kong provides another indicator of our excellence in research. While comparison of the RAE results for the year 1999 and the year 2006 shows that the differentials were reduced significantly in 2006 as the research capabilities and performance of all tertiary institutions in Hong Kong have improved, HKUST still retains the highest overall research index. HKUST has helped to redefine the academic and R&D culture of Hong Kong. It has grown from a vision to become a dynamo for change and a catalyst in Hong Kong’s transition to a knowledge-based society. In just 18 short years, it has found recognition on the world stage of research universities. Scholarship, research and its development and application are central to the mission and strategy of HKUST. The selection of research highlights presented below covers the spectrum from the most basic research to commercialization and business development. “Green ” Light for MTR-HKUST Project Extension In an exciting move, an HKUST pilot scheme to introduce environmentally friendly lighting on the MTR has been extended from one carriage to a total of 24 on three trains as well as stations. Research has shown that HD -LED SS L consumes 20% to 30% less electricity than conventional lighting with fluorescent tubes. In addition, its lifespan of 50,000 hours is at least five times longer than regular household fluorescent tubes, and three times that of the fluorescent tubes used on the MTR. The aim of the research, known as Lean Aviation Network or LAviNet, is to develop a system to enhance the efficiency of aircraft maintenance, repair and overhaul. Through the use of wireless-enabled hand-held devices, LAviNet will help on-site maintenance crews to obtain worksheets, look up maintenance procedures, order spare parts, renew work cards, update log books and other essential tasks. HKUST is the first and only university in Hong Kong chosen to develop two wireless communication projects for Boeing’s commercial planes. The research team was led by Prof Lionel Ni and Prof Qian Zhang, both from Computer Science and Engineering. Commercialization and Business Development HKUST is striving to make a contribution to economic development in Hong Kong and the region by human resource development, technology diffusion and transfer processes, intellectual property protection and licensing, and the incubation of start-up companies. Human resources are considered the most effective means of technology diffusion. Most of the 1,416 master’s and 147 doctoral graduates from HKUST in 2008 moved into the private and public sectors, taking with them in-depth knowledge of their discipline, know-how and an ability to be creative and innovative. Highlights of partnerships with industry : • HKUST has been allocated $503.2 million in Innovation and Technology Fund (ITF) funding over the 10-year period 1999-2009 (i.e. since the beginning of the ITF program) — more than any other institution in Hong Kong. • Over this same period, HKUST has received $475.4 million in industrial funding for contract research and collaborative R&D. • The University’s Technology Transfer Center (TTC) and HKUST R and D Corporation Ltd (RD C) collaborate to establish university-industry collaboration, R&D partnerships, the protection and licensing of intellectual property and assisting spin-off companies. • The Huawei-HKUST Innovation Laboratory was set up to explore cutting-edge telecommunication technologies. An opening ceremony was held on 16 April 2009 to mark the official launch of the laboratory. Funded by Huawei, this lab will support mid-to-short term as well as long-term research and development projects starting in the area of wireless communications and networks and eventually moving into new areas in engineering and beyond. • Prof Ravindra Goonetilleke, Department of Industrial Engineering and Logistics Management, has started a project with Motorola Inc. USA on the “Usability and Comfort Testing of the WT 4090 Terminal and RS 409 Ring Scanner”. • Prof Jeff Hong, Department of Industrial Engineering and Logistics Management, has worked on a project “Scheduling and Operations Enhancement” with ENW Electronics Limited. • Prof Xiangtong Qi, Department of Industrial Engineering and Logistics Management, has been working with the Hongkong International Terminals (HI T) on the development of a simulation package for a comprehensive study of the performance of different operations in an automatic container yard. • Prof Qi has also been collaborating with AN JI-TNT on identifying and solving the logistics scheduling problem. Dr Jun Xia is the principal investigator for this project. • Prof Zongjin Li was awarded RM B$30 million as chief scientist of a 5-year project entitled Basic Research on Environmentally Friendly Contemporary Concrete under China’s National Basic Research Program. • Prof Gary Chan’s ITF project “FastMesh: a proxy-based peer-to-peer streaming protocol for scalable IPTV services” was awarded $1.2 million. • Prof Cheung Shing-Chi’s project “RFID benchmarking methodology, report and tool support” was awarded $10 million by Hong Kong R&D Centre on Logistics & Supply Chain Management (LSCM). • Prof James Lee was awarded a two-year R01 grant from the National Institute of Child Health and Human Development for approximately US$840,000 for a project on social science data dissemination. • Prof Xiaogang Wu, together with a group of other social scientists, was awarded a Hong Kong Strategic Public Policy Research Grant (2009-2014). The primary purpose of this project is to establish a household panel survey for data collection at both household and individual levels to track social and economic changes in Hong Kong and their impact on individuals’ lives. HKUST excelled in the competitive bidding exercise for the one-off Special Equipment Grant (SE G) announced on 31 July 2008. With a high success rate of 80%, eight out of the 10 proposals submitted by the University were granted funding, totaling $61.9 million, representing 30.9% of the total funding and the highest amount awarded to a single tertiary institution in Hong Kong. In the RGC General Research Fund program announced on 30 June 2009, HKUST researchers were awarded $96.9 million — 18.7% of the total amount awarded to Hong Kong’s tertiary institutions. Construction has also started for the extension to the existing Academic Building, which would provide an additional 3,000 square meters of floor area for learning and study facilities, library facilities, and student amenities. These two are part of the University’s Master Development Plan that has been prepared based on the “Expansion for Excellence: HKUST’s 2020 Campus” document. The expansion of our stunning bay-shore campus is needed to meet two major challenges — the surge in student numbers with the implementation of four-year degree by 2012, and the educational and research goals outlined in the University’s Strategic Plan. Other milestones achieved during the year included: • Having appointed world-renowned architects Wood Bagot, in partnership with local architects DLN, to design the Lee Shau Kee Business Building and the Institute for Advanced Study, the projects are now at tender stage and are seeking Government approval. • To meet growing demand, another two halls to take 700 students are now in the design phase and scheduled for completion ahead of the 2012 deadline. • A proposal to provide a 10,000 square meters extension to the existing academic building to increase teaching and research laboratory accommodation has been supported by the UGC. • With Government support, the University has proposed the construction of off-campus student accommodation to be shared with other universities and capable of accommodating over 2,300 students on sites in Ma On Shan and Tseung Kwan O. Our Green Campus Sustainability is central to the design of our new buildings. Green campus initiatives are in fact not new to HKUST — since its inception, the University has adopted policies conducive to environmental protection, including initiatives in energy conservation, indoor air quality, waste management, recycling, and enhancing the natural beauty of the campus. The University decided to take the opportunity to overhaul its information infrastructure by implementing a full-fledged ER P system. This project is brand-named “Teamust” which stands for university information systems transformation. Phase I of the project encompasses the three functional areas of student, finance and human resources. The University has selected Oracle PeopleSoft Enterprise as the ER P solution and Oracle Consulting Services as the partner to provide the implementation services. In the fourth round of the Government's Matching Grant Scheme held from January 2008 to February 2009, the University received donations amounting to over $237 million. In 2008-09, the Tsang Shiu Tim Charitable Foundation donated $20 million towards the University’s general development. Wong’s Kong King International (Holdings) Limited donated $1 million to support the UST Service- Learning Program. A number of major donations were received for providing scholarships to our students. These include US$450,000 (HK$3.51 million) from the George K Lee Foundation for establishing an endowment, $2.04 million from the Swire Group Charitable Trust for providing scholarships to top international students at the University, US$143,000 (HK$1.11 million) from the Morris S Smith Foundation for establishing an endowment to fund tuition awards for students of non-profit organizations admitted to the Kellogg-HKUST Executive MBA Program, and $1 million from the Wing Lung Bank Foundation. Software Library Donation Electronics solutions supplier Rohde & Schwarz Hong Kong Ltd has donated a software library to HKUST’s Center for Wireless Information Technology. It consists of baseband simulation tools for 3G and WiMAX systems, which can be used for education, training and research. Alumni With 34,000 alumni residing in 44 countries/places around the world, HKUST alumni network operates in virtually every industry and reaches all corners of the world. Over 500 alumni have joined the Relocation Program as hosts to strengthen the bondage of HKUST family in their neighborhood. Locally, the alumni network has expanded rapidly in recent years. The HKUST Alumni Golf Club was formed in 2008. In addition to playing golf, the Club has an on-going fundraising program encouraging their members to help students in Mainland China. The year saw Mr Almon Kwan taking over from Mr Sean Lin as the President of the HKUST Alumni Association. Under the leadership of Mr Kwan, the Alumni Association has initiated an array of activities to enhance the bonding of the UST alumni community. Community Project In February 2009, the School of Engineering launched its first credit-bearing co-curriculum course aimed at increasing students' involvement in the community through social service. The enterprising soft-skills course saw the first intake of 20 engineering students engaged in bringing technology to both the young and the elderly. Projects were launched to introduce pre-school children at the Tung Wah Group of Hospitals (TWGHs) Lions Club of Metropolitan Hong Kong Kindergarten and the elderly at the Po Leung Kuk Lau Chan Siu Po District Elderly Community Centre to the MO XI digital ink art computer software to boost interest in drawing. Our multi-focal presence in Mainland includes: • The HKUST Fok Ying Tung Graduate School (FYTGS) • The Peking University-HKUST Shenzhen-Hong Kong Institute • The HKUST Business School Center in Beijing and Shenzhen • The Zhejiang Advanced Manufacturing Institute in Hangzhou • The Shenzhen PKU-HKUST Medical Center During the year, the Ministry of Science and Technology accorded FYTGS the status of International Science and Technology Base. Our research collaboration with the Mainland at institutional and school levels covers key projects including the national “863” and “973” projects. The Minister of Science and Technology, Mr Wan Gang, visited the University for the signing of a collaborative agreement between the Ministry and the Nansha IT Park to step up collaborative research in Chinese medicine and other areas. In December 2008, the university commenced the construction of the HKUST Shenzhen IER Building for completion by the end of year 2009. The Shenzhen IER Base is the only one from Guangdong to be recognized by the Ministry as a National Hi-tech Innovation Center. Industrial Partnership HKUST signed an agreement with Mainland's telecom network giant Huawei Technologies Company Ltd in April to operate a joint Innovation Laboratory that will explore cutting-edge telecom networks and wireless technologies and other relevant emerging technologies. This is Huawei’s first R&D laboratory in Hong Kong. Mainland Student Exchange Program The University has established undergraduate student exchange programs with 11 major Mainland institutions. The exchange programs have proved to be popular with both HKUST and Mainland students. In 2008-09, HKUST sent 60 undergraduate students to the Mainland for a one-semester exchange and received 26 students from the Mainland for one semester. For 2008-09 admission, the overall intake of quality Mainland students remained high. Students admitted on the basis of Mainland’s JEE results all attained scores qualifying for admission to the top five institutions on the Mainland. At the same time, two international gold medalists were admitted. In 2008-09, the University also extended its scope to cover Taiwan students. Three outstanding Taiwan students were recruited as a result. In 2009, a total of 92 international undergraduate students were recruited, representing a sharp increase from 54 in 2008, 39 in 2007 and 25 in 2006. The ratio of international students among the non-local students - comprising international students plus Mainland students, has also been growing in the past few years, from 14% in 2006 to 38% in 2009. The university's long-term target is to achieve a 1:1 ratio between overseas students and Mainland students in the annual intake of non-local students. As a result of the expanded recruitment network, HKUST students recruited from 2006 to 2009 came from 81 nationalities, as opposed to only 12 citizenships in the 2006 intake. The Swire International Young Fellows Program, launched in August 2005, is one of the largest scholarship schemes. In 2008-09, six new full-time international undergraduates were granted scholarships under this program. HKUST puts great emphasis on developing local students with a global outlook by encouraging them to participate in student exchange programs. The University has been partnering with the Johns Hopkins University’s Center for Talented Youth in offering world-class developmental programs for talented youngsters from all over the world. International Links Over the years HKUST has established exchange and research collaboration with more than 380 overseas universities and research laboratories. In April 2009, the University signed a memorandum of understanding with Saudi Aramco — the world’s largest crude oil production and export company — for collaboration in research and education. Under the agreement, HKUST will enroll Aramco-sponsored students in degree programs, co-operate in research projects, and undertake short-term training and development of Aramco personnel and students. In October 2008, HKUST collaborated with University Karlsruhe in establishing the Global Advanced Manufacturing Institute Program. The Institute of Production Science in Germany and the Advanced Manufacturing Institute in Hong Kong are cooperating to develop global manufacturing research, technology and solutions for manufacturing industries targeting the Chinese and German markets. HKUST has been attracting visitors from the academia as well as other sectors and governments from around the globe. The University Council announced in March 2009 the appointment of Prof Tony F CHAN as the next and third President of the University effective 1 September 2009, succeeding Prof Paul Chu who retired in August 2009. Following a review of the University’s senior management structure, the position of Vice-President for Research and Development (VPRD ) will be renamed as Vice-President for Research and Graduate Studies (VPRG). In order to fulfill the University’s central mission of raising the University’s research to a world-leading level, the VPRG will carry additional responsibilities for strategic development of research and postgraduate studies. The search for the VPRG is in active progress. The Acting VPRD, Prof Tony Eastham, retired from the University in April 2009 after 12 years of dedicated service. The Court was established in 1994, and the Council 1988. In 2008, to keep enhancing the effectiveness of governance, the Council initiated a review of its structure and proposed amendments to the University Ordinance and Statutes. The amendments were subsequently passed by the Legislative Council of the HKSAR . When the amended Ordinance took effect, on 1 September 2009, the overall size of the Council was reduced from 34 to 27 seats. Whilst 10 seats were removed to rationalize the composition, three new seats: one for the new position of Provost, one for a staff member, and one for a student member, were added. To fill the newly created seats for the staff and student representatives, the University organized its first election of full-time staff and student members to join the Council in November 2009. During the year under review, the Council met in plenary session three times to discuss policies and strategic issues relating to the University’s operations and future developments. Key initiatives under the HKUST Strategic Plan, such as the development of the Institute for Advanced Study and the University Master Layout Plan, were reviewed. During the same period, a new sub-committee under the Council, namely the Campus Development Committee, was set up to oversee the development of University facilities, in particular the planning and construction of new buildings. The Court held its annual meeting in November, in addition to joining the Council on two other occasions to receive reports from the President. As part of the succession plan, Dr John C C Chan has taken over from Dr the Hon Sir Sze-Yuen Chung as Chairman of the Court. Senate The Senate met five times during the year under review and, with input from its various committees, took decision on a wide range of academic matters. In developing a new undergraduate curriculum under the 4-year degree system, the University has introduced a common core program. A Senate Committee on Undergraduate Core Education is in place to review and monitor the quality of the common core program. Camp. It aims at helping the less privileged to experience the fun of diving. 08 • 2008 中國奧運金牌得主訪問科大 Visit of Chinese Olympic Gold Medalists 11 名中國奧運金牌得主及兩名國際級教練訪問科大，他們除了與 學生及教職員會面外，更親手於科大開闢的京奧園種下樹苗。 11 of China’s gold medalists and two national coaches visited HKUST, the only local university to be honored. The one-year project aimed at promoting Cantonese Opera among students, faculty and staff members of tertiary institutions through workshops, seminars, performances and photography contests. 10 • 2008 科大主辦第四屆合成生物學國際會議 Synthetic Biology International Conference 化學與生物分子工程系的邢怡銘教授和周迎教授，聯同生物學系周 敬流教授共同參與籌辦於2008 年10 月在科大召開的第四屆合成生 物學國際會議，並有幸邀請到以麻省理工學院為總部的Biobricks Foundation首次蒞臨亞洲參與。是次會議吸引逾15 個國家500 多人參 加。與會者就合成生物學的多個不同範疇交流意見並展開討論。 Proudly presented with MIT-based Biobricks Foundation in Asia for the first time, Prof I-Ming Hsing and Prof Ying Chau from the Chemical & Biomolecular Engineering Department, together with Prof King Lau Chow from Biology Department, jointly organized the Synthetic Biology 4.0 International Conference at HKUST in October 2008. Over $500,000, including contributions after the event, was raised in total. 月，金融海嘯震動全球金融體系，並極速散播 至全球經濟每一個領域。雖然由大學外部資金經理管理 的投資組合如其他同類產品一樣蒙受頗大的衝激，但由 內部管理主要集中於定期存款及債券的投資表現則相對 穩定，2008/09 綜合投資及利息回報為124,300,000 元 （2007/08 年度為118,500,000 元）。加上2009 年4 月 第四期教資會配對撥款計劃的完結及三年撥款期末年 慣常偏高的支出， 大學2008/09 年綜合營運盈餘降至 129,600,000 元（2007/08 年為458,200,000 元）。儘管 有以上種種不利因素，大學仍會繼續按既定策略開支為 2012 年的4 年新學制作好準備。 綜合收入及開支 綜合收入由2007/08 年度的2,857,300,000 元減少至 2008/09 年度的2,683,000,000 元，主要因為捐款及配對撥 款的下降。 綜合開支由2007/08 年度的2,401,100,000 元上升至 2008/09 年度的2,557,300,000 元，綜合開支的增幅主要來 自因跟隨公務員生活指數薪金調整而增加的開支及其他教 資會整筆撥款的計劃開支。 分部報告 為將大學運作之財務結果表達得更加清晰，大學由今年開 始採用分部報告，顯示大學主要收入來源及相關的開支。 教資會整筆撥款資助之活動 2008/09年度是2005-2009延伸三年撥款期的最後一年，錄 得60,000,000元虧損（2007/08年度盈利35,900,000元）。 虧損主要來自三年撥款期末年慣常偏高支出及上述4年新學 制的策略開支。此項赤字開支是包含於大學4年新學制預算 計劃內。 籌募及有關活動 如前所述，由於金融海嘯及2009 年4 月第四期教資會配對 撥款計劃的完結，2008/09年度捐款及配對補助金的盈餘大 幅下降至82,700,000元（2007/08年度為284,300,000元）。 持續進修教育活動，研究活動及其他活動 主要來自持續進修教育活動及為職員及學生住宿提供之 輔助服務所得之盈餘共106,900,000 元（2007/08 年度為 137,900,000 元）。按計劃，大學將於2009 年尾結束香港科 技大學持續進修學院 ，加上持續進修教育市場的發展緩慢 下來，此方面的收入已下降。 建設項目 一系列為4 年新學制而進行的擴建工程仍在施工中，包括 現有設施的擴建、李兆基商學大樓、科大高等研究院大 樓、三棟學生宿舍及香港科大深圳產學研大樓等。雖然以 上項目大部分資金由教資會資助，大學仍須為三棟學生宿 舍及香港科大深圳產學研大樓籌集非教資會資金。 展望 大學將延續為2012 年大學四年新學制而制定的策略開支： 除上述新建樓宇建設項目及裝置一個全整合的企業資源計 劃（ERP）訊息系統外，大學將為過渡2012 年而預先聘請 學術及行政職員。此外，大學正檢討現有投資策略，旨在 建立多元化的投資組合，增強長期回報並將各種經濟因素 引致的波動降至最低。 附錄四: 財務 Appendix IV: Finance 附錄四 AppendiX IV HKUST 2008-2009 Annual Report 89 Overview The financial tsunami sent shockwaves throughout the financial world in September 2008; and quickly spread to almost all sectors of the global economy. Although the investment portfolios managed by external fund managers of the University suffered quite a sizeable blow not too different from other similar portfolios elsewhere, the internally managed investments, mainly in fixed deposits and bonds, have been relatively stable. The mix of the internally and externally managed portfolio resulted in a consolidated 2008/09 investment and interest return of $124.3 million ($118.5 million for 2007/08). With the closure of the Fourth University Grants Committee (UGC) Matching Grant Scheme (MGS) in April 2009 as well as the usual higher triennium-end spending, the University saw its consolidated 2008/09 operating surplus reduced to $129.6 million ($458.2 million for 2007/08). Notwithstanding these undesirable factors, the University continued its strategic investment in preparing for the 4-year Undergraduate (UG) system in 2012. Consolidated Income and Expenditure Consolidated income for the year decreased to $2,683.0 million from $2,857.3 million of 2007/08. The decrease was primarily due to a drop in donations and matching grants. Consolidated expenditure for the year increased to $2,557.3 million from $2,401.1 million in 2007/08. The increase was partly due to an upward cost of living salary adjustment made in line with that for the civil servants and other planned expenditure against the UGC Block Grant. Segment Reporting In order to present a clearer picture of the financial results of the University’s operations, segment reporting is adopted for the first time this year showing the major sources of income for the University, and the expenditure incurred in relation thereto. UGC Block Grant-funded Activities 2008/09 was the last year of the extended triennium 2005-2009. A deficit of $60 million (surplus of $35.9 million in 2007/08) was recorded. The deficit was due to the usual higher level of expenditure at triennium end and the strategic spending for the 4-year UG system. The deficit spending is part and parcel of the University’s budget strategy to prepare for the 4-year UG system. Fu nd Raising Related Activities As explained earlier, attributable to the financial tsunami and the closure of the Fourth Matching Grant Scheme in April 2009, donations and matching grant income fell sharply resulting in a lower surplus of $82.7 million for 2008/09 ($284.3 million for 2007/08). Self-Financing CPEP, Research and Other Activities A surplus of $106.9 million ($137.9 million for 2007/08) was generated primarily from self-financing continuing professional education programs (CPEP) and auxiliary services for student and staff accommodation. With the planned closure of the University’s continuing education arm, the HKUST College of Lifelong Learning Limited, by late year 2009; and slow down of the CPEP market, income from these activities had dropped. Capital Projects A number of capital projects to cater for the expansion for the 4-year UG system are still in progress. They include extension to the existing facilities, Lee Shau Kee Business Building, IAS academic building, 3 student hostels as well as the HKUST Shenzhen IER (Industry, Education and Research) Building. While a majority of these capital constructions are funded by UGC, the University has to contribute its non-UGC resources mainly for the 3 student hostels and the HKUST Shenzhen IER Building. Outlook The University will continue its strategic spending preparing for the 4-year UG system in 2012: in addition to the above-mentioned capital building construction projects and the implementation of a fully integrated ER P (Enterprise Resources Planning) IS system, the University is looking to hire both faculty and administrative staff in order to transition to 2012.
