Abstract

[evdate 1999-12-15] Annual Report 98-99 Hong Kong University of Science and Technology Chairman's Foreword I am both delighted and honored to have the opportunity to present this annual report as Chairman of the Council, knowing full well that the year in review - July 1998 to June 1999 - benefited more than anything else from the guidance of my predecessor, Dr the Hon Sze-Yuen CHUNG, who retired in March 1999 after 13 years of distinguished leadership of the University from its drawing board days. Dr Chung, whose larger-than-life personality has left an indelible mark on this University, continues to guide our development as our Pro-Chancellor newly-appointed by the Chancellor (Chief Executive of the Hong Kong Special Administrative Region) and ex-officio Chairman of the University Court.

He is a hard act to follow, to say the least, but I will do my best, together with my fellow members of the Council, to guide and develop the University to greater heights.

The initial focus of my efforts will be on communication and rapport. Within the

University, I aim to sustain a breadth and depth in dialogue with both the key administrators and faculty of the University on the one hand, and the students and alumni on the other. Only by so doing can I reconcile their needs and align their efforts. Outside, I plan to further strengthen and extend the collaborative network between the University and the industrial and business communities. Only by so doing can the University fulfill

its immediate and long term goals. Last but not least, I will continue to seek endorsement of these goals by our key stakeholders, and to keep them abreast of all our efforts.

The past year has been immensely challenging as Hong Kong strives to recover from an extended period of recession. For the University, and we are certainly not alone in this; the need to tighten our belt, and the strategy to do " more with less " has been taken positively by the leadership. I feel assured of the University's continued success, with my confidence based on the collective wisdom of the Court, Council and Senate, and in the commitment and hard work of both the faculty and staff.

To the extent that this University is committed to teaching, it is also committed to research - both basic research which creates knowledge, and applied research which creates industrial and commercial success. I am much impressed by what this young institution has already accomplished in the area of university-industry collaboration, where research findings are translated into applications that ultimately lead to a higher quality of life - locally, nationally, and internationally.

Finally, I would like to thank my colleagues at the University for their unfailing support. In particular, I will continue to count on the Founding President, Prof Chia-Wei WOO, and his capable team to carry out the University's mission and plans, and to maintain the University's fast-earned yet well-deserved status as a world-class University, and one of the top institutions of learning and research in the Asia-Pacific.

President's Report

The past year had been a year of challenge for the region, for Hong Kong, and for Hong Kong's universities. Professor Chia-Wei WOO PhD, DLitt, DSc President of the University

The financial typhoon which hit Asia with unexpected suddenness and vehemence threatened to result in worldwide economic floods. Hong Kong, through no apparent fault of its own, suffered alongside its Asian neighbors. A valuable, though far too costly, lesson has been learnt: Hong Kong needs to review and repair its fundamentals.

As we strive to recover from the aftermath, we realize that the cornerstones for strong fundamentals-anywhere in the world-are education and technology. Education and technology will be Hong Kong's engine for growth, and fortunately for us, education and technology are, by design, precisely the mission of HKUST.

The primary purposes of a research university are to enrich its community's human resources and to create new knowledge. At HKUST, all the disciplines that we teach and do research in, both basic and applied, lend relevance to education and technology. Science provides the foundation for technology, of which engineering sits at the core. Business and management put technology to beneficial use, while humanities and social science expand the vision of society, improve the ambience for growth, and strengthen every individual's ability to think.

We see the role of HKUST as that of a leading university in the nation, with international impact and recognition, and with strong commitment to the Hong Kong Bay Area. I am happy to report that HKUST has made bold strides towards fulfilling this role. This report emphasizes particularly what the University has contributed to our local community in the past year.

Highlights of Accomplishments Teaching and Learning Congregation

Graduation of [Image] Following the graduation of 1,842 the first EMBA class undergraduates and 465 postgraduates who received their degrees in November 1998, over 1,860 bachelor-degree students in science, engineering, and management, and about 600 master and doctoral students completed their studies and will receive their degrees in November 1999.

[Image] The employment situation for our graduates remained excellent despite the economic downturn. In the year of their graduation, over 95% found jobs, set up their own ventures, or commenced postgraduate studies. This compared most favorably with other tertiary institutions.

[Image] HKUST has been a local leader in the systematic gathering of data on student perceptions of the quality and effectiveness of teaching. During the year, we introduced a Centralized On-line System for Student Evaluation of Teaching (COSSET), which allows students to complete the University's survey on teaching effectiveness by computer at their leisure. This eliminates not only the need to devote valuable class time to the exercise, but also the printing, distribution, and processing of thousands of paper forms.

[Image] The Center for Enhanced Learning and Teaching (CELT) was established to support quality teaching and develop and promote on-line teaching technologies. The Center also manages grant projects aimed at improving education in secondary schools.

[Image] 2,500 primary and secondary school teachers from 330 schools were given training in information technology. Also, subject-based classes, teaching methods, open laboratories, workshops, short courses, and web pages were offered to local schoolteachers. And a number of teacher-training degree courses have been planned in cooperation with the Hong Kong Institute of Education. Involved in these projects were faculty members from the School of Science and School of Engineering.

[Image] Numerous Executive Education Programs were offered by the School of Business and Management to executives and young professionals, including the region's most prestigious Executive MBA program (jointly with Northwestern University in the USA) and many custom-designed courses (for Daimler-Benz, MTR Corporation, etc). 46 Continuing andProfessional Education Programs were operated by the School of Engineering for local professionals. Through these programs we are helping to further improve the quality of Hong Kong's business and industry professionals.

[Image] The School of Business and Management received full accreditation for all its business and accounting degree programs by the International Association for Management Education

(formerly AACSB). This was the first time this organization has granted accreditation to a business school in Asia, and the first time in its 80-year history that a university less than ten years in age had been thus recognized.

[Image] A new program on cultural studies was started by the School of Humanities and Social Science. The School's faculty members also launched

a major new project on "Hong Kong's History,Culture, and Society"-with lectures, conferences, a

book fair, an exhibition, field trips, and a web site-to help Hong Kong people define their own identity with interest and pride.

[Image] Major new facilities were established and became available to industrial and corporate users. They included the CLP Power Wind/Wave Tunnel Facility and the Geotechnical Centrifuge Facility, which help construction companies analyze and solve problems concerning wind engineering, wave engineering and dispersion; and the Jockey Club Controlled Environment Test Facility, which performs energy efficiency tests on electrical appliances for manufacturers and distributors.

An Engineering Industrial Consortium covering 18 core technologies was established by the School of Engineering, with 33 fee-paying local companies.

Research and public programs on sustainable development enhanced the local community's environmental awareness and social consciousness.

[Image] Looking Ahead Hong Kong Bay Area Please allow me to repeat how HKUST positioned itself:

We see the role of HKUST as that of a leading university in the nation, with international impact and recognition, and with strong commitment to the Hong Kong Bay Area.

On the local front, in addition to the efforts highlighted above, the University continued to play a significant role within the Hong Kong Bay Area, which was defined to extend beyond the SAR and encompass the southern part of the Pearl River Delta. (See map.)

The development of our Nansha IT Park in cooperation with the Fok Ying Tung Foundation has been progressing well; it is scheduled to be commissioned in 2001. The development of a major R&D and training base jointly with Peking University and the Shenzhen Government is well underway. Through these efforts, the University helps to promote regional technological integration, which is crucial for Hong Kong's transition into a knowledge-based economy.

On the national front, HKUST's faculty won an "863" project and a "973" project, the former on coastal and ocean research and the latter on information technology, each with significant funding from the Mainland.

Topnotch graduate students continue to come to HKUST through a special program designed for HKUST by China's Ministry of Education.

Meanwhile, we continue to actively collaborate with leading research universities in the Mainland, institutes of the Chinese Academy of Sciences, and the Chinese Academy of Social Sciences. Many of the projects will soon reach harvest time.

On the international front, mutually beneficial relationships have been developed with a number of French and German universities. High-quality graduate students and postdoctoral researchers are arriving from France and Germany, funded by their own governments and institutions. An organization known as the "Friends of HKUST" has been established in the United States. The first World Wide Web Consortium office in the Chinese-speaking world was opened at HKUST during the year.

The University's reputation, which is already strong in the first world, will be further enhanced, bringing both substantive benefits and recognition to Hong Kong as she rapidly and efficiently converts herself into a knowledge-based economy.

As the University completes its eighth year and its founding phase, we find our past journey quite consistent with our self-positioning. We will now conduct another round of academic planning; take inventory of our resources; and together with our Council and Court members, faculty, and students, re-examine our mission and vision and develop appropriate strategies for future growth. Our past accomplishments and present strengths will be consolidated into a firm launching pad, from which the University will soar to still greater heights.

People People are the soul of a university. At HKUST, we are delighted to report that the year in review has seen our faculty excel in their teaching and research, our students excel in their academic and extra-curricular activities, and our alumni excel in their career advancement, with our staff providing an excellent support environment to enable all these people to do their best.

As of 31 December 1998, total student enrollment was 7,364 (or 7,087 Full Time Equivalent), consisting of 5,655 full time under-graduates, and 1,709 (1,432 Full Time Equivalent) postgraduate students.

During the year, the University also admitted a batch of 19 undergraduates from the Chinese Mainland-selected from students admitted to Peking University, Tsinghua University, and Fudan University-as well as postgraduates recruited through China's Ministry of Education.

At the University's Sixth Congregation in November 1998, academic degrees were conferred on 1,842

undergraduates and 465 postgraduates, including 46 doctoral degrees.

The undergraduates included the first batch of 38 graduates of the Minor Program in the School of Humanities and Social Science.

The year also produced HKUST's first graduates of the Executive MBA and Graduate Diploma in Management programs.

At the same Congregation, 16 of the 1998 graduates received the University's Academic Achievement Award for outstanding performance in their studies-a "solid A" cumulative grade average throughout their undergraduate years.

Campus life was marked by year-round collaborative efforts between the University and the industrial and [Image] commercial sectors in providing careers education.

A Business Mentoring Forum was organized in conjunction with the Lions Club of Metropolitan Hong Kong. Lion's Club Activities included visits to factories in Hong Kong Metropolitan and the Chinese Mainland operated by members of the welcomes Club. Called the Factory Doctor program, these visits HKUST enabled students to study and resolve problems on the students to spot with factory managers, thus giving students a the Business preview of the "real" world and helping them put their Mentoring studies in perspective. Forum. Human resources executives of major corporations mounted a "Pathfinder" introductory program for 120 students, while members of Friends Unlimited, all Young and successful business executives, mentored 15 top business students on a one-to-one basis for one academic year, as part of the Business Mentoring Program. Experienced trainers from National Mutual Insurance (now called AXA) put together a four-day leadership training program for 40 science students.

Over the year, our students gained significant international recognition. For example:

[Image] On 16 February 1999, our PhD student Alex Leung (Electrical and Electronic Engineering) presented a paper to semiconductor industry leaders at the International Solid State Circuits Conference held in San Francisco. His paper, on the Novel Frequency Compensation Technique, was the second ever to be presented at the Conference by a researcher from Hong Kong. The first paper from Hong Kong was presented two years ago-also by an HKUST postgraduate.

[Image] Four business students-Linda CHU, Alice KWAN, Tony LAU, and Catherine YU-fought their way to the final round of the 3rd Annual Marshall International Invitational Case Competition, held in Los Angeles from

24 to 26 February 1999. Among 14 of the world's top business schools competing, the HKUST team won one of the three runner-up awards with a business plan formulated for the Taiwan electronics giant Acer Computer.

micro-display [Image] MBA student GAO Jian won the Economics Section championship of the China University Students Essay Writing Competition. MBA student HU Xiaobing became the first runner-up in the University Elite Investor Competition organized by the Hong Kong Economic Journal.

[Image] HKUST Debating Team member CHAN Nang was hailed the Best Debater in the Basic Law-HK Post- secondary Debating Competition organized by the Hong Kong Student Services Association and the Joint Committee for the Promotion of the Basic Law of Hong Kong.

[Image] Six School of Business and Management students from HKUST-Bonny CHENG, Willie HEUNG, MOK Chi Hang, Evelyn NGAI, Kathy WONG, and Catherine YU-won the Joint University Market Planning Contest, in which teams from Hong Kong's eight publicly funded universities competed in drawing up business plan proposals and exposition plans.

[Image] Three Chemistry students-LEUNG Yee Pin, LI Ka Wai and WONG Wai Ying-won first prize in the 1999 Hong Kong Chemistry Olympiad-the second time for HKUST.

[Image] HKUST's Putonghua Recitation teams won both the Chemistry Olympiad Prose and Verse sections in the Third Intervarsity Putonghua Recitation Contest. Three of our students

also won individual prizes. Four HKUST students- HUNG Yuen Yuen, POON Kong Hong, WONG Lung Ngong, and WONG Ying Kit-won second prize in the Second Chinese University Student Computer TV Debate Contest in

Beijing, competing against seven other major [Image] universities in the Chinese Mainland. WONG Ying Kit also won the Best Debater Award in the finals, while HUNG Yuen Yuen was elected Best Debater in two rounds in the heats. [Image] In the 1st Inter-collegiate Indoor Archery Championship, HKUST students finished as men's team

champion, men's individual champion as well as 1st and 2nd runners-up, and women's individual champion.

[Image] HKUST students hosted a national "Handball Invitation Tournament '98" from 19 to 25 July 1998, to commemorate the first anniversary of Hong Kong's return to China. It attracted 15 university teams, including 11 from the Chinese Mainland, Macau, Taiwan, and Singapore. HKUST's men's team finished as first runner-up.

[Image] Earlier on, the HKUST Handball men's team won the championship for the third year running in the 6th Intervarsity Handball Invitation Tournament on 4 April 1999. The women's team came in second in the women's section.

[Image] Also on 4 April, the Judo Club won both the overall championship and the team championship in the 10th Intervarsity Judo Tournament.

[Image] The newly-formed HKUST Rugby Team won first prize in the Silver Plate Section in the 1st Intervarsity Rugby Tournament on 10 April.

[Image] The Dance Society won the championship in the Intervarsity Dance Competition.

[Image] In the 4th Inter-Universities Rowing Championship, HKUST Student Rowing Team won the overall

championship, with the men's team beating all the other teams and the women's team coming in as first runner-up.

New guidelines for the admission of students to residential halls were drawn up for the 1998-99 [Image] academic year, emphasizing hall life as an important part of the Total Education that HKUST espouses. Under this new policy, all new undergraduates who apply for hall residence are admitted for at least one semester. HKUST's winning team In addition, a new, hall-based activity called of student Confluence was initiated in which prominent people and rowers alumni share their life and work experience with students around the dinner table. This weekly event was attended during the year by 674 guests from 362 professional or community organizations, and some 4,200 [Image] students.

Meanwhile, election campaigns among competing teams for the Students' Union, school and departmental Sharing ideas associations, as well as interest groups and societies, and flourished in March and April 1999, adding much color experiences and excitement to campus life. The first and the most at the vigorous campaign was between the two teams fighting Confluence for election to the HKUST Students' Union Executive dinner Committee. Of the other student societies, at least 20 saw two or more competing teams.

Alumni

HKUST's 1998 graduates proved their worth in the employment market. Despite the economic downturn, 95% Homepage of of our graduates were either successfully employed by the Alumni the end of the year, or had started their own business, Internet or went for higher degree studies. As a group, they Services managed to secure a mean gross monthly salary of Group HK$12,269. HKUST's higher degree graduates enjoyed similar success, with 97% of them gaining employment soon after graduation.

The entrepreneurial spirit of HKUST graduates is demonstrated through a number of start-up companies that they have founded. In December 1998, TANG Kit Shing (Biochemistry1996) founded AP-Pontis Biotechnology, with the aim of enhancing the development of the biotechnology industry in the Asia-Pacific region by providing collaboration-matching services. Five months after its establishment, the company was listed on the Investment Mart's Cooperating Links of the Asia-Pacific Economic Cooperation.

HKUST graduates are also characterized by their readiness to innovate. In February 1999, Carman CHAN (MSc-Mathematics 1997) launched an on-line English-learning magazine called English Street - the first English-learning magazine on the Internet, and distinguished by its multimedia, interactive and entertainment features. In April 1999, Hades HUNG Chung Tak (Computer Engineering 1997) won the First Prize and

the Best Content Award in an open web site design competition organized jointly by the Business and Services Promotion Unit of the Financial Secretary's Office and South China Morning Post Publishers.

By the end of the academic year, the HKUST Alumni Association comprised 12 constituent alumni groups with

a total membership of 2,000. Three of the 12 groups were formed during the past year by graduates in Computer Engineering, Physics, and the MSc program in Investment Management. To facilitate communication among alumni through the Internet, a group of Engineering and Information Systems graduates established the Alumni Internet Services Group (AISG) under the HKUST Alumni Association to provide free Internet services to alumni. Of all the 8,000 HKUST alumni, about 40% were using Internet accounts provided by AISG.

Dr Jun GU - As in past years, numerous HKUST faculty members earned leading the enviable recognition from academic and professional National IT institutions. These laurels testified to the reputation Program of the University as a truly world-class institution of learning.

An information technology project headed by Dr Jun GU (Computer Science) was selected by the most prestigious National "973" Fundamental Research Program. He became the only person in Hong Kong selected to lead a nationwide "973" project as Chief Scientist. The "973" Program had been initiated by the Chinese Government to accelerate China's scientific, economic, and social development over the next decade and into the middle of the 21st century. Ranked second among 15 projects selected from 207 proposals through an extremely rigorous, multi-stage screening process that lasted two years, Dr GU's project became the largest ever IT project funded in China with an estimated budget of RMB 67 million (HK$62 million).

Prof Nancy IP, Associate Dean of Science and Professor of Biology, and Prof Kwing Lam CHAN of the Mathematics Department received Croucher Foundation Senior Fellowships, which are awarded to scholars for their

critical contribution to science in Hong Kong. Prof C YEN (Civil Engineering) was awarded the 1999 Hunter Rouse Hydraulic Engineering Award as well as the 1999 Best Discussion Award of the Journal of Irrigation and Drainage Engineering, both presented by

the American Society of Civil Engineers.

HKUST President, Prof Chia-Wei WOO, was appointed in 1998 to the Commission on Strategic Development of the Chief Executive of the Hong Kong SAR.

Vice-President for Academic Affairs, Prof Leroy CHANG, was appointed by the Chief Executive of the Hong Kong SAR to the Commission on Innovation and Technology.

[Image] Prof CAO Xiren (Electrical and Electronic Engineering) was appointed by the Commission of Inquiry on the New Airport to serve as its expert on mechatronics.

Dr Wing Hung Prof Vincent SHEN (Computer Science) was appointed to KI - the same commission to advise on the operation of the Innovator of computer systems at the new airport. Prof Shen also the Year received the Fok Ying Tung Special Contribution Award in November 1998, in recognition of his contribution to the founding of the Hong Kong Supernet and the donation of same to HKUST. In the same month, Prof Shen became Head of the Hong Kong Office of the World Wide Web Consortium, located at HKUST.

Dr C M LEE (Computer Science) was awarded the 1998 Hong Kong IT Achievement Merit Prize in the Trade category

by Sing Tao Limited for successfully developing the VECON system to identify printed characters on both moving and stationary cargo containers and vehicles.

Dr Wing Hung KI (Electrical and Electronic Engineering) won the Innovator of the Year Award presented by the regional magazine EDN Asia-a prestigious award for excellence and innovation in electronic design. He was honored for creative engineering in three unique power-controller chips. He has also received two US patents for his power-controller chip designs-all in three short years.

Internal Affairs

The University's approved academic staff establishment for 1998-99 was 520, of which 50 posts were converted into a flexible budget provision for the appointment of visiting and other academic-related staff. As of 30 June 1999, 431 faculty members were in post on regular terms.

Compared to an establishment of 1,765 in 1997-98, the number of full-time non-academic staff had fallen to 1,572 as at 30 June 1999 as a result of natural attrition and a freeze on recruitment of non-academic staff imposed since early 1998. This represents a reduction of 11% compared to the previous year.

During the year, the support units in the University also underwent a series of restructuring. The university development and public affairs functions merged to form the Office of University Development and Public Affairs (OUDPA). The Center for the Arts,

formerly under the OUDPA, was put under the Planning and Coordination Office. The Center for Enhanced Learning and Teaching was established, taking over some of the functions of the Education Technology Center, which was re-named Publishing Technology Center. The Center for Computing Services and Telecommunications was renamed the Information Technology Services Center.

A Government-sponsored Home Financing Scheme was introduced on 1 October 1998 to assist staff with home purchase or rental payment, for up to a maximum of 120 months. This replaced all other forms of housing benefit for new staff, while serving staff were given an option, to be exercised within a period of three years, to decide whether to join the Scheme or retain their existing benefits. By 30 June 1999, 42% of eligible staff have joined the Scheme.

Senate

Chaired by the President, the Senate consisted of 54 members as at 30 June 1999. Of these, 33 retained membership by virtue of their position in the University while 19 were elected or co-opted from the academic staff, and two were from the student body.

The Senate met five times during the year under review and, with input from its committees, made decisions on a wide range of issues, including academic policies and regulations, degree and program offerings, curricular modifications, academic and research program reviews, and student disciplinary matters. The Senate approved measures designed to enhance students' English standards. It also revised the current general education program, and extended the tenure of the ad hoc Committee on General Education for another year so as to further refine and improve the program.

Council

Founding Chairman Dr the Hon Sze-Yuen CHUNG retired from the Council on 31 March 1999, and was appointed The Pro-Chancellor by the Chancellor, Mr TUNG Chee Hwa, on University the following day. Dr Chung had made tremendous Council and contributions over the past 13 years of association Court with the University since its planning stage in bringing the University into existence and leading it from infancy to maturity. A farewell dinner was held in his honor on 25 March 1999 after a ceremony to name the University Council Chamber after him.

Dr Vincent LO, who re-joined the Council as Vice-Chairman on 20 August 1998, became Chairman of the Council on 1 April 1999. On the same day, Dr Steven POON was appointed Vice-Chairman of the Council.

There were other membership changes: Professor Leo ESAKI, Dr York LIAO, Sir Gordon MACWHINNIE, and Mr YEUNG Kai-Yin left the Council during the year upon expiry of their terms. The appointment of Mr CHAU Tak-Hay, Mr Stephen S K IP and Mr KWONG Hon-Sang as

public officers serving on the Council also came to an end; and Mr K C KWONG (or representative) was appointed. Prof Leroy CHANG and Prof Michael LOY joined the Council as ex-officio members after their appointments as Vice-President for Academic Affairs and Dean of Science, respectively. Prof Roland CHIN and Prof Nancy IP joined the Council after being elected as Senate representatives; while Prof Anne TSUI's term

expired during the year.

Court New Court Members: The year 1998-99 marked a significant year for the University Court. In accordance with the University Statutes, Dr the Hon Sze-Yuen CHUNG became the ex-officio Chairman of the Court, following his appointment as Pro-Chancellor of the University. (from left) Sir Gordon Four prominent community leaders joined the Court MACWHINNIE, during the year in review. They were Dr Henry CHENG, Mr Dr Henry Ian FOK, Mr Richard LI, and Sir Gordon MACWHINNIE, who CHENG, Mr was also a founding Council Member. The Court's annual meeting was held in conjunction with the Council's plenary meeting on 25 March 1999.

At this meeting, the President delivered his report highlighting the University's contribution to the local community through teaching and training, research and innovation, and social services.

In addition to the existing Task Forces on Executive Education and on Art and Culture, the Task Force on Campus Development was reconstituted at the annual meeting, and a new Task Force was established on Innovation and Technology.

Mr Paul CHENG succeeded Dr Vincent LO in taking up the convenorship of the Task Force on P.33 Executive Education. This Task Force advises on how the University can contribute to executive education in Hong Kong.

The Task Force on Campus Development started to explore the possible utilization of land within and neighboring the campus.

The Task Force on Art and Culture devoted much effort to the promotion of the arts, organizing exhibits, and broadening cultural perspectives on campus. Consultation was conducted relating to the International Sculpture Gardens proposed by the President.

Teaching and Learning

The system encourages students to discuss the relevant questions and enter their responses, thus enhancing their level of participation and concentration in class.

HKUST has been a leader in Hong Kong in the systematic gathering of data on student perceptions of the quality and effectiveness of teaching. From our earliest days, we have required student evaluation of all lecture courses by filling out survey forms. During 1998-99, we developed and implemented a new system called the Centralized On-line System for Student Evaluation of Teaching, which allows students to complete the survey forms on-line at their leisure, eliminating not only the need to devote class time to the exercise, but also the printing, distribution, and processing of paper forms.

Also, the School of Engineering restructured its undergraduate degree programs to provide a greater variety of career tracks. Students were given a choice between different specializations, including building services and transportation logistics management. At the same time, specializations in environmental areas were provided by both the Department of Chemical Engineering and the Department of Civil Engineering, while several new IT specializations were introduced by the Computer Science as well as Electrical and Electronic Engineering Departments.

Following the successful introduction of minor programs in Humanities and Social Science during the previous year, a new minor in Mathematics was developed and approved by the Senate in 1998-99. Undergraduates in all Schools are now able to get formal recognition when their program is enhanced by additional and more advanced mathematical training. Minor courses such as these allow graduates to demonstrate the special skills they acquired to distinguish them from their peers in an increasingly competitive job market.

We continued to emphasize better language preparation for our students. In 1998-99, the School of Science adopted new degree requirements that will give science students at least five semesters of English language courses during their three years of study.

HKUST is concerned not only about university teaching, but also about teaching in secondary schools, where students are prepared for university education. A Principals' Day was held in March 1999. With IT in education as its focus, the event attracted 156 principals and teachers from 106 secondary schools, who visited the campus for panel talks with HKUST's faculty, small group discussions, and tours of HKUST's IT facilities.

During the year, the University also introduced a Teacher-in-Residence program, with the ultimate goal of having several teachers-in-residence from local secondary schools spend one semester working full-time at HKUST on IT-related education projects. The first teacher-in-residence arrived in September 1998, and worked on designing a Chinese-language web site covering the history of mathematics, among other projects.

Research and Development

Examples of University-Industry collaboration is a University-industry critical direction for HKUST. During the year, collaborations: the University geared up its organizational structure to facilitate effective [Image] collaboration between industry and HKUST video compression researchers, on top of the latter's pure [Image] research endeavors. HKUST will continue to identify research areas of promising electronic industrial application, as well as to assess, packaging protect, promote, and commercialize its [Image] research results. Under this policy, research units within HKUST are actively encouraged to distance teaching transfer what they produce in their laboratories to related industries.

Research Funding and Achievements

Research Funding and Achievements

HKUST continued to attract substantial funding from research programs in Hong Kong. In total, $225.0 million was secured for new projects in 1998-99. Over one third of this funding, $76.6 million, came from the Research Grants Council (RGC) Competitive Earmarked Research Grants program. The RGC funding was awarded to HKUST faculty for 138 new projects.

The University's success rate of 57% continued to be well above that of other tertiary institutions in Hong Kong.

Two major sources of funding for applied research in partnership with industry are the RGC Cooperative Research Centers (CRCs) scheme and the Industrial Support Fund (ISF). In the former program, four new CRCs were funded at HKUST, receiving a combined sum of $12.25 million out of the total of $20 million made

available by Government for the scheme in the past year. In the ISF program, 10 new HKUST projects were funded, worth a total of $66.1 million.

Academic and Applied Research

HKUST has made significant headway in academic and applied research, confirming the University's status as Illustrations a research-intensive institution. Moreover, its ability to hold atoms in an excited state for extended periods means that it can be used in researching excited-state molecular chemical reactions.

[Image] Prof Nancy IP (Biology) and her team developed a genechip which enables convenient and conclusive identification of herbal medicines.

[Image] Prof Reinhard RENNEBERG (Chemistry) conducted trials in conjunction with hospital units on a biosensor capable of performing a one-minute heart infarction test. The biosensor has the potential to save thousands of lives, as the test can confirm whether a patient is suffering from a heart attack that requires immediate treatment.

[Image] [Image] During the year, HKUST started a cross-border pollution-monitoring project in the Pearl River Estuary, in collaboration with research institutes and

government agencies in the Chinese Mainland, and with HKUST's High academic institutions in France and Hong Kong. Called Resolution the Pearl River Estuary Pollution Project, this Picture three-year project was nominated by the Hong Kong Transmission Government as one of the major items on the Chief Satellite Executive's Community Projects List. With regard to patents, HKUST continued to strengthen its portfolio of protected intellectual property. This brought the total number of patents awarded to the University by the end of June 1999 to 15, including 14 by the US Patent and Trademark Office and one by the European Patent Office. In 1998-99 alone, seven patents were awarded and a further 12 were filed at the US Patent and Trademark Office.

Looking Ahead

HKUST continues to maintain its lead in productivity among Hong Kong's tertiary P.42 institutions in terms of number of peer-reviewed publications per faculty member. The quality of published research is being assessed under the Research Grants Council's triennial Research Assessment Exercise, following extensively documented submissions made during 1998-99. The results will be announced in 1999-2000.

To boost the University community's entrepreneurial spirit, the University introduced the Faculty Entrepreneurship Program, which is open to the faculty, staff and students. The program lends University's assistance and support to start-up (or fledging) technology-based companies launched by faculty, staff, and students, and makes the University a joint-venture partner in those companies.

HKUST has matured as a research university and is well placed to make a substantial contribution towards the sustained prosperity of Hong Kong into the 21st century. Our graduates, trained to the leading-edge of their discipline, together with the research output of our faculty, will assist the growth of a technology-based industrial sector and the innovative use of technology to add value to processes, products, and services throughout the economy of Hong Kong and the region.

Campus Development

The construction of the HKUST Annex was completed in February 1999, both on time and within budget. This [Image] six-story extension of the Academic Complex occupies a gross floor area of about 6,000 sq m, and the construction cost of around $120 million was funded entirely by private sources. The new structure provides Annex - much needed space for a number of programs which form funded by an essential part of the University's service to the private community of Hong Kong and the region. These programs sources include applied research and development, technological transfer, executive education, China collaboration, and photo: international cooperation. Adjacent to the Annex, a Thomas five-story extension to the existing Laboratory Block Sandberg has been completed recently, and has been named The Hong Kong Jockey Club Biotechnology Research Institute.

Construction of a coastal research laboratory near the shoreline of Port Shelter has commenced, and when completed in late 2000, will provide almost 1,000 sq m of academic accommodation. The top floor of this three-storey structure will contain a six-lane, 25-meter indoor swimming pool for use by members of the university community throughout the year. Again, this project was funded by private donation.

Housed within a new 1,600 sq m facility near the southern entrance to the campus are unique teaching and research facilities comprising the CLP Power Wind/Wave Tunnel Facility and the Geotechnical Centrifuge Facility, a massive beam centrifuge and the first of

its type in the world. When fully commissioned and operational at the end of 1999, these facilities will provide environmental and geotechnical testing capabilities for further developing university-industry collaboration.

Apart from major capital works, we have also completed a number of smaller projects which will improve student registration, classroom teaching, and pedestrian circulation.

Indeed, our beautiful, well-planned and well-maintained campus, which recently won an Artistic Merit Award in the Contemporary Chinese Architectural Art Exhibition in Beijing, is a credit to Hong Kong. It has remained a major attraction to overseas visitors and local people alike.

Finance

The year 1998-99 was the first year of the 1998-2001 triennium during which the University has to accommodate a 10% point-to-point reduction in student unit costs. Faced with this financial constraint, the University implemented a series of cost containment measures. These include a reduction in non-academic staff numbers to be achieved through natural attrition, a large-scale reduction of expenditure on non-salary

items, and a refinancing of the bank loans for the senior staff quarters.

The financial results of 1998-99 reflected the University's initial success. The surplus after transfer to reserves was planned, and will be carried forward in order to stabilize the University's financial position. We must be prepared to deal with both anticipated and unanticipated financial requirements as the effects of reduction in triennial funding accumulate on a year-to-year basis.

General income was $1,962 million (1997-98: $1,942 million). The University received from the University Grants Committee (UGC) a block grant of $1,436 million,

a reserved supplementary grant amounting to $72 million to cover additional costs arising from salary revisions in line with the annual salary adjustments approved for the Civil Service, and $47 million for the reimbursement of property rates and rents paid by the University. The remainder of general income included $295 million from tuition fees and others amounting to $112 million.

General expenditure was $1,715 million (1997-98: $1,894 million). The fall of more than 9% in the expenditure was mainly due to the results of the stringent cost containment measures and, partly due to a change in funding arrangement for staff housing benefits. During the year, the Government introduced a Home Financing Scheme (HFS) for staff members of UGC-funded institutions with an intention to save housing

expenditure in the long run. Consequent to the implementation of the HFS, costs of staff housing benefits are no longer paid out of the block grant but charged against separate earmarked housing grants.

Out of the $1,715 million general expenditure, $144 million or 8.4% was for Administration, $1,126 million or 65.6% for Academic Departments and Academic Support Centers, $286 million or 16.6% for Maintenance of Premises, and $159 million or 9.4% for others.

After transfers to reserves / provisions, general income over general expenditure for the year showed a surplus of $170 million. In accordance with the general guidelines laid down by the UGC, this surplus will be carried forward and utilized to cover shortfalls in the remaining years of the current triennium.

The Hong Kong Jockey Club Charities Trust allocated $18 [Image] million to support the Pearl River Estuary Pollution Project, and $3.3 million to equip the Jockey ClubControlled Environment Test Facility. The Hongkong Telecom Foundation donated an additional $5.47 million Jockey Club to the Hongkong Telecom Institute of Information Technology. Bayer AG donated DM200,000 (HK$885,200) to

Environment the University to help enhance its laboratory Test facilities in the Department of Chemistry. Facility Grants from private sources to support faculty research projects amounted to $2.85 million. Of this amount, $1.12 million was donated by the Croucher Foundation in support of five projects.

During the past year, 296 scholarships amounting to $6.73 million and 308 bursaries and loans amounting to $1.44 million were distributed. Jebsen Educational Foundation remained the major donor, contributing $1 million from the return of its endowment fund.

Contributions for conference, workshops, symposiums, student activities, academic ex-change activities, and art activities amounted to $1.72 million.

In-kind donations were also received, including equipment, software, books and art objects, amounting to $6.7 million. Noteworthy were the multimedia PCs and hardware/software upgrades valued at approximately $1.8 million donated by Hewlett-Packard Hong Kong Ltd, and the software donations from Rational Software Greater China Ltd, SolidWorks Corporation, and SAP Hong Kong Co Ltd, each valued over $1 million.

Calendar of Events (Selected)

It would not be possible to detail all the significant events of the past year in a few pages. This calendar presents a selection of events, each one special in its own way - chosen to convey the flavor of another unique and exciting year at HKUST. The omission of other events, including numerous specialized lectures, workshops, and seminars that keep HKUST at the forefront of worldwide intellectual endeavor, by no means diminishes their importance and contribution to university life.

July 1998

HKUST organized the First World Congress on Ergonomics for Global Quality and Productivity, to provide a broad forum for industrial practitioners and researchers from all over the world to discuss the inter-relationships between ergonomics, quality, and productivity.

The "Engineering Summer Camp for Honor Students '98" was held [Image] from 17 to 21 July for 152 top Form 6 students. The program included laboratory work, sports, meeting with current students and graduates, and visits to the new airport at Chek Lap Kok, Motorola, and the V-Tech manufacturing plant in Dongguan.

August 1998

HKUST's student groups "Promotion of Environmental Protection Awareness" and "Nature Club" won first and third prize, respectively, in the Environmental Campaign Committee's Shell Environmental Awards for University Students.

[Image] The Shui On Center for China Business and Management organized its first annual management workshop to foster experience sharing between HKUST postgraduate business students and senior executives from Shanghai.

September 1998

The Center for Experimental Business Research, the first empirical research center in Asia, was established.

An agreement on academic and research collaboration was signed [Image] with the Technical University of Berlin (TUB), Germany. Faculty members from TUB are collaborating with HKUST faculty in the Sino-German Nano-Analytical Lab to develop a new generation of biosensors and other biomedical devices.

[Image] A retrospective exhibition entitled "Sculpturing Time and Space - Yuyu YANG (1926-1997)" was held in the Library Gallery to commemorate the world renowned sculptor, Yuyu YANG.

Over 11,000 prospective students flocked to the HKUST campus on its Student Outreach day on 26 September. The program included exhibitions, laboratory and campus tours, and a total of 32 seminars offered by the academic departments.

October 1998

The 6th Aquatic Meet was held on 10 October. Despite the stormy [Image] weather, four new HKUST records were set.

On 30 October, Dr Larry YUNG Chi Kin, Chairman and Chief Executive of CITIC HK (Holdings) Ltd, addressed the HKUST community on "Finance and Future Development in Hong Kong".

November 1998

The Hang Lung Center for Organizational Research organized a one-week training program for 40 hospital administrators from 17 different provinces in the Chinese Mainland.

Jia-er, President, visited HKUST. A ceremony, attended by the Hong Kong SAR Government Chief Executive Mr TUNG Chee Hwa as Guest of Honor, was held to mark the inauguration of the Academic Alliance between Peking University and HKUST.

The Department of Accounting held its first "Accounting Olympics", a one-day event for secondary school teachers and

students. 170 participants from 20 top secondary schools attended the event.

Academic degrees were presented to 1,842 undergraduates and 465 postgraduate students at the University's 6th Congregation.

[Image] The first World Wide Web Consortium Office in the Chinese-speaking world was inaugurated at HKUST on 13 November.

Also at the Congregation on 13 November, HKUST presented its first "Award for Distinguished Contribution to the University" to The Hong Kong Jockey Club Charities Trust.

Nobel Laureate in Economics, Prof Merton Miller, gave a talk on the "Ongoing Financial Crisis". The event was co-organized by the HKUST School of Business and Management and the University of Chicago Club of Hong Kong.

December 1998

A Conference on "Hong Kong History, Culture, and Society: Teaching Hong Kong History in Secondary Schools" was held on 5 December.

The President of Tsinghua University Prof WANG Dazhong led a delegation to HKUST for discussions on furthering cooperation between the two universities.

The Mayor of Guangzhou, Mr LIN Shusen visited the University to discuss the prospects of academic and technological cooperation between Guangzhou and Hong Kong.

ANUARY 1999 The Financial Secretary, the Hon Donald TSANG, JP, paid a visit to the University on 25 January and carefully inspected a number of the

laboratories.

HKUST, in conjunction with the Hong Kong Productivity Council and the Clothing Industry Training Authority, launched the "Hong Kong Textile & Apparel Industry Global Applications"(HKTAIGA), subsidized by the Industry Support Fund of the Hong Kong Government.

The aim of HKTAIGA is to enhance Hong Kong's competitiveness in the garment industry.

Dr the Hon Antony Kam Chung LEUNG, Managing Director and Regional

Manager of Chase Manhattan Bank, Executive Councilor, Chairman of the

Education Commission, and immediate past chairman of the University

Grants Committee, came to HKUST to deliver a public affairs lecture

entitled "Hong Kong Economic Woes - Cyclical Adjustment or Structural

Change?"

February 1999 The Chairman of the University Grants Committee, Dr Alice LAM, visited the University on 8 February.

On 9 February, Bayer AG donated DM200,000 (HK$885,200) to HKUST for enhancing the capabilities of its chemistry laboratories through acquisition of additional state-of-the-art equipment and facilities.

25 February saw the arrival of renowned Japanese intallation artist Ichi IKEDA as the University's Artist-in-Residence. His masterpiece, "Water Ark/Big Arrow", presented an imposing sight on the

University lawn.

The French Center of the HKUST Europe Institute was officially inaugurated on 27 February by Prof Claude ALLEGRE, French Minister of National Education, Research and Technology, and President Chia-Wei WOO of HKUST. Also at the signing ceremony were Dr Vincent LO, then Vice-Chairman of the Council, and Mr Etienne REUTER, Head of the

Office of the European Commission in Hong Kong of the European Union.

March 1999 HKUST multimedia booths attracted thousands of participants in the

"Higher Education Expo '99", held at BP International House in Kowloon.

Many were enthused by the video conferencing facility through which

people could talk real time to HKUST faculty members and students on

campus, and share information and experiences about life at HKUST.

April 1999 Dr the Hon Sze-Yuen CHUNG, Founding Chairman of the HKUST Council, was appointed the

University's first Pro-Chancellor on 1 April, after retiring as Council Chairman at the end of the

previous month.

Prof WANG Shenghong, President of Fudan University, Prof JIANG Shusheng, President of Nanjing University, and Prof XU Tongmo, President of Xi'an Jiaotong University, paid a visit to HKUST.

Yahoo! Chief Mr Jerry YANG spoke to a capacity crowd of over 400 HKUST staff and students at HKUST on 12 April. Entitled "The Future of Internet Media", the talk was also broadcast live on the Internet of the entire campus as well as to seven other tertiary institutions in Hong Kong.

HKUST signed an agreement with Nanjing University to jointly develop a Chinese Social Science Citation Index.

May 1999 HKUST and the Chinese Academy of Social Sciences signed an Academic Collaboration Agreement in Humanities and Social Science on 13 May.

A Memorandum of Understanding on the Establishment of the Shenzhen-Hong Kong Institution for Industry, Education, and Research was signed between the Shenzhen Municipal People's Government, Peking University, and HKUST on 22 May.

A group of Legislative Councilors paid a visit to the University on 31 May. They toured a range of facilities and held extensive discussions with the President, senior administrators, and faculty members.

June 1999 The architectural design of the HKUST campus won an Artistic Merit Award in the Contemporary Chinese Architectural Art Exhibition held at the National Gallery in Beijing from 20 to 27 June.

HKUST's Hongkong Telecom Institute of Information Technology held an Open House and IT Exhibition on 22 June. HKUST's Cyberspace Center and the Consumer Media Laboratory also showcased their research achievements.

The 6th International Conference on Min Dialects was held from 23 to 25 June at HKUST.

HKUST signed a collaborative agreement with Tianshentang (Holdings) Ltd for the research and development of scale-up production process of human Epidermal Growth Factor.

年報 香港科技大學 98-99 校董會主席前言

我很高興以校董會主席身份呈上這份年報。事實上，在這年度 (1998年7月至1999年6月)中，大部分時{????}捘擗h元博士擔任校 羅康瑞博士 董會主席。13年來，鍾博士領導香港科技大學由策劃階段進入 大學校董會 成熟期，對香港科技大學貢獻至鉅。他在99年3月正式榮休， 主席 被大學監督(特區行政長官董建華先生)任命 為副監督，也是 大學顧問委員會當然主席。鍾博士將在這雙重身份下繼續指導 大學的發展。

繼承鍾博士在科大的事業是我十分珍重的殊榮，可是絕對不是 一件容易的事情。我立下決心與校董會列位成員攜手合作，在 鍾博士所奠下的基礎上，帶領大學再創新高。

我初期的工作重點是要加强溝通、增進共識。在大學內部，我 會著力提高溝通的廣度和深度，一方面與行政和教研人員深入 對話，另一方面與學生和校友廣泛交流。這樣，才可以平衡各 種需求，確保協力共進。在大學以外，我會進一步擴闊大學與 工商界之間的合作網絡，幫助科大達到短期及長遠的目標。此 外，我要確保所有關心科大的人都會認同我們的目標，並瞭解 我們的最新進展。

過去一年，香港面臨極大的挑戰-要從經濟困境中逐步復元。 當然，科大並非唯一受了影響的機構。學校的領導層深明大學 必須厲行節約，更進一步提高運作效率。我深信通過大學顧問 委員會、校董會和教務委員會的集思廣益，加上教研及行政人 員的決心和努力，我們必定可以共渡時艱。

科大著重教學水平，也著重研究成績。基礎研究創造知識，而 應用研究則引致工商業的發展。科大雖然成立時間不長，但已 積極與工商界合作，運用科研成果，提高人們的生活素質。在 本地、全國、以至國際層面，都可以說是卓然有成。

最後，我希望向大學同寅致謝。我將繼續倚重創校校長吳家瑋 教授及全校同事來推行科大的使命和計劃，發揮力量，確保迅 速但是艱苦得來的地位，使科大成為一所優秀的世界級大學以 及亞太區最高層次的教研機構。

校長報告 過去的一年對亞太區、對香港、對香港所有大學來說 都充滿了挑戰。

席捲亞洲的金融風暴，來得突然，來得凶猛，一度威脅

到全球的經濟發展。香港在與鄰近地區一同遭受災難，

以昂貴的學費上了一課。雖然看來我們是無辜的，但事

實上香港的經濟基礎結構實在需要重整。

從經濟困境中開始復甦之際，我們醒悟到世界上任何地

方的經濟基礎結構都脫離不開教育和科技。教育和科技

將是香港前進的主動力。恰巧教育和科技正是

香港科技 大學被賦予的使命。

研究型大學的任務本來就是為社會培養精英人才和創造

新知。科大的教學和研究工作〔基礎研究也好，應用研

究也好〕所環繞著的正是這兩個重點。科學是技術的基

石；工程則位處技術的核心。工商管理利用科技造福社

群；而人文和社會科學則擴展人們的視 野，改善社會成

長的環境和氣候，加强個人的獨立思考能力。

科大應該定位為一所在國際上擁有實際影響和聲譽、在

國內名列前茅的大學，對香港灣區要作出實實在在的承

諾和貢獻。科大疾步猛進，已經得到了相當可貴的成

績。這篇報告特別著重的將是科大過去一年來為本地社

會所作出的貢獻。

第六屆學位頒授典禮 科大首{????}甈F人員工商 管理碩士課程畢業生 一些重要的成就 教育和培訓 1998年11月的畢業典禮送走了1,842位本科生和465位研

究生。1999年11月，又將向1,860多位理、工、商科的本

科畢業生和約600位碩士生和博士生頒授學位，歡送他們

離校，投身社會。

相對其他大專院校來說，在經濟衰退的情況下，本校

畢業生的就業狀況還算不錯。超過95%的畢業生在短期

內成功就業、創業，或晉升研究院繼續深造。

科大一直領先系統性地收集學生對教學素質和效率的

意見。過去一年內，推出了"學生衡量教學素質中央電腦

化系統"，使學生可以在課餘時間透過電腦填寫調查問

卷。這種做法一方面節省了課堂時間，一方面大量減低

紙張的使用量和職員的工作量。

科大建立了一個"教學促進中心"，旨在支援優質教學，

及發展和推廣網上教學技術。這個中心也負責善用來自

各方的資助，幫助中學改善教學素質。

來自330所中學的2,500位教師，面對教學的新需求，在

科大接受了資訊科技培訓。科大還為本港中學教師提供

了各{????}U樣的專業培訓、教學方法、開放實驗室、工作

坊、短期課程、和萬維網頁。科大的理學 院和工學院與

香港教育學院合作開創新的學位課程，聯手培養高水平

的教師。

工商管理學院舉辦了多個高級培訓課程，包括亞洲最

有地位的行政人員工商管理碩士學位課程〔EMBA〕(與

美國西北大學合辦)，和專門為奔馳、地鐵等公司設計的

行政人員課程。工學院開辦了46個持續教育和專業培訓

班。這些都為本港工商界提高專業人士的水平。

工商管理學院的全部商業及會計課程獲得國際管理教

育協會的學術認可，成為在亞洲首獲這種認可的學院。

在該協會的80年歷史裏，成立未足十年就獲此殊榮的大

學，尚屬首見。

人文社會科學學院新創了文化研究專業，並開創了"香

港歷史、文化、和社會"的學術活動，以演講會、研討會

、書展、展覽會、實地考察、和萬維網址等各種方式引

發港人尋根定位的興趣和自豪感。 科大研究人員正在開發 可用於鑑別中藥的基因 晶片 新型水泥基建築產品合 作研究中心與工業夥伴 中威預製混凝土產品有公司合作開發擠壓成 型水泥產品 在職業安全健康局的委 託下，機械工程系余同希教授(中〕對香港常用 安全帽的防護功能進行 了詳細研究

研究創新

科大繼續爭取到大量研究經費。1998-99年度，研究項

目的經費總額達2.250億港元。7,660萬港元來自研究資助

局主辦的"角逐研究用途補助金計劃"，資助了138個新研

究項目。申請的成功率和人均經費都遠超本港其他大專

院校。

學術研究是大學知識創新的核心。如採用學界通用的

方式，就是以人均論文數量來衡量學術研究成果，科大

教研人員的成績繼續雄踞本港大專院校之首。

積極的研究工作為香港帶來不少突破。例如藉現代生

物科技與神經科學來研究傳統中藥的效用；利用

基因晶片技術來鑒定及監控傳統中藥的質量；發展新型光子晶

體以開拓全新研究領域及創造多種應用機會；成功解析

神經系統中一氧化氮合成?及其調節蛋白質的三維結

構，從而揭示全 新的生物訊號傳導機制，為藥物開發提

供新的分子對象。

這年裏，科大獲得了七個新的國際專利權；正在申請

過程中的還有12個。至少有20項技術隨時可以進入次期

開發階段或已被商業化。這些科技包括應用於藥物及護

膚品上的人類表皮生長因子、一分鐘心肌梗塞測試、基

因種植防蟲蔬菜、網上即時自動翻譯、及聲音輔助網上

搜索器等。

科大從研究資助局獲得1,225萬港元的經費，成立了四

個工業合作研究中心；每個研究中心必須從有關工業界

得到25%的 補助。這四個研究中心的範圍分別為新型水

泥基建築產品、工業自動化技術、異步傳輸模式與互聯

網電話通訊系統、及MPEG-4資訊科技。

科大建立了一些新的大型中央設施，可供工業及企業

界使用，包括分析風力和水力工程的"中電風洞實驗所"及

"岩土工程離心機實驗所"，以及可供製造商和銷售商測試

電器能源效益的"賽馬會環境控制測試實驗所"。

工學院所設立的"工業聯盟"已有33家本港公司在18個核

心技術上列名繳費參加，成為科大在工業界的盟友。

科大教職員運用他們的專業知識，在政府及其他公眾

諮詢委員會上擔任約300個義務職位，在工商界擔任顧問

和非執行董事，並積極參與業餘的社區事務和義務工

作。此外，還經常在自己的專業範疇內評 論公眾政策，

提出精闢的見解和建議；所涵蓋的領域包括經濟、金融

、科技、教育、環境、和文化等等。

與本港電台和電視台合作製作節目，與香港科學館合

作推出多項科普演講節目，積極參與在本港舉辦的每一

次高等教育展覽和工業技術展覽；這些服務都為香港的

科技普及化作出貢獻。

運用開放日、夏令營、中學訪問等方{????}V本港青年們

宣傳有關科技的趣味和機會。科大學生參加及舉辦各種

各類的地區、全國、和國際性比賽〔科學奧林匹克、科

學趣味、辯論、創新、管理、資訊科技、體育項目

等〕，提高本港青年的競爭精神和自信。

科大不斷舉辦藝術展、音樂會、舞蹈會、工作坊、和

文化節，向市民大眾開放，為香港的文化生{????}@出貢

獻。科大也為可持續發展推動科學研究和公眾教育，提

高港人的環保意識和社會良知。 香港灣區 展望將來 我想再次提出科大的自我定位：

香港科技大學應該是一所在國際上擁有實際影響和聲譽

、在國內名列前茅的大學，對香港灣區要作出實實在在

的承諾和貢獻。

除上述的一些例子外，科大要為香港作出具有前瞻性的

貢獻，在珠江三角洲南部的"香港灣區"裏起到帶頭作用。

科大與霍英東基金會合作發展的南沙資訊科技園區進展

良好，預期將於2001年展開工作。與北京大學和深圳市

政府合作籌建的深港產學研基地大計已定，即將開工。

這些項目促進地區性的科技結合，對香港進入知識經濟

具有關鍵作用。

科大的教師有幸爭取到國內的一個"863"和一個"973"項

目，前者針對的是海岸和海洋研究，後者針對的是信息

科技，兩者都由中央政府以大量經費支持。

每年有許多位頂尖的內地研究生在教育部特別安排下來

科大深造。此外，科大與內地的領先的研究型大學、中

國科學院的研究所、及中國社會科學院展開了連串的研

究合作；很多項目行將進入收穫期。

在國際層面，科大與一些法國和德國的大學建立了互惠

互利的關係。法德兩國的高材研究生和博士後研究人

員，在他們自己的政府和教研機構資助下，來到科大留

學。一個名為"科大之友社"的組織已經在美國成立。國際

互聯網聯盟把漢語地區裏的第一個辦事處設立在科大。

科大在第一世界裏已經享有較高的聲譽；上面所說的一

些國際性學術聯繫和活動，必定會為香港帶來實益和光

輝，使香港在邁向知識經濟的旅途上可以進展得更加快

速，更加順利。

我們即將走完創校期的八年旅程，看來走過的路與自己

的定位相當一致。下一步的工作是再次規劃學術藍圖，

與校董們和師生們一同分析資源所在，討論使命和視

野，鑒定發展策略。我們要鞏固八年來的成就，結合今

天的優勢，建立穩實的平台，從這平台上再度振翅高

飛。

人物 人是大學的靈魂。本年內，香港科技大學的教研人員在教學和

研究方面成就斐然；我們的學生在學業上和課外活動方面出人頭地；我們的校友在社會上屢 有建樹；而我們的職員為教研人

員、學生和校友提供了有利條件，讓他們能夠盡展所長。 第六屆學位頒授典禮是畢業 學生與校友

學生

根據1998年12月31日紀錄，大學共有學生7,364名(相當於7,087 個全日制學額)。這包括本科生5,655人及研究生1,709人(相當 於1,432個全日制學額)。

本年度，大學錄取了19位來自中國內地的本科生；他們都是已 被北京大學、清華 大學和復旦大學錄取的精英學生。此外，亦 通過中國教育部招收了87位優秀的內地研究生。

在1998年11月舉行的第六屆學位頒授禮中，共有1,842位本科生 及465位研究生(包括46名博士研究生)獲得學位。其中，本科畢 業生包括了首批修讀人文社會科學學院副修課程的38位學生。 研究生則包括科大"行政人員工商管理碩士"及"高級管理文憑課 程"的首批畢業生。 典禮中，有16位1998年本科畢業生獲得學業成就奬。他們在科 大幾年中，學業成績全部達甲級或以上。 他們是: 李宇明(生物化學) 李銘鴻(化學工程學) 何昌澤(計算機工程學) 吳瑞玲(經濟學) 林俊鴻(化學) 姚宇浩(計算機工程學) 馬家驄(計算機科學) 梁立慧(電子工程學) 梁靖康(計算機工程學) 陳子量(物理學) 陳永洲(電子工程學) 陳韻伃(生物化學) 陳瀚洋(生物化學) 黃建昌(財務學) 羅健麟(計算機科學) 蘇文瑞(電子工程學) 大學與工商界攜手為學生籌辦了不少活動，為他們日後就業作 好準備。 科大與香港華都獅子會合辦"工商奇才指導論壇"。活動包括參 觀由該獅子會會員設於香港及內地的工廠；這些參觀活動稱為" 工廠醫生"計劃，讓學生和工廠經理在工廠內就地研究如何解決 華都獅子會的 問題。通過這計劃，學生們可以體會到社會實況，並領略到課 "獅友"歡迎科 本知識的具體意義。 大同學參加" 工商奇才指導 此外，多家大型機構的人力資源決策人員為120位學生舉辦了一 論壇" 個叫做"創路人"的就業路向計劃。"良朋會"的成員-都是年青有 為的商務行政人員-在"商業導師計劃"下，當上了15位商學院頂 尖學生的個別導師，為期一年。同時，國衛保險公司經驗豐富 的訓練人員，為40位理學院學生開設了一個為期四天的領袖訓 練課程。 科大學生獲得令人矚目的國際榮譽。例如： 1999年2月16日，電機及電子工程學系博士研究生梁加 能於舊金山市舉行的國際固態電路研討會中，向半導體工業界 領袖發表了一份簇新頻率補償技術的論文。該研討會有史以來 祇選擇過兩位香港研究人員發表的論文。兩年前發表首篇來自 香港的論文者，也是科大研究生。 [Image] 四位工商管理學院學生朱子寧、余綺文、 劉加立、及 關詠琳於1999年2月24至26日在洛杉磯舉行的第三屆馬歇爾國際 商業案例分析比賽中進入決賽圈。參賽隊伍來自14所國際頂級 商學院；科大代表隊憑著一個為台灣電子巨擘宏帉電腦公司而 撰寫的業務計劃，名列亞軍。 科大學生在課外學術活動中贏得多宗奬項，例如：

電機及電子工程學系博士研究生鄭寶榮在第一屆香港 科技及創新產品大賽中，憑他發明的彩色微型液晶體顯示器原 型，獲得大學與科技學院組別冠軍。

[Image] 六位工商管理學院學生王蕙嘉、余綺文、香蔚霖、 莫志ユ、鄭燕霞和魏靜宜，在專上院校市場計劃公開比賽中獲得 冠軍。在這項賽事中，本港八所受政府資助的大學都積極參 賽，草擬了不同的業務計劃。 [Image] 化學系學生李嘉慧、梁意翩、和黃惠英在 1999香港化學奧運會中榮獲冠軍。這是科大第二次贏得這奬項。 [Image] [Image] 科大的普通話朗誦隊在第三屆大專生普通話朗誦比賽 中，分別獲得詩歌組和散文組冠軍。同時有三位同學獲得個人 奬項。 科大揚威"化學奧林匹克" 大賽 科大的王龍昂、洪圓圓、黃英傑及潘江航在第二屆 全國大學學生電腦大賽電視辯論賽中榮膺亞軍。在北京參與賽事 的八所大學均為全國具代表性的大學。黃英傑被評為最佳辯論 [Image] 員；洪圓圓在兩次初賽獲最佳辯論員奬。

此外，在運動方面，科大學生戰績輝煌，包括：

科大辯論隊參 在第一屆大專院校室內射箭邀請賽中，科大箭藝學會囊括 加在北京舉行 了男子隊際冠軍、女子個人冠軍、及男子個人冠、亞、季, 軍。 的全國大學學生電腦大賽電視辯論賽， 載 [Image] 1998年7月19至25日，科大為慶祝香港回歸一周年，舉 譽而歸 辦了全國性的手球邀請賽，吸引了15支大學隊伍參加，其中11 支來自內地、澳門、台灣及新加坡。科大男子隊奪得亞軍。 [Image] 在1999年4月4日舉行的第六屆大專手球邀請賽中，科 大男子隊勇奪三連冠，女子隊亦奪得亞軍。 [Image] 1999年4月4 日，科大柔道學會在第十屆大專盃柔道錦 標賽中榮膺全場總冠軍及隊際賽冠軍。 [Image] 新成立的科大欖球隊在4月10日舉行的第一屆大專帶式 欖球賽銀碟組中贏得冠軍。 [Image] 科大舞蹈學會在大學舞蹈比賽中奪魁。 [Image] 在第四{????}畮鉹j學划艇錦標賽中，科大划艇隊榮獲全 場總冠軍：男子隊力壓群雄取得冠軍；女子隊亦勇奪亞軍。 在1998-99學年度，大學頒佈了學生入住宿舍的新指引，强調宿 舍生活是科大倡導的全人教育裏的重要部分。在新政策下，所 有申請寄宿的新生至少都有機會入住一個學期。 大學推出一項名為"卓賢匯"的活動，每週邀請一些社會賢達、 校友和學生聚首一堂，交流生活感受和工作心得。一年來，有 科大划艇隊健 來自362個專業團體或社區組織的674位嘉賓出席；參與的學生 兒 達4,200位。

1999年3、4月間，科大學生會、學院及學系學生會、以及興趣 小組及學會都紛紛進行競選活動，為校園增色不少。首先出 現，也是最激烈的角逐活動，是學生會兩個內閣的競選。至於 其他學生組織，也至少有20個選舉活動出現了兩組或更多的競 選者。

"卓賢匯"晚宴 使學生有更多 機會與社會賢 達聚首一堂 校友

1998年度畢業生的就業狀況令人滿意。雖然經濟不景，科大畢 業生在年底以前成功就業、創業、或繼續升學深造者已超過 校友互聯網服 95%。他們的平均總月薪為12,269港元。至於高級學位畢業生， 務組為校友提 則更有97%在畢業後不久便覓得職位。 供免費互聯網 服務 科大畢業生擁有創業精神。値得一提的是：1998年12月，生物 化學系校友鄧傑成創立了AP-Pontis Biotechnology公司，為亞 太區生化科技的發展提供中介服務。成立五個月後，該公司已 被列名於亞太經濟合作組織在互聯網上設立的投資合作交易中 心。 校友們的創新精神也値得一提。1999年2月，數學系碩士班校友 陳海麗在互聯網上推出首本英語學習雜誌，名為"英語街"；它 兼備多媒體、互動和娛樂性的特色。1999年4月，主修計算機工 程的校友洪振德參加由財政司司長辦公室服務業推廣策略小組 與南華早報出版集團合辦的公開網頁比賽，奪得冠軍及最佳網 頁內容奬。 到6月底，科大校友會已有12個屬會，會員總數達2,000人。 1998-99年度成立的屬會有三個，分別由計算機工程學科、 物理學系及理學碩士(投資管理)課程的校友組成。 為了讓校友能透過互聯網加强溝通，一群工程學系及資訊與系 統管理學系的校友組成了"校友互聯網服務組"，為校友免費提 供互聯網服務。科大的8,000位校友中，約四成已在使用這個校 友互聯網。

教師與職員 名揚校外

顧鈞教授領導 正如往年，多位科大教師獲得著名學術和專業團體的嘉奬。這 內地"973"資 些成就所反映的是：科大已是一所眞正的國際級學府。 訊科技項目 計算機科學系顧鈞教授的"信息技術中的應用理論和高性能軟件 "計劃獲選為國家"973"重點基礎研究發展首批立項項目，使他 變成唯一來自香港的領導"973"項目的首席科學家。"973"計劃 是中國政府的新措施，旨在加速國家在未來十年間的科技、經 濟及社會發展；其影響可延至21世紀中葉。申請書多達207份。 經過兩年極度嚴謹的多 階段篩選後，祇有15項獲選，顧教授的 計劃名列第二。所獲得的經費達6,700萬元人民幣(港幣6,200萬 元)，是歷來中國政府資助額最高的資訊科技項目。

理學院副院長兼生物學系教授葉玉如及數學系教授陳炯林獲裘 槎基金會奬勵他們為香港科學發展所作出的重大貢獻，受頒為 "香港優秀科研學者"。

土木工程學系顏本琦教授榮獲1999年美國土木工程師學會 Hunter Rouse 水利工程奬以及該會的《灌溉與排水工程期刊》 最佳論文討論奬。

校長吳家瑋教授於1998年被香港特區行政長官委任為策略發展 委員會成員。

學術副校長張立綱教授被香港特別行政區行政長官委任為創新 科技委員會成員。

電機及電子工程學系曹希仁教授獲委任為新機場調查委員會的 機械電子系統專家。計算機科學系沈運申教授被委任為新機場 電 腦系統的運作專家。沈教授亦因創辦Hong Kong Supernet， 並將之無償轉讓給科大，於1998年11月榮獲"霍英東貢獻奬"。 暨永雄博士榮 同月，沈教授又成為設於科大的萬維網聯盟香港辦事處主任。 獲1998年"創 新發明家年奬 計算機科學系李春茂博士獲得星島集團頒發香港資訊科技成就 " (貿易組) 大奬。李博士成功發展了慧光系統，可以在開行中或 靜止的集裝箱及車輛上識別字體。

電機及電子工程學系暨永雄博士榮獲區內《伊迪思亞洲雜誌》 的1998年"創新發明家年奬"，這大奬所奬勵的是電子設計方面 的創新和成就。暨博士在設計三個獨特能量控制晶片方面發揮 了創意。此外，他在短短三年內獲得了兩個能量控制晶片的美 國專利。

校內事務

科大1998-99年度的學術人員編制人數為520人，其中50個職位 定為彈性預算，以便增加聘用訪問學者及其他學術職員的靈活 性。1999年6月30日，在職教學人員共431人。

1999年6月30日的全職非學術人員編制由1997-98年度的1,765人 減至1,572人，降幅達11%。這種現象一方面來自自然流失，另 一方面來自由1998年初開始對非學術職位的凍結。

年內大學委任下列人士擔任高級教務職位：

張立綱教授， 副校長(學術) 陳顯邦教授， 協理副校長(研究生教務) 雷明德教授， 理學院院長 沈平教授， 物理學系主任 韋仕林博士， 資訊與系統管理學系主任 張洪年教授， 人文學{????}D任 蘇耀昌教授， 社會科學{????}D任 大學裏的支援單位亦進行了一系列重組。大學發展和公共事務 的功能業已合併，新單位合稱大學發展與公共事務處。原本隸 屬大學發展與公共事務處的科大藝術中心劃入了策劃及協調 處。新成立的教學促進中心接管了教學技術中心的部分工作， 而教學技術中心亦易名為出版技術中心。計算及電訊中心被改 為資訊科技服務中心。

大學於1998年10月1 日推出了政府規定的居所資助計劃，資助 員工購置居所或繳付房租，以120個月為限。這項計劃取代了所 有其他為新員工提供的房屋福利；現職員工則可以在三年內決 定加入居所資助計劃還是保留現有福利。到1999年6月30日， 42% 加入了居所資助計劃。

榮譽與奬項

香港特別行政區政府於1999年6 月30日宣佈金紫荊星章名 單；大學校董會成員錢果豐博士名列獲奬者。 四位榮譽博士學位 得主: 大學第六屆學位頒授典禮中，有五位傑出學者及社會賢達 獲頒榮譽學位。他們是： (左起)榮智健博士 、Merton Miller 金耀基教授，SBS, JP 教授、梁錦松議員 、金耀基教授 (榮譽文學博士) 徐匡マ教授 (榮譽工程學博士) 梁錦松議員，JP (榮譽法學博士) 榮智健先生 另一位榮譽博士學 位得主 (榮譽工商管理學博士) 徐匡迪 教授致 辭 Merton Miller 教授 (榮譽社會科學博士)

在典禮中，李德富博士(電機及電子工程)獲頒科大的最高 教學榮譽奬-祁敖卓越教學服務奬章。第五屆科大學生會會 [Image] 長侯玉燕的領導才能使學生的校內外生{????}鬋袉惘h采，因 此獲頒張鑑泉卓越學生服務奬章。

同時，科大將首個"傑出貢獻奬"頒給香港賽馬會慈善信託 李德富博士榮獲祁 基金，以表揚它對科大的鼎力支持。約有三分之二的大學 敖卓越教學服務奬 建造費用和多種教學及科研項目經費，來自它的捐助。 章 此外，香港賽馬會的主席、多位董事、以及前任及現任行 政總裁，都在不同時期參加科大校董會及顧問委員會，提 供了義務服務。

頒發"傑出貢獻奬"

教務委員會

教務委員會由校長擔任主席。1999年6月30日, 該會有54位成 員；其中33位跟隨校內職位而成為當然成員，另外19位來自教 師的推選或增選，還有兩位來自學生組織。

年內，教務委員會召開了五次全體會議，並運用小組會議，在 多種議題上作出了決定，包括學術政策和規則、學位及課程、 課程修改、學術及研究計劃檢討、以及學生紀律事宜。教務委 員會亦努力提高學生的英語水平，及進一步改良現有的通識教 育課程；該會將屬下通識教育特別委員會的任期延長一年，以 便繼續改善課程，精益求精。

校董會

校董會主席鍾士元博士於1999年3月31日榮休，並蒙大學監督董 建華先生委任為大學副監督，於4月1日上任。十三年來，鍾博士 大學校董會及 在科大的策劃、創立和成長階段，一直扮演領導角色，擔任 大學顧問委員 了校董會的創會主席，貢獻至鉅。3月25日，大學舉行了鍾士元 會 校董會議事廳的命名儀式，並為鍾博士舉行了歡送晚宴。

1998年8月20日，羅康瑞博士重新加入校董會，擔任副主席。 1999年4月1日，接替鍾士元博士成為主席。同日，潘國濂博士 成為校董會副主席。

校董會還有一些其他變動。年內，江崎玲於奈教授、麥蘊利爵 士、楊啓彥先生及廖約克博士分別在任期屆滿後離任。作為政 府官員，周德熙先生、葉澍ド先生及鄺漢生先生的任期也在年 內結束。鄺其志先生(或其代表)獲委任為校董會成員。張立綱 教授及雷明教授分別以副校長(學術)及理學院院長身份，成為 校董會當然成員。葉玉如教授及錢大康教授獲教務委員會選為 代表，成為校董會成員；徐淑英教授的任期在年內屆滿。

顧問委員會

1998-99年度是顧問委員會重要的一年。鍾士元博士獲委任為副 監督後，即根據大學規程成為顧問委員會當然主席。 顧問委員會新 成員： 年內，共有四位社會領袖人物加入了顧問委員會。他們是李澤 楷先生、創校校董麥蘊利爵士、霍震寰先生及鄭家純博士。 〔左起〕麥蘊利爵士、鄭家 顧問委員會亦有學生代表，反映學生們的意見。1999年2月25

純博士、霍震 日，剛獲選的科大學生會會長衛文珺小姐加入了顧問委員會。 寰先生及李澤楷先生 1999年3月25日顧問委員會與校董會舉行了聯合會議。校長在會

議上發表了報告， 描述大學如何通過教學、研究、創新和社會 服務，對社區作出直接貢獻。 除現有的行政人員培訓工作小組 及文化與藝術工作小組外，顧問委員會重新組成了校園發展工 作小組，並建立了創新與科技工作小組。

鄭明訓先生接替羅康瑞博士，擔任了行政人員培訓工作小組的 召集人。這工作小組就大學如何為香港行政人員提供培訓提出 意見。

校園發展工作小組已著手研究如何善用校園內的土地，並討論 校園以外鄰近土地的使用。

文化與藝術工作小組的任務是就推廣藝術、舉辦展覽和拓闊校 園的文化視野提供意見。小組亦為校長所建議的國際雕塑花園 群概念提供策劃。

教學

過去一年裏，香港科技大學竭盡所能進一步提升教學素

質。科大開創使用最先進的教學資訊科技，繼續收集及

分析學生對教學的意見，不斷擴充學位課程的內容以確

保學生在就業方向上有更多選擇，並進一步鞏固與本港

中學的合作關係。

1999年5月，科大正{????}言艉F"教學促進中心"，把前屬

"教學技術中心"的優質教育支援計劃納入旗下。新中心也負

責管理旨在改善中學教育水準的資助項目。這些項目在

去年年報已有報導。教學促進中心的一項 主要任務是開

發及推廣網上教學技術-一個科大可起帶頭作用的領域。

在設立教學促進中心同時，大學積極籌辦"

網際資訊科技學習中心"。這是科大與香港電訊及

國際商業機器中國香港有限公司的合作項目。透過網上學習，有心向學者可

以在校園或家中藉寬頻互聯網修讀大學水平的課程。

科大擁有註冊專利的"易答靈"系統，繼1997-98學年在某

些課程中試行後，已經全面在大學裏運用。這系統是科

大教研人員自己設計的，使用的是紅外線科技；教師可

以藉此在課室中接收並自動計算學生對主要問題的回

應。這系統鼓勵學生討論問題，輸入回應，使他們在上

課時集中精神，積極參與。

香港科技大學一直有系統地收集數據，以瞭解學生對教

學素質及成效的看法。我們一向要求學生透過填寫問卷

就所有講授課程進行評估，這種做法在香港佔了領先地

位。科大設計並推行了一個名為"學生衡量教學素質中央

電腦化系統"的項目，使學生可以在課餘填寫問卷，免得

佔用上課時間。同時，這新系統又省卻了問卷的印刷、

分發和處理工作。

工學院重整了本科課程，使學生在事業發展方向上取得

廣泛的選擇。新的專修領域包括屋宇設備及運輸後勤管

理。化學工程及土木工程的學生可以選擇不同的環境學

專修科；計算機科學和電機及電子工程的學生可以挑選

不同的資訊科技專修課程。

繼人文社會科學學院成功推出副修課程後，教務委員會

在1998-99年度又批准數學系開辦副修課程，讓所有學生

有機會接受額外而更深入的數學訓練。這類副修課程讓

畢業生展示額外專長，在競爭日趨激烈的就業市場上脫

穎而出。

科大繼續加强學生的語文訓練。1998-99年度，理學院提

出了新的學位要求，要理科生在三年裏完成至少五個學

期的英語課程。

科大不單注重大學教學，也關注中學 教育；因為中學生

就是未來的大學生。1999年3月，舉辦了"校長日"，以"教

育工作中的資訊科技"為核心，吸引了來自106所中學的

156位校長及教師。他們與科大教師一同參加小組討論，

並考察了科大的資訊科技設施。

本年度裏，大學又推行了"駐校教師" 計劃；目標是讓一

些來自本地中學的"駐校教師"在科大全時留駐一個學期，

參與有關資訊科技的項目。首位"駐校教師"於1998年9月

來到科大，成功地設計了一個介紹數學史的中文網頁，

並參與了其他相關工作。 網上教學節目的一些片 段 "易答靈"系統在科大 廣泛使用科大語言中心致力提高 學生語文水平

研究與發展

大學與工業界合作的一 些項目：視像數據壓縮 集成電路封裝遙遠教學 大學與工業界攜手合作，是科大的重要方針。科大重整架構，希望在進行純學術研究之外，

大力推動研究人員與工業界的合作，建立有工業應用潛質的研究項目，評 估、保障及推廣這些研究成果，

甚至將這些成果商品化。在這大方向下，研究單位要積極將成果從實驗室轉移到工業界，為 香港作研究資助及成果 出貢獻。

研究資助及成果

1998-99年度，科大獲得2.250億元的資助，來開展和從事研 究。這筆款項中，三分之一以上來自研究資助局的"角逐研究 用途 補助金"計劃，用了7,660萬元開拓了138個新的研究項 目。57%的成功率繼續使我們在各大專院校中名列榜首。

科大與工業界合作的兩個主要經費來源是研究資助局的合作研 究中心計劃及工業署的工業支援計劃。科大有四個合作研究中 心獲得了資助；在過去一年中，在2,000萬元的政府撥款總數 裏爭取到1,225 萬元。另一方面，在工業支援計劃下，10個科 大新項目獲得資助，款項共達6,610萬元。

學術及應用研究

香港科技大學在學術及應用研究方面都有驕人成就，進一步鞏 固了研究型學府的地位。這些成就包括： 有關光子晶體 的一份研究論 [Image] 物理系的沈平教授及其同事們製成結構可轉換的三維 文內的插圖 光子晶體，在全球佔了領先 地位。這類光子晶體的特徵是，它 們都具有光子禁帶，而且其晶體結構可以在外加電場和磁場下 進行轉換。這不單開拓了新研究領域，更開創了很多不同的應 用。例如，由於它能選擇性地增强特定波長的光波，因此可以 用來製造體積微小的遠紅外激光器。此外，由於光子晶體可以 長時間將分子維持於激發態，因此可以用來研究激發態分子的 化學反應。

[Image] 生物學系葉玉如教授及同事們發明了一種基因晶片， 可以方便而肯定地鑑別中國草藥樣本的眞偽及確定品種。

[Image] 化學系的任能博教授正與醫療單位試驗一個生物傳感 器，可以在一分鐘內試驗病人是否患上心肌梗塞，從而決定療 程。

年內，科大開始在珠江水域進行跨境污染監測計劃。 這個為期三年的"珠江水域污染研究計劃"的合作夥伴，包括中 國內地的研究所及政府機構，以及法國和香港的

科大珠江水域 [Image] 學術單位。它被香港政府納入特區首長社區計劃之 污染監測計劃 所採用的高解 列，從事珠江口特有污染物、沉積物、殺蟲劑、重金屬、有害 像圖片傳送衛 赤潮、及營養化程度的監測，和實時數據庫的設計。香港賽馬 星接收器材 會撥出了1,800萬元，資助這項科大海岸與大氣研究中心和環境 及持續發展研究所的工作。

[Image] 土木工程學系的羅康錦博士設計了一個 動態交通控制 系統，以改善交通擠塞情況。這對路面經常擠塞的香港特別有 用。羅博士的"動態路口信號控制優化"系統，根據起初的交通 情況以及由探測器收集的交通流量和密度資料，模擬其後的交 "動態路口信 通流程，藉此計算最理想的燈號時間。 號控制優化" 系統旨在改善 工商管理學院為㶅豐銀行設計了Mondex互聯網繳款系 交通擠塞情況 統-讓消費者可以在互聯網上使用Mondex智慧卡購物付錢。 在專利方面，科大累積了大量而多元化的知識產權。至1999年6 月底為止，科大已共獲得15項專利，其中14項來自美國專利 局，另外一項來自歐洲專利局。單在1998-99年度，獲得了七項 新專利，另有12項正在向美國專利局申請。

展望將來

在研究成果方面，科大教研人員在同業評議上仍居本港大專院 校之冠。這些論文發表成果的素質，正在由研究資助局三年一 度的"研究評估計劃"進行評估。我們呈交了在 1998-99年度裏 發表的大量而多面的論文；評估結果將於1999-2000 年度公 佈。

為了鼓勵大學人員創業，科大推出了一個教研人員創業計劃； 教研人員、職員及學生{????}i申請。這計劃為剛起步的高新科技 公司帶來大學的支持、協助和鼓勵，並使大學成為這些公司的 合資伙伴。

作為一所研究型大學，香港科技大學已臻成熟，可為香港二十 一世紀的繁榮作出貢獻。我們的師生走在專業前沿，運用研究 成果，支持香港科技工業的成長；並開拓新科技，提高香港及 鄰近地區經濟活動、產品及服務的增値。

校園發展

香港科技大學學術大樓新翼的工程於1999年2月準時按値完成。 新翼樓高六層，佔地約6,000平方米；近1.2億元的建築工程費 用全{????}茼菬p人捐款。新翼為多項科大對香港及鄰近地區服務 的計劃提供必要的空間，包括應用研究及發展、技術轉移、行 政和技術人員的培訓、以及與內地及國際機構的合作。建築物 另外包括在新翼毗鄰樓高五層的實驗室，我們將之命名為"香港 新翼 - 由大 賽馬會生物科技研究所"。 學自籌經費興 建 大學業已開始在校園海畔興建海岸研究實驗室，俟2000年底完 成時，會提供約 1,000平方米的教研場地。這三層建築的頂樓 攝影: Thomas 會是一個長25米的六泳道室內游泳池，供師生和職員在寒冷季 Sandberg 節裏使用。全部建築費用來自私人捐贈。

在大學南門附近，正在興建一項佔地 1,600平方米的專業教研 設施，包括"中電風洞實驗所"、和世界首{????}走{????}岩土工程離心 機實驗所"。當建築物於1999年底落成啓用時，這些環境及地質 科技測試的設施將會大幅度加强大學與工業界的合作。

除大型基建工程外，我們亦完成了多項小型工程，以改善學生 註冊、課室教學、及行人通道的環境。

美觀、策劃周詳、保養完善的科大校園，最近在北京舉行的當 代中國建築藝術展上榮獲藝術成就奬。因此，它更値得香港引 以為傲。看來本地居民和海外遊客會繼續不斷來校參觀欣賞。

財務

本年度(1998-99)為1998-2001三年撥款期的第一年，政府在此 三年撥款期裏把學生單位成本削減了10%。由於資源緊絀，大學 實行了一系列抑制開支的措施，包括通過自然流失削減非學術 僱員、大幅縮減非薪金項目開支、就高級教職員宿舍的銀行貸 款進行再融資等等。

財政結算顯示大學控制開支的措施已初具成效。扣除儲備轉撥 後，本年度表面上會有盈餘，拿來滾存，以穩定大學的財政狀 況。也就是說，三年總撥款受到縮減所造成的負面影響，會一 年大於一年，我們要依靠第一年度所創的盈餘來應付後期的財 政赤字。

本年度一般收入為19.62億元(1997-98年度為19.42億元)，從大 學教育資助委員會(教資會)所得的撥款包括：整筆撥款14.36億 元、隨公務員薪酬調整而增補的撥款7,200萬元、和為償付物業 差餉及地租而給的撥款4,700萬元。此外，收到學費2.95億元和 其他收入1.12億元。

本年度的一般開支為17.15億元，較去年下降9%以上(1997-98年 度為18.94億元)。開支降低的主因是一系列嚴謹的抑制措施。 部分減幅來自教職員房屋福利的資源安排：為節省長遠房屋福 利開支，政府在年內為教資會資助院校的教職員開辦了居所資 助計劃。計劃實施後，教職員的房屋福利不再由整筆撥款支 付，改在另外指定的房屋撥款中開銷。

17.15億元的一般開支包括：行政費用1.44億元(8.4%)、教學及 輔助部門開支11.26億元(65.6%)、校舍保養費用2.86億元 (16.6%)、及其他開支1.59億元(9.4%)。

扣除儲備 / 備付金轉撥後，本年度的一般收入較一般開支多出 1.7億元。已根據教資會的一般指引滾存，以供本三年撥款期所 餘的兩年使用，藉以彌補後期的赤字。

捐贈

端賴各界人士和機構的熱心支持，大學獲得了捐助，得以津貼 教學和研究項目，並完成新翼的建造。 為紀念唐氏家 族對大學的慷 蘇海文博士捐贈200萬美元，成立了"包玉剛文化研究訪問教授 慨捐贈，圖書 基金"；這是首個在科大憑捐款設立的講座。 館展覽廳命名 為 "唐炳源、 唐驥千博士及唐裕年先生的家族捐贈了600萬元，資助大學的教 唐溫金美展覽 學和研究發展。此外，夏利萊博士及夫人認捐了500萬元，首期 廳"；唐氏三 100萬元業已到位。電視廣播有限公司把160萬元撥入該公司為 代成員為命名 科大專設的基金。 儀式剪綵 在新翼建造方面，三位認捐者均於年內把所餘款項全部撥出， 分別是香港賽馬會慈善信託基金的3,235萬元 (認捐總額為 4,000萬元)、瑞安集團的1,750萬元 (認捐總額為2,500萬元)， 以及陳曾熙基金會有限公司和陳曾燾博士及夫人的500萬元 (認 捐總額為2,000萬元)。

資助研究的捐款共達2,766萬元。香港賽馬會慈善信託基金撥款 賽馬會環境控制 1,800 萬元資助科大珠江水域污染研究計劃，及330萬元為科大 測試實驗所 賽馬會環境控制測試實驗所添置儀器。香港電訊教育基金向科 大香港電訊信息技術研究所捐贈547 萬元。德國拜耳公司捐贈 20萬德國馬克(港幣885,200元)，用來更新化學系的實驗設備。

私營機構為教師的學術研究提供了 285萬元。其中裘槎基金會 捐贈了112萬元，資助五個研究項目。

大學在本年度頒發了296項奬學金，總金額673 萬元；另外分派 了308項助學金和貸款，總金額為144萬元。捷成教育基金 把過 去一年的投資收益100 萬元捐贈科大，仍是最主要的奬助學金 捐贈者。

資助籌辦國際會議、研討會、學術交流、學生活動、藝術活動 等方面的捐款總額達172萬元。

大學還收到多項實物捐贈，其中包括 儀器、電腦軟件、書籍和 藝術品等，總値達670萬元。其中有惠普香港有限公司所捐贈的 多媒體電腦和軟、硬件更新版本，總値約180萬元；以及瑞理軟 件中國有限公司、SolidWorks Corporation 公司、和李文俐香 港分部所捐贈的電腦軟件，每項價逾100萬元。

大事紀要

本年度的盛事極多，但礙於篇幅所限，無法盡錄。以下選錄的 項目各具特色，讓大家概覽科大在這一年度內多姿多采的發 展。至於未被選輯的(包括許多在過去一年間舉行的講座、研 習班及研討會等學術活動)，其實也是大學發展歷程的重要部 分。

七月 1998

科大舉辦"第一屆國際研討會：全面品質及生產力提升中的人因工程"，讓來自世界 各地的工業界人士及研究人員討論人因工程學及品質和生產力的相互關係。

於7月17至21日為152位中六優秀學生舉辦了"榮譽學生夏令營'98"。活動包[Image] 括實驗室操作、體育、與科大學生及畢業生交流，以及參觀赤杢角新機場 、萬力半導體有限公司、和偉易達有限公司的東莞廠房。

八月 1998

科大的學生組織"綠色教育先鋒"及"自然 學會"在首屆環保會蜆殼大學生環保活動奬 中榮獲冠軍及季軍。

[Image] 科大瑞安經管中心舉辦首屆週年管理研討會，讓科大商學研究生與上海政 府及商界高級行政人員分享經驗。

九月 1998

成立商管實驗研究中心-亞洲首個實證式研究中心。

科大與德國柏林科技大學簽署學術及研究協議。柏林科技大學將與科大中 [Image] 德納米分析實驗室的教研人員合作，開發新一代生物感應器及別的生物醫 學器材。

[Image] 科大圖書館為紀念世界知名雕塑家楊英風，特別舉辦"雕塑「東」「西」的 時空-楊英風(1926-1997)"展覽。

超過11,000名青年學生在9月26日來到科大，參加"預科同學日"。節目包括展覽、實 驗室參觀、校園參觀，以及由各學系分別舉辦的32個講座。

十月 1998

第六屆水運會於10月10日舉行。雖然天不作美，仍然刷新了四項紀錄。 [Image]

中信香港集團主席兼行政總裁榮智健博士於10月30日，在科大發表演說，題為"對金 融的幾點看法與香港的發展空間"。

十一月 1998

科大的恆隆組織管理研究中心為來自17個省的40位醫院行政人員舉辦了為期一週的 培訓。

[Image] 北京大學校務委員會主任任彥申教授及校長陳佳洱教授率團訪問科大。科 大與北京大學舉行學術聯盟創建典禮，特區行政長官董建華先生擔任了主 禮嘉賓。

會計學系為來自20家優秀中學的170位中學教師與學生舉辦了為期一天的" [Image] 會計世運會"。

科大舉行第六屆學位頒授典禮，1,842位本科生及465位研究生獲頒學位。 [Image] 全球性的萬維網聯盟於11月13日在科大成立漢語世界裏的第一個辦事處。

在11月13日的學位頒授典禮上，科大向香港賽馬會慈善信託基金頒發首個"傑出貢獻 奬"。

諾貝爾經濟奬得主Merton Miller 教授以"持續中的金融危機"為題在科大工商管理 學院與University of Chicago Club of Hong Kong 合辦的大會上發表演說。

"香港歷史、文化及社會：在中學教授香港歷史"研討會於12月5日舉行。

清華大學校長王大中教授率團訪問科大，商討兩校進一步合作事宜。

廣州市市長林樹森先生訪問科大，討論穗港科教合作前景。

一月 1999

財政司司長曾蔭權先生於1月25日訪問科大，仔細參觀了多個實驗室。

科大與香港生產力促進局及成衣業訓練局宣佈成立紡織業全球性應用網絡。這網絡 由政府的工業支援計劃資助，旨在提高香港成衣業的競爭力。

[Image] 2月9 日，德國拜耳公司捐助了20萬德國馬克(港幣885,200元)給科大，為 化學系添置最先進的實驗器材和設施。

日本著名裝置藝術家池田一於2月25日蒞臨，擔任科大駐校藝術家。他的代表作"大 箭/水舟"屹立大學草坪。

法國國家教育、研究及科技部長Claude ALLEGRE教授於2月27日蒞臨科大，[Image] 與校長吳家瑋教授主持科大歐洲研究所法國中心的開幕禮。參與簽約儀式 的還有當時校董會副主席羅康瑞博士及歐洲聯盟香港辦事處總監駱一德先生。

[Image] 99年高等教育博覽會在龍堡國際賓館舉行。科大的多媒體展覽攤位吸引了 數以千計的參觀者，透過視像會議設備與身處科大校園的師生們交談，熱 烈分享科大的校園生活。

科大校董會創校主席鍾士元博士於三月底離任，於 月 日被監督董建華先生委任 為科大首任副監督。

復旦大學校長王生洪教授、南京大學校長蔣樹聲教授、及西安交通大學校長徐通模 教授聯袂訪問科大。

4月12日，雅虎主席楊致遠先生蒞臨科大，在座無虛席的演講廳裏就"互聯 [Image] 網媒介的前景"發表演說。科大透過大學互聯網向香港其他七所大專院校提 供了現場播送。

科大與南京大學簽署協議，共同發展中文社會科學引文索引數據庫。
