All departments offer undergraduate programs leading to the BSc degree and postgraduate programs leading to the research-based degrees of Master of Philosophy (MPhil) and Doctor of Philosophy (PhD). In addition, there are the course-based Master of Science (MSc) programs in Mathematics and Physics, together with three interdisciplinary MSc programs, namely: Biotechnology, Materials Science and Engineering, and Environmental Science and Engineering. In response to the needs of Hong Kong and consistent with the special mission of HKUST, the departments in the School emphasize studies in applied science. The undergraduate programs provide a strong core of instruction in both basic and applied science through course work and laboratory studies. The research-oriented postgraduate programs aim at preparing students to become scientists who are capable of carrying out independent and original research. In MSc programs, the emphasis is on course work to strengthen students' general knowledge in their chosen area of science, and to train research and technical personnel for industry. To enhance teaching and learning effectiveness, the School has established the Active Physics Learning Environment (APLE) for instruction purposes. This innovative approach provides a multi-media system through which students can access lesson texts, charts, illustrations, animation and video clips, and a universal laboratory interface for on-line data taking. In each department, there are also well-established laboratories which are equipped with state-of-the-art facilities and computer network for teaching and research. It comprises the Departments of Chemical Engineering, Civil Engineering, Computer Science, Electrical and Electronic Engineering, Industrial Engineering and Engineering Management, and Mechanical Engineering. Each department offers undergraduate programs leading to the BEng degree and postgraduate programs leading to the research-based degrees of Master of Philosophy (MPhil) and Doctor of Philosophy (PhD), and course-based degree of Master of Science (MSc). In addition to these disciplinary programs, an interdisciplinary BEng program in Computer Engineering, jointly administered by the Departments of Computer Science, and Electrical and Electronic Engineering, is also offered. Other interdisciplinary degree programs jointly offered by the Schools of Science and Engineering include MSc in Biotechnology, MSc in Materials Science and Engineering, and MSc in Environmental Science and Engineering. With the approval of the major department, undergraduate students can graduate with dual program designations, if they can complete the requirements of the two undergraduate programs within the normal period of study. The undergraduate curricula in the School of Engineering are broad-based with special attention given to laboratory skills, computer applications and design techniques. While undergraduate students in engineering take courses offered by their major departments, they also take at least 12 credits of general education courses offered by other schools. All engineering students will participate in a three-year immersion-style practical English language enhancement program. This mix of courses provides students with an integrated and modern view of the discipline. Together, these reflect the fundamental facts that the mission of engineering is to produce and synthesize, and that engineering practice must be compatible with economic realities and the social environment. To complement academic training, the Industrial Training Program offers structured training in a simulated industrial environment, which helps students satisfy the training requirements of professional engineering bodies. Research and postgraduate education form a fundamental component of the School's mission. While supervised research is the backbone of the training for students pursuing MPhil and PhD degrees, all postgraduate students are required to undertake some course work. Each department in the School of Engineering is established with state-of-the-art laboratories and computing facilities for teaching and research purposes. When fully established, the School will enroll almost 40% of the University's undergraduate students and approximately 30% of its postgraduate students. All departments offer undergraduate as well as postgraduate programs through to the doctorate. Building on a strong broad-based foundation, undergraduate students choose a program in which particular skills are acquired. Thus, graduates are able to enter a specialized job market while retaining sufficient flexibility and adaptability for future career growth. Most postgraduates are enrolled, either full- or part-time, for the Master of Business Administration (MBA) degree, and research students study for the Doctor of Philosophy (PhD) degree. Strong emphasis is placed on scientific and analytical methods as the fundamental pedagogical approach, supplemented by the use of case studies appropriate to Hong Kong and its neighboring region. The School takes full advantage of the University's state-of-the-art technological capabilities in its instruction and research. In 1999, the School became one of the first two Asian business schools to be accredited by AACSB - The International Association for Management Education. This is the first time the Association - the agency responsible for the accreditation of all the top business schools in North America - has extended its accreditation to business schools in Asia. International Co-operation Executive Programs Undergraduate Programs Postgraduate Programs.INTERNATIONAL CO-OPERATION The School of Business and Management is very international in all its teaching, research, and service functions, and is mandated to become a leading business school in Asia within the University's first decade. A close partnership has been developed between the School and the Anderson Graduate School of Management of the University of California, Los Angeles (UCLA). During the inception stage of the School, senior academic administrators and staff from UCLA were seconded to the School to advise on curricula matters, offer joint executive education programs, recruit, teach and conduct research. In return, the School provides a homebase for UCLA in the Asia-Pacific region. In 1998, the School established a joint Executive Master of Business Administration Program with the J. L. Kellogg Graduate School of Management, Northwestern University. More than 30 senior executives working in different locations of Asia were attracted to join the inaugural class. These programs combine theoretical framework with practical insights, and focus on learning with immediate relevance to business executives and companies. A series of short programs on various topics are offered throughout the year for open enrollment. These non-degree executive programs typically span from one to a few days and are targeted to help working executives to enhance their knowledge of specific areas in business and management within a short period of time. These programs include topics.on such themes as China Business and Management, Finance for Non-Financial Managers, Managing the Information Resource, International Financial Risk Management, Corporate Financial Strategies, Portfolio Management, Financial Futures and Options, Financial Derivatives, Risk Management - The CEO/Board of Directors Perspective, Business Process Reengineering and Business Negotiations. In response to the growing demands for customized programs, the School works with companies and organizations and designs programs that are tailored to meet their specific needs. Many of these programs are in the form of one to two-week residential programs on HKUST campus. Programs have been developed for a number of public organizations, Chinese enterprises and multinational corporations in Hong Kong and also from China mainland and overseas countries. In addition, the School offers a one-year-part-time Graduate Diploma in Management (GDM) program, providing a quality education program on general management to local executives. After that, with the guidance of academic advisors and approval from the Undergraduate Programs Office, students will select a program in one of the following areas: accounting, economics, finance, information systems, operations management, management of organizations, and marketing. The curriculum of each of these seven programs is designed in such a way that a student can have "double majors" in these areas if he or she wishes to do so. Therefore, graduation with dual program designations (e.g. BBA in Finance and Marketing) is possible. The curriculum of each program is described in detail under the respective major department. While it does not offer undergraduate degrees, both Divisions offer undergraduate minor programs and postgraduate degree programs, including Master of Arts (MA), Master of Philosophy (MPhil) and Doctor of Philosophy (PhD). At the undergraduate level, the mission of the School of Humanities and Social Science is to offer general education courses that seek to situate scientific, technological, and business advances within the human and social context, with the purpose of broadening students' horizons, developing their analytical and critical skills, and promoting their awareness of themselves and the world. The School offers a wide range of courses at various levels in literature, linguistics, history, anthropology, philosophy, religion, film, music, political science, economics, sociology and psychology. To ensure a broad, well-rounded and humane education, all undergraduates are required to take at least 12 credits in the School of Humanities and Social Science. This usually translates into four courses, of which at least one must be taken from each of the two Divisions. The undergraduate minor programs aim to provide opportunities for students to broaden their general education, to explore alternative avenues of interest and career paths, and to lay the foundations for further areas of specialization. Any undergraduate student with a CGA of at least 3.50 or C- may enroll in the program. The postgraduate programs are designed to expose students to theories, methodologies, and substantive knowledge on a broad range of cultural, historical, social, economic and political issues. The School approaches these subjects from comparative perspectives. Above all, the postgraduate programs of the School are distinguished by an interdisciplinary orientation both within and between the humanities and social sciences. The Hong Kong University of Science and Technology (HKUST) opened in October 1991 as a technological university dedicated to the advancement of learning and scholarship, with special emphasis on research, postgraduate education, and close collaboration with business and industry. The University occupies an impressive 60-hectare site on the northern end of Clear Water Bay Peninsula at Tai Po Tsai. Situated on the slopes along the shore, the campus grounds are terraced to afford buildings on all levels with unobstructed panoramic views of the sea. The campus has been built in two phases. Phase I was completed in July 1991 and has a capacity of 2,000 full-time equivalent (FTE) undergraduate and postgraduate students. Phase II, bringing capacity to about 7,000 FTE students, was completed in January 1993. The major source of financial support for the University is the Government of Hong Kong through the University Grants Committee (UGC) and its Research Grants Council (RGC). Student fees, other sources of research support and donations are also significant contributors to the University's budget, which will exceed $1.7 billion in 1999-2000. Construction of Phases I and II of the campus was assisted by a grant from the Hong Kong Jockey Club of almost $2 billion towards the cost of over $3.2 billion. The President is the chief executive officer and the three principal branches of the University are Academic Affairs, Administration and Business, and Research and Development, each headed by a Vice-President. Within Academic Affairs are the four schools which comprise the academic heartland of HKUST, each school being divided into departments or divisions. There are a number of academic service units and research units located administratively within the branch as well. Administration and Business is concerned with the non-academic administrative and financial operation of the University, and Research and Development focuses on research administration and contractual and applied research relevant to Hong Kong's technological and socio-economic development. Three of the University's schools - Science, Engineering, and Business and Management - provide both undergraduate and postgraduate education. The School of Humanities and Social Science offers postgraduate education and general education for all undergraduates. As the medium of instruction is English, classes aimed at improving English language skills are required of most students. To complement the schools and their constituent academic departments, the University has set up interdisciplinary research institutes and centers, the Applied Technology Center, and the Technology Transfer Center to facilitate collaboration among the different schools and partnerships between the University and the public and private sectors..

The University recruits worldwide for faculty who have achieved excellence in their fields and are highly respected as both teachers and researchers. These include both established academics and promising younger scholars. More than 85% have experience at the world's leading research universities, either as PhD graduates, or through postdoctoral studies or teaching appointments. These men and women care about Hong Kong, its people and its future. They have broad intellectual interests, and wish to work collaboratively with colleagues in other fields and interact with professionals in industry, commerce and the public services. Most importantly, they care about their students. The University began instruction in 1991 with some 100 faculty, a large percentage of whom were in senior positions. By the end of 1998, more than 400 academics had been appointed..

The University seeks highly qualified and motivated young men and women with wide interests who have received a well-rounded secondary education. In addition to having achieved good grades, they should be active participants in diverse activities and possess great potential. Most undergraduates enter the University at the age of 18 or 19. In pursuing their course of study, they are able to obtain both a good general education and a qualification relevant to their career. Nearly all undergraduates are Hong Kong residents whereas the number of non-local postgraduates is around one-third of the total postgraduate population. The University's goal is to engage its students in a continuous dialogue, to challenge them intellectually, and to encourage them to think on their own and to learn how to learn. Thus the University's graduates will become competent professionals, innovative leaders in their fields, adaptable and versatile generalists, and sensitive, caring citizens..

The undergraduate programs offered by the University normally require full-time attendance for three academic years and they all lead to honors degrees. The curriculum is founded on a credit-based system and comprises a structured set of courses. Credits are earned semester-by-semester toward the completion of the degree requirements. For graduation, students need to accumulate a total of 100 to 105 credits, as specified for each program. HKUST believes in total education and the undergraduate programs are structured to strike a compromise between the sharp focus prevalent in traditional Chinese and British universities and the broad characteristics of American universities. In addition to courses in the field of major study and related areas, each undergraduate program must include at least eighteen credits of course work in general education. General education courses are designated to serve at least one of these objectives: - introducing students to the ideas, concepts, and modes of thought of disciplines other than those directly related to their major field of study; - providing students with an appreciation of a broad area of cultural expression; - acquainting students with the impacts of several academic disciplines. To strengthen the language training in the curriculum, all undergraduate students are required to take a yearlong one-credit course in English for Academic Purposes during their first year of study. The course aims to train students to acquire the general skills required for tertiary studies, including listening to lectures, giving presentations, organizing and structuring academic writing, summarizing, paraphrasing and referencing, and understanding different types of writing. The academic year of the University begins on 1 September and ends on 31 August of the following year. It includes two semesters and two sessions. Normally, the Fall Semester commences in early September and the Spring Semester begins around early February. Each semester has fourteen weeks for scheduled classes. Immediately following the end of the 14th week there is a short study break followed by a week devoted to examinations. There is a one-week break in the Spring Semester around Easter. The Winter Session is scheduled between the two semesters for special academic programs, research symposia, and other activities. The Summer Session bridges the end of the Spring Semester and the beginning of the following Fall Semester. For most students, attendance for the Winter and Summer sessions is not required. Important dates for the 1999-2000 academic year and provisional dates for the 2000-2001 academic year are presented at the end of this Calendar..

To qualify for admission to the University, applicants must normally be at least 17 years of age by the first day of the Academic Year to which they are seeking admission, meet the general entrance requirements of the University and the requirements of the particular program for which they are applying, and apply before the application deadline..

Entry to an undergraduate program of study at the University requires prospective students to satisfy both the general University and specific program entrance requirements. Applicants may be requested to attend personal interviews and/or take additional tests to be administered by the University. Interviews are designed for the purpose of providing further assessment of the applicant's motivation, aptitude and overall suitability for the chosen field of study. Undergraduate General Admission Requirements The general University requirements for entry in the 2000-2001 academic year include ALL of the following : A. Hong Kong Certificate of Education Examination (HKCEE) passes in at least seven subjects at the first and if necessary second attempt, of which i. at least five must be passed at a single sitting; and ii. three must be Mathematics, English Language (Syllabus A or B), and either Chinese or an alternative language

B. Hong Kong Advanced Level Examination (HKALE) i. Passes at the same sitting in either one Advanced Level (AL) subject plus two Advanced Supplementary (AS) subjects, or two AL subjects; ii. Pass in either AS Chinese Language and Culture(1, 2), or AS Liberal Studies; and iii. Pass in AS Use of English (UE). Subject to approval by the relevant University authority, applicants without a pass in AS Chinese Language and Culture or in AS Liberal Studies, but have passed HKCEE Chinese Language may be considered for admission. Undergraduate Program Entrance Requirements In addition to the general requirements, applicants for 2000-2001 entry must also satisfy the entrance requirements specific to their desired programs of study. Unless otherwise specified, AS level subjects referred to below exclude Use of English, Chinese Language and Culture, and Liberal Studies(3). General Certificate of Secondary Education/General Certificate of Education at Ordinary Level -. passes in at least seven subjects at the first and if necessary second attempt, including Mathematics, English Language and a language other than English, with five of the subjects passed at a single sitting; and

ii. General Certificate of Education at the Advanced Level/Advanced Supplementary Level - passes at the same sitting in 1 AL subject plus 3 AS subjects; or 2 AL subjects plus 1 AS subject; or at least 3 AL subjects.

(b) at least one year's successful full-time study or equivalent in a bachelor's degree program at a university or tertiary institution recognized by this University;

(c) a professional diploma, higher diploma or higher certificate from a polytechnic or recognized tertiary college in Hong Kong;

(d) an International Baccalaureate diploma. Notwithstanding the above, the University may recognize other qualifications, or successful study at another recognized institution. In assessing these qualifications, the University will ensure that such applicants have an educational background equivalent to that required of JUPAS candidates. Proficiency in English is also a consideration.

Mature Applicants Applicants who are aged 25 or over by the first day of the academic year to which admission is sought may apply for direct admission. Mature applicants may be granted exemption from the entrance requirements of the University provided they can demonstrate aptitude and suitability for admission to a particular program of study.

Credit Transfer Applicants from universities, polytechnics or other post-secondary institutions who have completed or are studying curriculum relevant to the program(s) for which they are applying may apply for credit transfer upon admission. However, applications for direct entry to the second year or later will be assessed on a case-by-case basis.

Application for Admission through JUPAS Applicants who are seeking admission on the strength of their Hong Kong Advanced Level Examination results should apply via the "Joint University Programmes Admissions System" (JUPAS) . This system enables applicants to apply on the strength of their Hong Kong Advanced Level Examination (HKALE) results for admission to the undergraduate programs of the institutions in Hong Kong funded through the University Grants Committee (UGC). Application details may be obtained from the JUPAS Guide published by the JUPAS Office every year.

Direct Admission Applicants, including non-local applicants, who are applying for admission on the basis of qualifications other than HKALE results should apply to the University for direct admission. Applicants who are currently enrolled as full-time or sandwich degree students in any of the eight JUPAS participating institutions should also apply through this route even if they are applying on the strength of their current and/or past HKALE results. However, in accordance with guidelines on the inter-institutional transfer of students, applicants wishing to transfer from the first year of a full-time degree program to the first year of the same or similiar discipline/study area at HKUST will be considered only in very exceptional cases. Applicants seeking admission to a master's degree program should have obtained a first degree from this University or a recognized institution, or obtained an approved equivalent qualification; and satisfied the school and department concerned as to their fitness as well as their English ability to pursue the postgraduate program. To be eligible for admission to a PhD degree program, applicants should normally have obtained a master's degree from this University or an approved institution, or presented evidence of satisfactory work at the postgraduate level on a full-time basis for at least one year, or on a part-time basis for at least two years; and satisfied the school and department concerned as to their chosen subject of research, as well as their fitness and English ability to undertake the research. In order to allow sufficient time to obtain a visa to study in Hong Kong, non-local applicants are encouraged to submit their applications as early as possible and not to delay submission until the closing date. Late applications may be considered, subject to availability of places. Items to be submitted with the completed application form include a one-page statement on study plans and career goals; two letters of recommendation mailed directly to the Director of Admissions, Registration and Records; and officially certified academic transcripts of undergraduate studies (and postgraduate studies, if any). The University welcomes applications from non-local students who are seeking admission to full-time studies at the undergraduate or postgraduate level. Applicants should be aware, however, that competition for admission is such that only very well-qualified candidates will gain admission. Details of the undergraduate application procedures are given in the section "Direct Admission". However, because of differences between the educational system in Hong Kong and those in other countries, students eligible to enter undergraduate programs in their own countries may find that their qualifications are not necessarily recognized for entry to the first year at HKUST. Prospective non-local undergraduate students should first write to the Director of Admissions, Registration and Records, providing full details of their educational qualifications so that an initial assessment may be made as to their entry qualifications. If official transcripts are in a language other than English or Chinese, a certified translation into English must be provided. If that assessment indicates that the requirements may be met, the appropriate application forms will be sent to the prospective students, to be returned to the Admissions, Registration and Records Office. At that point the formal selection process will begin. Certified true copies of all degrees, diplomas, certificates and other qualifications held should be submitted with the application form. Applicants accepted for admission will be required to produce the original documents on arrival at the University. Non-local students should carefully consider the financial aspects of their studies in Hong Kong before applying for admission. Non-local students should note that they are not allowed to work in Hong Kong, part-time or full-time. It is estimated that the tuition fee for 2000-2001 academic year (except for MBA and EMBA programs) may amount to $44,500 per annum (subject to review by the HKSAR Government); and accommodation in on-campus undergraduate and postgraduate housing will involve approximately $9,750 and $29,000 respectively per residential year (9 months). In addition monies will be needed for subsistence, textbooks, local travel, sports equipment, clothing, and other personal needs. A total of at least $107,000 per academic year (9 months) is likely to be required for undergraduate study and $130,000 for postgraduate study. Non-local students, including those from the Chinese Mainland, must obtain a student visa in order to study in Hong Kong. Applications should be made well in advance at a Chinese Embassy or Consulate or by writing directly to the Hong Kong Immigration Department, 2/F, Immigration Tower, 7 Gloucester Road, Wanchai, Hong Kong. Applicants will be required to show sufficient financial resources to cover expenses for their period of study. Applicants must also nominate a sponsor who is a resident of Hong Kong, aged over 21, to whom they are known personally. Students from overseas institutions who wish to study at the University on a short-term basis, i.e. a minimum of one semester and a maximum of two, may apply for admission to the University as visiting overseas students. Chemistry has become truly 'the central science'; its activities intimately involve areas such as molecular biology, molecular physics, materials science, molecular engineering, biotechnology, environmental science, drug design, nuclear medicine and others. The mission of the Department is to offer research and instructional opportunities in the emerging areas of Chemistry while maintaining a program rooted in the basics of the discipline. The faculty in the Department are innovative educators who have diverse backgrounds, and are at the forefront of their fields of research. The dynamism of the Department is reflected in the large number of publications appearing in primary scientific journals. The Department was the first at HKUST to lodge a patent on a process discovered here, and two new patents are under consideration. The Microelectronic Fabrication Facility provides state-of-the-art facilities for collaborative research and technology transfer related to chemical microlithography and development of biomedical instrumentation. Mathematics permeates almost every discipline of science and technology. Modern research mathematicians, including even those specializing in the purest of mathematics, find themselves sought after by computer companies, biotechnology institutions and financial corporations. This takes them beyond their traditional careers as faculty members in universities and staff scientists in research laboratories. For those specializing in mathematical sciences, scientific computation or statistics, the opportunity for exciting careers in education, industry and government is even wider. The faculty in the Department of Mathematics consists of two overlapping groups; one interested in pure and applicable mathematics, and the other in mathematical sciences and applications. The faculty in the first group are mathematicians. Whether their research activities be in pure or applicable mathematics, they are doing mathematics in the proper, narrow sense. They are mainly interested in the mathematical content of the subject matter, and their work is judged mainly on mathematical merits. On the other hand, faculty in the second group are mathematical scientists, engineers or statisticians. They are usually not mathematicians in the narrow sense, and are mainly interested in the scientific content of the subject matter they are investigating. Their work is judged mainly by its contribution to science and engineering. The instructional programs in the Department reflect these interests of the faculty. The complementary interactions of the two groups are manifested, for example, in the program of scientific computation, which is supported by both theoretical numerical analysts and mathematical scientists. It is evident that the two groups are quite different. However there are great advantages to combining these two groups of people in the same department. In a department which has a strong component of mathematical application, the mathematicians can uphold the integrity and traditional standards of the discipline and, for those with a bent for real world applications, the proximity with mathematically conversant scientists, engineers and statisticians provides stimulus and inspiration for their explorations. It is also beneficial to mathematical scientists, engineers and statisticians to be exposed continually to new mathematical ideas. It is very likely that new mathematical tools for solving various scientific and technological problems will be developed from these interactions and fermentations.. Physics is the science that deals at the most fundamental level with matter and energy, their interactions, and their transformation and it provides the foundation for many other sciences and for engineering. The Department concentrates its resources on condensed matter physics and interdisciplinary fields with potential relevance to technological industry. In addition, there is a strong offering of core subjects in the fundamental fields of physics. Undergraduates are permitted to select areas of concentration in the traditional as well as applied subjects of physics. Faculty and postgraduate research focus on optical, condensed matter and statistical physics, and include physics of lasers, solid state, mesoscopic systems, devices, materials, thin films, surfaces, interfaces, liquid crystals, polymers and composites. A number of central service facilities and interdisciplinary research institutes provide support for the Department's research programs. Particularly relevant are the Materials Characterization and Preparation Facility, Microelectronics Fabrication Facility, Center of Computing Services and Telecommunications, and the research institutes for Information Technology, Advanced Materials and MicroSystems. State-of-the-art facilities for large scale and intensive scientific computation include optical-fibre distributive networks, various workstations, and a massively parallel processing computer. The Department has laboratories for laser physics, photonics, new thin-film materials, surface/interface studies, solid state properties, polymers and liquid crystals, x-ray optics, nanostructured layers and clusters, and non-linear dynamics. The Zheng Ge Ru Thin Film Science Laboratory, the Joyce M. Drug Delivery Technology Center Traditional Chinese Medincine Safety Information Center Drug Delivery Technology Center Director: J. Tze-Fei WONG, BA, PhD Toronto (Professor of Biochemistry) Drug-delivery technologies enhance the effectiveness of proven drugs by conferring on these drugs a controlled and/or targeted mode of delivery to organs and tissues. For the pharmaceutical industry, the enhancement not only provides an important means to achieve additional value for many drugs, but also decides the worthiness of some drugs. Among the most important drug delivery systems are those directed to accomplish slow release of oral drugs, drug delivery through the lungs, and tissue-targeted drug delivery. The Drug Delivery Technology Center at HKUST is directed to these types of therapeutic delivery systems. By introducing advanced drug-delivery manufacturing techniques to Hong Kong through the organization of workshops on these technologies, as well as research and development of novel delivery techniques, this Center is helping to ensure the availability of state-of-the-art enabling technology for the manufacture of drug-delivery products to the growing bio-pharmaceutical industry in Hong Kong.

Traditional Chinese Medincine Safety Information Center Director: Chun-Tao CHE, BS, MPhil Chinese Univ of Hong Kong; PhD Univ of Illinois, Chicago (Associate Professor of Chemistry) The Traditional Chinese Medicine Safety Information Center (TCMSIC) is established in 1996 in the Department of Chemistry with funding sponsored by the Hong Kong Government Industry Department. It is now an affiliation of the Biotechnology Research Institute. TCMSIC provides technical support to the manufacturers and merchants of the traditional Chinese medicine sector including literature survey, toxicity testing and standardization of TCM products. The literature survey gives a comprehensive search of available literature in the chemistry, pharmacology and safety of TCM as well as regulation documents governing the manufacturing and marketing of these substances internationally. Toxicity testing covers the analyses of contaminants such as heavy metals, pesticides, adulterated steroids, aflatoxin and microorganisms. TCM standardization utilizes advanced instruments to measure major TCM ingredients deemed essential for implementation of quality products. The laboratory is equipped with a Finningan LCQ LC-Mass Spectrometer, a HP Gas Chromatography, a HP High Performance Liquid Chromatography, a Capillary Electrophoresis unit, an ISCO CombiFlash Separation System and an ISCO Supercritical Fluid Extraction System.

Chemical engineering is a discipline in which the principles of mathematical, physical and natural sciences are used to solve problems in applied chemistry. Chemical engineers design, develop, and optimize processes and plants, operate them, manage personnel and capital, and conduct research necessary for new developments. Through their efforts, new petroleum products, plastics, agricultural chemicals, household products, pharmaceuticals, electronic and advanced materials, photographic materials, chemical and biological compounds, various food and other products evolve. The Department offers four degree programs: Bachelor of Engineering (BEng), Master of Science (MSc), Master of Philosophy (MPhil) and Doctor of Philosophy (PhD)..

Civil engineers are primarily responsible for the planning, design and construction of infrastructure which includes major buildings, bridges, dams, pipelines, sewage and water treatment works, and various transportation systems and facilities. In order to provide workable, durable, and affordable solutions to society's infrastructure needs, civil engineers must develop an understanding of the physical laws that govern the actions of nature and its environmental forces, and the behavior of natural and man-made materials. It is not surprising therefore that the basic research on the mechanics of solids and fluids was initially conducted by civil engineers working on solutions to practical problems. The importance of a sound knowledge base of these subjects is likely to increase in future as civil engineers are called upon to build in more hostile and delicate environments, to handle new materials, and to preserve natural resources. As society evolves, the solutions to civil engineering problems are no longer exclusively technical issues. Instead, they require consideration of demographic trends, human aspirations, laws of supply and demand, and in general, social, economic and political factors. The civil engineers of the future will have to develop a better appreciation and understanding of these subjects to assume their rightful place in society. The problems civil engineers face in the next century are likely to be increasingly complex. They should be viewed, however, as a new challenge and an opportunity to play a leadership role in shaping the future society, improving the quality of life and protecting the environment. To respond to this challenge, civil engineers will need a solid knowledge of the physical sciences, and an understanding of human and social behavior, familiarity with new methodologies and emerging technologies, and a continued eagerness to explore new areas and apply the latest research results. Research efforts should be closely related to the interest and needs of society. In this way the results will be more practical, the work itself will be more exciting and rewarding, and the contribution to mankind will be more meaningful. The civil engineering program at HKUST aims at giving students the technical skills, intellectual inspiration and appreciation of human factors to meet the challenges facing modern-day civil engineers.

Computer science is the discipline that studies the structure, function, and applications of computers. Covering topics in the areas of foundations of computer science, artificial intelligence, computer engineering, data and knowledge-base systems, and software technology, the Computer Science programs at this University are dedicated to educate students and to advance research in computer and information technology; as well as to assist in the development and growth of the information industry in the region. Through the efforts of researchers and engineers in the last five decades, computers have evolved from large, slow, and very specialized systems to small, fast, and ordinary tools that are part of virtually everyone's life. For example, the computing power of ENIAC, the first electronic computer which weighed 40 tons, cannot come close to that of the calculators that our school children carry today. This phenomenal improvement in computing power over the years has been accompanied by an equally phenomenal decrease in the cost and size of computers. The ubiquitous nature of computers in today's workplace is making computer literacy a requirement for all professionals in industrial societies. When computer technology is applied with a thorough understanding of computer science, business can compete successfully in the emerging global marketplace. Traditional computer science research covers hardware, which studies the physical components of computer systems; and software, which studies the logical instructions to the computer for problem-solving. Computer Science programs at HKUST cover both but emphasize software. This emphasis is consistent with a world-wide trend of the increasing importance of computer software in various applications and in research. The Department offers a full range of courses to meet the needs of its own students and those from other departments. Its programs lead to the BEng, MPhil, MSc, and PhD degrees. Aside from taking computer science courses, students are encouraged to design individual study plans tailored to their own interests.

In recent years electrical and electronic engineering has permeated into every facet of our lives. In particular, telecommunication and microelectronics have fueled the information technology explosion. Modern electrical and electronic engineering has evolved into many exciting disciplines such as photonics, computer networks, wireless communications, telecommunications, multimedia technology, microelectronics, VLSI, micromachines, display technology, computer engineering, robotics, automatic control and biomedical instrumentation. These disciplines provide challenging research opportunities for the faculty and exciting employment opportunities for the students. The Department realizes that to be successful it needs to focus and invest in a limited number of key research areas. Thus five main research areas, namely information technology, microelectronics, computer engineering, robotics and control, biomedical instrumentation, are identified and top quality faculty are recruited in these areas. The Department of Electrical and Electronic Engineering at HKUST aims to provide a rigorous and relevant education to its students. At the undergraduate level, the department aims to educate students to become effective engineers in a fast-moving technologically orientated world. It is the right time for students to concentrate their studies to improve efficiency, productivity, and safety of related operations. As we approach the 21st century, a basic understanding of how to manage a service or manufacturing organization is a thought for the future and has great potential. The Department of Industrial Engineering and Engineering Management specializes in improving the understanding of operations, systems and their integration to achieve a high level of productivity with the optimum use of resources. The Department is geared to educating students on the BEng IEEM program in one of the following three areas: Engineering Management Students with an Engineering Management emphasis can expect to learn about financial engineering, statistics and operations, engineering economics, and management techniques that reflect the growing need for understanding the global supply chain. Quality/Manufacturing Students with a Quality/Manufacturing emphasis can expect to learn about effective process planning, control and quality assurance. Manufacturing processes, statistics and operations, and human factors and ergonomics will be a part of the graduating student developing expertise. Information Systems Engineering Students with an Information Systems Engineering emphasis can expect to learn about issues related to information management, systems analysis, modeling and simulation, human-computer interfacing, and operations management. A systems approach to solving problems will be the core of this area. Students on the BEng IEEM (Transportation Logistics Management) program will be trained as engineers for both technical and managerial positions in the distributive service sector. Students will learn strategic, mathematical and economic principles for the co-ordinated and effective shipment and transfer of goods in a region where Hong Kong is the hub of global manufacturing and service.

CELT provides leadership in the development and promulgation of effective teaching methods and technologies and collaborates with faculty to explore pedagogical and technological initiatives. Through consultation, evaluation service, grants for teaching improvement projects, provision of needed professional advice and technical support, the Center assists faculty members and other teaching staff in improving their teaching quality and achieving teaching excellence. The Center also organizes orientation and series of workshops and seminars for teaching assistants (TAs) and works with departmental TA Coordinators to support TAs in their work. At the same time, CELT has a particular role to play in enriching students' learning from an institutional and cross-iscipline perspective. CELT will initiate, collaborate and coordinate programs that encourage well-rounded and active learning experience. The Center will also serve as a resource for information on effective learning and teaching. As a form of community service, CELT extends its support service to school teachers in their use of technology in teaching. Several series of workshops related to information technology and teaching are being organized for school teachers.

It provides computing support to undergraduate and postgraduate teaching, and research applications in all Schools. In addition, the Center supports the administrative computing environment. The HKUST computing environment is based on switched Gigabit Ethernet and FDDI (Fiber Distributed Data Interface) a distributed client-server architecture. The cornerstone is an advanced high-speed network backbone. International Internet connection is provided via multiple high speed links. Most of the laboratories and offices are provided with switched Ethernet or fast Ethernet connections. The network covers not only all the academic buildings but also reaches out to staff quarters and student halls. Staff and students can also access network services via a number of Express Stations at various campus locations, or they can connect their home computer to the campus network via dialup modem pools. The Center operates powerful servers to provide campus-wide network services such as e-mail, network printing, World-Wide Web and electronic notice board. One important characteristic of the University's computing environment is its multimedia and Chinese-English bilingual capability. Increasingly, more network services will have these features. All microcomputers and scientific workstations are connected to the campus network, providing desktop computing power as well as a window to a vast array of information and computing resources such as Library systems, administrative systems, academic software packages and audio/video broadcasting programs. The Center also manages a number of central computing laboratories, providing PC, Macintosh and Unix workstation facilities for teaching and students use. Extensive software training programs are also provided to assist users to get the most out of their computers..

To this end, the Educational Technology Center sustains a comprehensive service for all academic and research staff. The Audio Visual Unit looks after centrally-provided AV facilities in all common teaching venues, including 8 lecture theatres, some 70 classrooms and 30 teaching laboratories. The Unit maintains an AV Loan Counter and a Self-Access Production area to facilitate the use of AV equipment and resources for modern teaching. The AV Production team assists in the planning, video-taping, editing and duplication of AV, digital and multimedia materials for teaching, research, evaluation or promotional purposes. The Graphics Unit assists in the graphic design and production of university publications, teaching, research and promotional materials. It also offers a wide range of multimedia support services including web page design, CD-ROM production, computer graphics output and large-format plotting. Meanwhile, its Photo team supports flat-copying, location, portrait and event photo-taking together with image editing to produce slides, transparencies and prints for academic and publicity purposes. In addition, the Unit's Print Shop provides high-speed, high-volume reprographic and offset printing services. With the transfer of its Instructional Development Unit to the Center for Enhanced Learning and Teaching, the Center is now undergoing a restructuring to focus on its print and electronic publication mission..

The workshop type of industrial training is conducted at the Hong Kong Polytechnic University Industrial Center; while safety training, environmental engineering training and other computer-based training modules are conducted in-house. An important aspect of the training is the integration of workshop experience with the knowledge acquired in classrooms and laboratories so that students' understanding and appreciation of the knowledge acquired from the academic courses is enhanced. Workshops are designed in modular form and each academic department works with ITC to design and specify combinations of modules that meet the needs of its students. The modules are designed to strike a balance between the development of skills and an appreciation of engineering processes. Training periods range from 7 to 13 weeks to cater for specific departmental requirements. The introductory phase of training consists of basic engineering practice, handling of hand, power and machine tools, and basic training on safety knowledge and procedures. Beyond this phase, training is designed to arouse the interest of students in engineering practice, stimulate their imagination and help them develop their talents. This is accomplished in a simulated industrial environment. Training programs of some departments include an integrated design-and-make project which requires application of knowledge at an intellectual level to match their ongoing academic activities. The goal of this integrated approach is to train students to be professional engineers.

Its Language Enhancement program has the highest enrollment figure on campus. As English is the medium of instruction in the University, this EAP (English for Academic Purposes) program seeks to help students acquire the necessary language skills to gain the maximum benefit from their undergraduate curriculum. The Language Center also offers Business Communication programs for the School of Business and Management, and Technical Communication programs for the Schools of Science and Engineering, all of which cater for the career needs of our graduates. Apart from English courses, the Language Center also offers courses in written Chinese, Putonghua, Cantonese, Japanese, Korean, French and German. The courses in Putonghua have so far proved especially popular, reflecting the growing recognition of its importance in the job market. The Language Center has three 24-booth language laboratories, complete with advanced audio-visual and computer equipment, which are used by class groups to practise their listening, speaking and writing. For students who need further help with their writing, the English Writing Center (a service offered by the Language Center) organizes workshops and gives individual consultations. University Librarian: Min-Min CHANG, BA National Taiwan; MLS Univ of California, Berkeley The Library is an integral component of the academic programs, supporting the University's teaching and research in science, engineering, business and management, the humanities and social sciences. As of 1999, the Library's book, periodical, and microform collections total approximately 520,000 volumes, plus 26,000 media materials. Its electronic collections contain over 11,000 discs, including thousands of full-image journal subscriptions and conference proceedings. In addition, the Library offers its users a learning environment rich in electronic information and services. In a sense the Library is always open in that its extensive array of electronic resources can be accessed from every corner of the campus, including all student and staff housing, twenty-four hours a day. Users can search the Library's catalog of holdings in both English and Chinese using a telnet or Web interface. The Library Web server (http://library.ust.hk) has developed into a central information hub for access to Library information, services, and resources; instructional materials; pathfinders; and Internet sites. These critical advancements and their immediate applications to the medical, agricultural, food, energy and environmental sciences will ensure the continued outgrowth of the biotechnology industry. Noting the rapid pace by which biotechnology products are being developed, the future growth and expansion of this industry will most assuredly have a profound impact on the future health and well-being of humankind, as well as the world's economy. In light of these developments, many countries have begun to recognize the importance of building-up their existing biotechnology base. Over 40 projects have been carried out for a total funding of over $35 million in collaboration with governments and industries in Hong Kong, China and Southeast Asia. The change of name to "Institute for Environment and Sustainable Development" (IESD) as of 1 April, 1997 is deliberate. The Institute sees its primary role as that of a catalyst, helping software research projects reach the critical phase in which ideas may be translated into prototypes that can be evaluated using large-scale trails. The Institute also encourages development efforts in areas that are relevant to the economic and social development of Hong Kong. One such project is the "Hong Kong SuperNet", which makes full Internet access available to the public, an important step to maintaining Hong Kong's status as a regional communications center. Beyond its interest in software research and development, the SSRI also provides technical and consultative help to local businesses as they seek to implement the latest software technologies. As part of this effort, the Institute sponsors conferences, workshops, seminars and lectures on software topics related to the needs of businesses and public institutions. It uses large scale computation to solve complex problems in science and technology. There are 32 participating faculty members from 10 academic departments. WANG, BSc National Taiwan; PhD Iowa State (Head and Professor of Biochemistry) Neuroscience, the study of the brain, constitutes one of the leading areas of scientific investigation currently at the forefront of modern biomedical research. The field of neuroscience encompasses many scientific disciplines dealing with the structure, development, regeneration, function, chemistry, pharmacology and pathology of the nervous system. One of the field's major areas of scientific investigation relates to the unraveling of the processes involved in neurodegenerative diseases. By understanding the mechanisms involved in the progression of these diseases and other neuropathologies, scientists hope to identify novel molecular targets useful for the development of novel and effective therapies. Established in 1999, the Molecular Neuroscience Center (MNC) has the mission to obtain international recognition as a center of excellence for its scientific contributions to the field of molecular neuroscience relating to the areas of: (i) brain function, (ii) brain diseases, and (iii) neuro-drug discovery. By establishing basic research collaborations among its team scientists, as well as with other leading international neuroscientists, the Center aims to provide a vehicle for strong scientific exchange and ultimately to attract new pharmaceutical ventures to Hong Kong. The research activities of the MNC are being directed at the use of molecular biological approaches to investigate various neuronal processes including: (i) neuronal differentiation and cell cycle regulation, (ii) synapse development and regeneration, (iii) cellular signal transduction in neurons, (iv) neurodegenerative diseases, and (v) learning and memory. The Center also investigates the structure-function relationships of neuroproteins that are found to play critical roles in these neurobiological processes. Furthermore, the MNC scientists are developing strategies for screening and/or designing potential neuro-drug candidates. South China Research Center Director: Chi-Cheung CHOI, BA National Taiwan; MPhil Chinese Univ of Hong Kong; DLitt Tokyo (Associate Professor of Humanities) The South China Research Center was established in 1997 to serve as the nodal center for scholars and institutions in South China studies to exchange findings, share archival and folk documents, hold conferences and organize field research in South China. The Center collaborates with specialists in South China studies to collect source materials that are not available in libraries or archives, to publish research aids, and to organize workshops and field-site visits. Its newsletter, published quarterly and on the World Wide Web Home Page, promote intellectual dialogues and exchanges. The Center provides a research environment and training programs for undergraduate and postgraduate students. It also acts as a resource center for teachers, students and the public to explore the teaching and learning of the history, culture and society of Hong Kong and South China.

APPLIED TECHNOLOGY CENTER Director: K. K. Too often, there is a gap between the results of academic research and an opportunity that industry recognizes, accepts and can use for commercial benefit. Research areas of the Facility include processing, microstructural design and new materials development, non-destructive testing and failure analysis, applied mechanics and testing methodology. The Facility engages in the training of graduate students and researchers in advanced materials technology, and in international exchanges. It also organizes seminars, workshops and conferences to disseminate knowledge of recent developments in the latest materials technology to the industry. Animal Care Facility Director: Raymond S. C. WONG, Dip Hong Kong Baptist Coll; MSc, PhD South Dakota State (Director of Plant Growth Facility, and Adjunct Associate Professor of Biochemistry) Animal Care Facility (ACF) is located on the seventh floor of the Laboratory Wing occupying a total area of about 600 square meters. It is a facility for breeding conventionally reared laboratory animals and holding of these animals for experiments. The air-conditioned Facility contains ten animal holding rooms, an operation theater, a quarantine room, a nude mice room, a procedure room, a cage washing room, a bedding dispensing room and a diet store. ACF provides professional and humane handling of animals selected for biomedical research activities at HKUST. The animals held in ACF are receiving the highest standard of health care and compassionate treatment, and all the experimental protocols on animals are approved by the Animal Care Advisory Committee of the University. ACF supplies and maintains several common strains of mice, rats, rabbits, chicks and piglets. ACF's technical staff are well trained and they are prepared to provide support and advice to researchers on their animal experiments including surgery, drug administration, antigen immunization and antibody production.

China Light and Power Wind/Wave Tunnel Facility Director: Kenny Chung Sau KWOK, BE(Hons), PhD Monash (Professor of Civil Engineering) The Wind/Wave Tunnel Facility was established with a substantial donation from China Light and Power Co Ltd. The Facility will be operational in late 1999. Its mission is to provide a physical modeling capability to Hong Kong for designing tall buildings and bridges against wind induced vibrations; prediction of air pollutant dispersion in complex terrains and studies of wind/wave effects on off-shore structures. The tunnel consists of two main sections: high speed and low speed sections. The high speed section will be used for wind engineering work. The maximum wind speed attainable is 25 m/s. The dimensions of the test section are 29.2m x 3m x 2m (length x height x width) with computer controlled turntable and roughness elements. The low speed section is to be used for atmospheric dispersion studies and bridge model tests. The dimensions are 41m x 5m x 4m. The lowest steady wind speed attainable is less than 1 m/s. By raising the tunnel floor of the low speed section, the tunnel is converted to a wind-wave facility. The water tank has the same length and width as the low speed section while the water depth is 3m. Wave makers will be installed. An up-to-date array of flow velocity, pressure, force, concentration and wave measurement equipment are available. With a long test section the behavior of a neutral atmospheric boundary layer wind can be accurately simulated. The Facility will also be used to train undergraduate and postgraduate students for use of physical modeling techniques in the field of wind, environmental and off-shore engineering. Fundamental research on generic (as opposed to site specific) problems in the above areas will also be engaged by faculty and PG students. Workshops and seminars will be organized to train practising engineers in using physical modeling to assist their planning and development of infrastructures..Computer Aided Design and Manufacturing Facility Director: Matthew Ming-Fai YUEN, BSc(Eng) Hong Kong; PhD Bristol (Director of Technology Transfer Center, and Associate Professor of Mechanical Engineering) The Computer Aided Design and Manufacturing Facility (CAD/CAM Facility) is a central facility to support research and teaching related areas. It focuses on multidisciplinary and application-oriented research programs that will create impact on the design and manufacturing industries in Hong Kong and the neighboring region. The Facility provides stimulus for collaboration and interaction between HKUST, local industries and international bodies. The Facility maintains a range of state-of-the-art equipment to promote research in the area of design and manufacturing. These include measurement equipment such as Co-ordinate Measuring Machine (CMM) and three-dimensional laser scanning system. The Facility has a number of Computer Numerical Control (CNC) machines, rapid prototyping machine, robots and state-of-the-art computer-aided design systems for providing a platform for CAD/CAM integration. It has a strong capability in Computer-Aided-Engineering with a full range of analysis and simulation softwares. The Facility is also actively moving into the area of electronic packaging and has the basic equipment for BGA and flip-chip prototyping.

Electrical and Mechanical Services Facility Director: Neil C. MICKLEBOROUGH, DipCE Hobart Tech Coll, MEng Carleton; PhD Tasmania (Associate Professor of Civil Engineering) The role of the centrally based Electrical and Mechanical Services Facility (EMSF) is to provide technical expertise and support for the development, maintenance and repair of equipment used in teaching, research and operational activities throughout the University. EMSF performs repair and maintenance of scientific apparatus, educational equipment, audio/visual equipment and building services related electronic systems. Staff are trained in repairing all common electronic equipment, and selected staff have received specialized training in more sophisticated apparatus. Preventive maintenance programs on some equipment are developed to optimize and extend their lifetime. The unit works closely with the Safety and Environmental Protection Office to provide the necessary engineering to ensure safe operation of equipment within the University. A reporting system for repair and maintenance has been set up under the campus computer network. All requests for service are logged and followed through to completion by appropriate technical staff. EMSF also fabricates special mechanical parts/items and special-purpose circuits for both teaching and research activities, which are not commonly available in the market. The Mechanical Workshop of EMSF has a number of manual and computer controlled machines for fabricating high precision mechanical parts. The requests for fabrication are arranged on job queue basis. The staff of the unit will interact with the users to arrive at the final design so that their needs can be met. Geotechnical Centrifuge Facility Acting Director: Wilson H. TANG, BSc, MS Massachusetts Inst of Tech; PhD Stanford (Principal Investigator of Construction Research Center, and Head and Professor of Civil Engineering) Associate Director: Charles W. W. NG, MSc Southampton; PhD Bristol (Assistant Professor of Civil Engineering) The Geotechnical Centrifuge Facility (GCF) is a unique facility in Hong Kong. It is built and established partly through funding by a UGC Central Allocation Grant and partly through funding from the University. Therefore, this Facility is dedicated to serve not only the University but also the geotechnical community at large in Hong Kong. Centrifuge modeling is a powerful research tool to study geotechnical problems such as rain-induced landslides, consolidation settlement of reclaimed land, pollutant transport in porous media, tunneling, deep excavation, liquefaction, and many other soil-structure interaction problems under both static and dynamic loading conditions. The geotechnical centrifuge has a rotating arm of approximately 9 meters in diameter, and is capable of creating an elevated gravity field 150 times that of the Earth's gravity. Geotechnical structures are built in model boxes with maximum dimensions of 1.5m x 1.5m on plan, and 1.0m high. The maximum payload capacity of the model package is 400 g-ton. A robotic arm will be installed on the centrifuge to simulate various construction activities in-flight. Moreover, the centrifuge is equipped with a bi-axial (2-D) shaking table so that models can be tested dynamically in-flight to model various seismic events. This 2-D shaking table is a unique feature and it is the only one in the world. Demands from the industry (oil companies, major consulting firms, water resources agencies, etc.) are anticipated to take advantage of the newest and the unique geotechnical centrifuge to perform basic and applied research. It is also expected that this Facility will be visited by researchers from all over the world to conduct state-of-the-art research, particularly by those who are interested in earthquake related areas. The Facility is scheduled to be in operation towards the end of 1999.

Glassblowing Facility Director: Wa-Hung LEUNG, BSc, PhD Hong Kong (Associate Professor of Chemistry) The Glassblowing Facility (GBF) is a central facility to provide glassblowing services to all units of the University. The services offered include design, fabrication and repairing of glassware and custom apparatus. In addition, technical advice on the design of special glass apparatus pertaining to research projects is provided by the glassblowers. A good stock of common glassware, glass and quartz tubings and spare-parts, which can be checked out by all users of the University, is maintained at the GBF. The GBF is equipped with a range of equipment and tools and has a capability for galssblowing at temperature up to 3000oC. These include temperature-programmed annealing ovens, grinding mills, belt linishers, diamond sanders and glassblowing lathes with various types of burners. Liquid Helium Facility Director: George K. L. WONG, BS, PhD Univ of California, Berkeley (Director of Materials Characterization and Preparation Facility, and Professor of Physics) The Facility is established by the University to provide liquid helium to academics and research units to obtain low temperature environments (4 o K and below) that are required for research and/or operation of specialized equipment. The Facility has a state-of-the-art computer controlled helium liquefier module equipped with a built-in automatic purification system and two compressors. It has a total liquefying capacity of 240 litres of liquid helium per day without using liquid nitrogen for pre-cooling (480 litres with pre-cooling). The Facility also operates a helium gas recovery system for retrieving helium boil-off from user's instruments for recycling.

Materials Characterization and Preparation Facility Director: George K. L. WONG, BS, PhD Univ of California, Berkeley (Director of Liquid Helium Facility, and Professor of Physics) Associate Director: Catherine Y. WONG, BS Univ of California, Los Angeles; PhD Univ of California, Berkeley The Materials Characterization and Preparation Facility (MCPF) is a central facility for the synthesis, study and testing of new materials and materials needed for in-house or collaborative research projects. The Facility constitutes an important resource which houses state-of-the-art instrumentation, organizes workshops and training, and is a focal point for interdisciplinary research. The Facility serves academics in all the science and engineering departments and is also available to external clients from other tertiary institutions, government bodies, and private industry. The MCPF occupies about 4000 square metres of purpose-built laboratories and offers a wide range of sophisticated multidisciplinary equipment needed for in-house and collaborative materials research projects, and for performing materials analysis. Laboratories dedicated to particular facilities and processes are accessible to authorized clients of the MCPF. Tasks requested by occasional users are served by the Facility's own trained staff. The scope of the facilities in the MCPF is sufficiently broad to meet many of the demands of the still-growing community of staff and postgraduate students. For example, instrumentation is available for various types of thermal, spectroscopic, electrical and magnetic characterization, and for the preparation of materials by sputtering and evaporation. Equipment for microanalysis includes a field emission scanning electron microscope, a dedicated high-resolution transmission electron microscope, atomic force microscope, magnetic force microscope, imaging SIMS systems for surface and depth profiling analysis, and a multitechnique surface analysis system (XPS, Auger, SIMS, etc.). These are supported by more standard types of electron-beam analytical instrumentation. The Facility makes such equipment available to other tertiary institutions and local industries either by offering analytical and failure analysis services at prescribed cost or, where appropriate, through collaborative research projects..Microelectronics Fabrication Facility Director: Philip Ching-Ho CHAN, BS Univ of California, Davis; MS, PhD Univ of Illinois, Urbana-Champaign (Principal Investigator of Advanced Electronic Packaging and Assembly Cooperative Research Center, and Head and Professor of Electrical and Electronic Engineering) The Microelectronics Fabrication Facility (MFF) is the first microfabrication laboratory established at a tertiary institution in Hong kong. The mission of the MFF is to provide facilities for faculty and students of the University to conduct teaching and research, particularly in new discrete semiconductor devices, novel microsensors and microactuators, advanced microelectronics process technology and application specific integrated circuits (ASIC). The aim of the Facility is to stimulate interdisciplinary collaborations within the University in the area of microelectronics fabrication and to develop joint research projects with institutions local and overseas. The Facility had been planned in two phases. Phase I laboratory provides about 247 square meters with Class 1000 clean room. Since April 1997, the technical capabilities of the MFF has been further upgraded with completion of its Phase II laboratory, which occupies an area of 750 square meters with some sections providing Class 100 environment. A complete 4" silicon wafer processing line has been installed, which provides photolithography, thermal diffusion, thin-film deposition, dry/wet etching, metallization, implantation and mask making service. These also include a E-beam Direct Write System which facilitates sub-quarter-micron patterning and enables nano-structure research. The new laboratory will also provide support to the newly established Center for Display Research. With the additional capabilities and capacity, MFF will extend its service to other tertiary institutions and the private sector through various technical collaborations.

Plant Growth Facility Director: Raymond S. C. WONG, Dip Hong Kong Baptist Coll; MSc, PhD South Dakota State (Director of Animal Care Facility, and Adjunct Associate Professor of Biochemistry) The Plant Growth Facility provides support for various research project using plants or components derived from plants. It will be used for growing and conditioning of whole plants, tissues or cells in research as well as teaching. The Facility has a greenhouse with a total covered area of 538 square meters and twelve environmental chambers of various sizes. The greenhouse was specially designed and built to meet the local weather conditions in providing a suitable environment for plant growth. There are five individual compartments of 6.4 x 10 square meters equipped with rolling benches to maximize growing area for potted plants. Each compartment has its own separate control for shading screen, ventilation, lighting and watering systems. In addition, the environmental chambers with sophisticated control and regulation systems will provide a range of plant growth environments to meet the critical requirement of different research projects. Overall, the Facility will serve areas of research and teaching in plant biotechnology, plant diversity, plant physiology, botany, environmental studies, and ecology.

Director: Luke Sui-Kwong WONG, BA, MA Hong Kong The Student Affairs Office offers a range of services to students for the purpose of promoting the quality of campus life and assisting students in solving problems affecting their studies. Extra-curricular educational activities are also organized with the aim of broadening students?cultural and intellectual outlook as well as enhancing their social and interpersonal skills.

Campus Living The University believes that residential living on campus is an important means in achieving the purpose of total education of students. It enables students to participate more in student activities, and to interact with and learn from each other. The University offers every first-year student residence in a hall for at least one semester. Hall wardens and tutors will provide guidance and advice to residents to help them make good use of and benefit from the learning opportunities in a residential environment. A total of 2,382 residential places are provided to undergraduate students in five halls of residence. All rooms are fully furnished and air-conditioned. More than 80% of the rooms are shared by two students, while the rest by three. Residents share common facilities such as shower and washrooms. Each floor of the halls has a lounge area with an adjoining pantry. Other facilities in the complex include common rooms, snack areas where residents and guests can meet and socialize, and a laundry. There are no cooking facilities in the halls. Residential students may use the central dining facilities on campus. There are sufficient places to accommodate all full-time postgraduate students who wish to live on-campus. Postgraduate students live in University Apartments which can accommodate up to 756 students. Each apartment comprises 4 single rooms, a sitting room, a kitchenette, and toilet and shower facilities. The apartments are fully furnished and the kitchenettes are equipped with gas stoves, refrigerators and microwave ovens. All bedrooms and living rooms are provided with air-conditioners. There is a postgraduate hall of residence which has 120 air-conditioned rooms. The rooms are for single occupancy. Other facilities are similar to those in the undergraduate halls. Student Counseling Service The Student Counseling Service offers assistance in many areas of student interests and concern, such as personal growth, adjustment to campus life, personal problems and study-related issues. It also operates a Careers Center, which provides students with education, guidance and assistance in job search and career development.

Physical Education and Sports Developing physical health and fitness is as important as broadening one's mental capacity and horizons. The University expects all students to participate in at least one organized sport or physical education activity during.their years at the University. Professional coaches are available to organize and provide instruction in these activities. The University has a good provision of sports facilities. Indoor facilities are fully air-conditioned. A large multi-purpose sports hall with 1,600 square meters of floor space is designed for activities such as badminton, basketball, vollyeball, handball and indoor soccer, with other areas set aside for squash, table-tennis, fencing, dance, martial arts, weight training and fitness exercises. Outdoor facilities include a 50-meter swimming pool, an Astroturf soccer pitch, a 400-metre track with 8 lanes, a hard-surface mini-soccer pitch, outdoor basketball courts and tennis courts. Facilities are also available for throwing activities such as discus, javelin and shot-putt, softball and archery. Student Health Service The Student Health Service provides out-patient health and dental care for students. Health education workshops and seminars are organized and presented for the benefit of students and staff.

Student Activities Extra-curricular activities are organized by the Students' Union and student societies associated with academic disciplines, sports, arts and other social interests. Students are encouraged to take part in activities as organizers and/or participants. The Student Affairs Office also organizes extra-curricular activities and programs such as formal dinners, competitive sports, talks and seminars.

Student Amenities The campus, on a site of great beauty enhanced by landscaping, terraces, and pavilions, has been designed with great emphasis on the quality of life of both resident and non-resident students. Amenities for personal as well as organized student activities are provided. These include facilities for (i) the pursuit of hobbies such as photographic dark rooms and music rooms, (ii) the organization of activities such as conference room, meeting rooms, workshop and office space, and (iii) leisure activities for students such as common rooms and quiet room. Catering facilities include self-service cafeterias, Chinese and western restaurants, a food court, a coffee shop and a snack shop. This section deals with tuition and other fees and financial assistance available for students. Fees for 1999-2000 Academic Year Except for caution money, fees described below are not refundable. 1. Tuition fee* Undergraduate students $42,100 per annum To be paid in two equal instalments at the beginning of each semester Postgraduate (non-MBA) students Full-time $42,100 per annum Part-time $21,050 per annum Visiting undergraduate students $2,110 per credit Visiting postgraduate students $21,050 for one semester of full-time mode of study; or $1,754 per credit for studies during the Winter or Summer Session 2. Fee structure for full-time and part-time MBA students: Please see the School of Business and Management section of this Academic Calendar. 3. Partial fees* Undergraduates studying beyond the sixth semester $1,690 per credit The maximum amount chargeable for a semester is $21,050 Executive Committee member of the Students' Union approved to take a reduced credit load $1,690 per credit Taught postgraduate students studying beyond the normal duration $1,754 per credit.Research postgraduate students studying beyond the normal period 50% of the tuition fee paid for that semester will be refunded if all program and residency requirements of the University have been met within the first three calendar months of a semester 4. Caution money: Each new student is required to pay a deposit of $300 as caution money on first registration. Charges will be made against this deposit if there are any unpaid claims against the student, such as outstanding library dues. The balance will be refunded if the student leaves the University before graduation. At graduation, the student is required to restore the balance of the caution money to its original level and the full amount of the caution money will be transferred towards the graduation fee.

*Subject to review by the HKSAR Government 5. Graduation fee: Upon completion of the program of study and before the degree or diploma is awarded, each student is required to pay a graduation fee of $300. The fee is normally settled by transferring the full amount of the caution money. 6. Students' Union fee: Students joining the Students' Union are required to pay an initial entry fee and thereafter an annual subscription. These fees are set by the Union and collected by the University on behalf of the Union. The entry fee, applicable to students admitted for the first time, is $100 and the annual subscription is $100. 7. Late charges: Students may be required to pay late charges for failure to complete certain University procedures by stipulated deadlines. These include overdue library books. Late charges are levied in accordance with the rules and regulations set by the respective offices. 8. Charges per person for on-campus student accommodation: Undergraduate Halls: Double rooms; $9,030 per residential year* Triple rooms; $6,760 per residential year*.Postgraduate Halls: Single rooms; $15,050 per residential year* University Apartments: Single rooms; $2,980 per calendar month (excluding utility charges) All rooms are air-conditioned and the charges do not include electricity charges for air-conditioning. All charges are paid in advance by instalments. ( * The 1999/2000 residential year covers 9 months from September 1999 to May 2000.) 9. Scholarships and Prizes The University administers a number of scholarships and prizes on behalf of individual and corporate donors. Most are awarded to students, without application, on the strength of academic merit and the recommendations of a school or department. Other scholarships may have conditions specified by the donor. Further details are available at the Student Affairs Office or from the website: http://www.ust.hk/scholarship. Postgraduate Studentships The University awards postgraduate studentships (PGSs) to selected full-time research postgraduates who consequently engage in ancillary teaching and/or research duties. In the 1999-2000 academic year, the rate of PGSs will be $15,500 per month.

Government Student Financial Assistance Full-time students who have the right of abode in Hong Kong or have resided or have had their home in Hong Kong continuously for three complete years immediately prior to the commencement of their year of study are eligible to apply to the Government Student Financial Assistance Agency for financial aid. Assistance is offered through two schemes: - Means-tested scheme: Under this scheme, means-tested awards are offered in the form of grants and/or loans. Grants are given for tuition fee and academic expenses while loans are for living expenses. The amount awarded is related to family income and financial status. Grants need not be repaid; loans are to be repaid at a relatively low interest rate of 2.5% per annum within a specified period after graduation or upon leaving the University.

- Non-means-tested loan scheme: This scheme offers loans up to the amount of tuition fee to applicants who do not apply for assistance or who fail to receive assistance from the means-tested scheme. It also allows students who receive assistance from the means-tested scheme to top up the grant and loan amount to its maximum level, subject to the non-means-tested loan maximum (equivalent to the amount of tuition fee) not being exceeded. Loans awarded are not means-tested. Students are expected to repay the loans at a cost recovery interest rate within a specified period after graduation or upon leaving the University. Students may apply for assistance from both schemes or either one. Application forms and further details may be obtained from the Government Student Financial Assistance Agency at 9/F, National Mutual Centre, 151 Gloucester Road, Wanchai, Hong Kong, or from the Student Affairs Office of the University. Students with financial difficulties are urged to apply for Government assistance as soon as it is open for application. University Loans and Bursaries Students with additional financial needs may apply for loans and bursaries administered by the University. In general, these funds are used to supplement, but not substitute for, Government financial assistance. Details of loans and bursaries are available at the Student Affairs Office..

A. TERMINOLOGY 1. Degree Program A degree program is an official program recognized by UGC (and JUPAS, as appropriate). A degree program constitutes a carefully constructed set of academic requirements, the successful completion of which is recognized by the award of a degree. The degree title appears on official diploma. Each program is given a unique program code, e.g. the Bachelor of Science program in Chemistry bears the code E440. Unless specified otherwise, the term "program" refers to a degree program wherever it appears in this Calendar. 2. Minor Program A minor program constitutes a distinct set of requirements that denotes a specific area or scope of study outside the general framework of the official degree program in which the student is enrolled. Successful completion of a minor program shall be noted on the diploma. In this Academic Calendar, a minor program may also be referred to as a "minor". 3. Option A postgraduate option is a program "nested" within an official postgraduate degree program which is handled within HKUST much as if it were a separate, free-standing degree program. An undergraduate option contains a distinct set of requirements within the general framework of an official undergraduate degree program that denotes a specific area or scope of study within the discipline. If the option is administered by more than one department, it will be designated as a joint option. Currently, only the Mathematical Sciences Option within the Bachelor of Science program in Mathematics is designated as a joint option. Regulations governing this joint option are described in Section 17.4 of the Undergraduate Regulations in this Calendar. The successful completion of the requirements of an undergraduate or postgraduate option is recognized on the transcript of the graduate, but not on the diploma. 4. Stream and Concentration For postgraduate programs, a stream is a program variation, and a concentration a defined grouping of electives, identified in the Academic Calendar, sometimes as a University-approved requirement and sometimes as a departmental recommendation..For undergraduate programs, the terms "stream" and "concentration" may be used by departments to indicate groupings of courses that will help students achieve particular educational or career goals. Departments may or may not require that students follow these recommendations. Completion of stream or concentration requirements is not formally noted on the official transcript. 5. Department The term "department" is used in the Calendar to include all academic departments, the two divisions in the School of Humanities and Social Science, and any other academic units administering programs, including minor programs. 6. Major Department A student's major department is the academic unit which offers the specific degree program in which the student is enrolled. 7. Course A course is the basic unit of instruction at the University and is usually taught in either the Fall or Spring Semester. Courses are offered by all academic departments, the two divisions in the School of Humanities and Social Science as well as the Language Center. All courses are designated by a course code, title and vector; e.g. CIVL 272 Soil Mechanics [3-0-3:3]. 8. Course Code Each course is identified by a course code which comprises a four-letter code followed by a three-digit number code. The letter code denotes either the area/ program of study or the course offering department. The 27 letter codes currently in use are: ACCT Accounting FINA Finance BICH Biochemistry GNED General Education BIOL Biology HUMA Humanities BISC Biological Science IEEM Industrial Engineering and BTEC Biotechnology Engineering Management CENG Chemical Engineering ISMT Information and Systems CHEM Chemistry Management CIVL Civil Engineering LANG Language COMP Computer Science MARK Marketing ECON Economics MATH Mathematics ELEC Electrical and Electronic MATL Materials Science and Engineering Engineering EMBA Executive MBA Program MECH Mechanical Engineering ENGG School of Engineering MGTO Management of Organizations ESCE Environmental Science and PHYS Physics Engineering SOSC Social Science.The last two digits of the number code represent a departmental coding series while the first digit indicates the course level: 0 = Introductory courses which are designed for undergraduate students without an advanced-level (AL) background in the subject area 1 = Undergraduate first-year level courses 2 = Undergraduate second-year level courses 3 = Undergraduate third-year level courses 5 = Postgraduate courses 6 = Postgraduate courses usually in the form of seminars, independent studies, reading courses or master research 7 = Postgraduate courses usually in the form of doctoral seminars or research For example, CIVL 272 denotes that it is an undergraduate second-year level course offered by the Department of Civil Engineering. 9. Course Vector and Credits Each course is assigned a course vector which indicates the number of instructional hours required and credits to be earned. The course vector is presented in the form of [L-T-Lab:C] where L = lecture hours per week T = tutorial, seminar or recitation hours per week Lab = laboratory or field study hours per week C = number of course credits For example, a course vector of [3-1-2:3] denotes a course that requires 3 lecture hours, 1 tutorial/seminar/recitation hour, and 2 laboratory/field study hours each week, and carries 3 credits. The credit value of a course depends on the required scheduled hours of instruction. Normally, one credit is designated for one lecture hour, one tutorial hour or three laboratory hours per week. Some sessions will be given less credit per hour if certain scheduled hours such as tutorials reduce the non-scheduled work expected of students.

B. GENERAL REGULATIONS Regulations described in this section apply to all students. Specific regulations for undergraduate or postgraduate students are found in the respective sections. 10. Student Conduct The University expects good conduct from all students. Rules and regulations are formulated and enforced to ensure the effective operation of the University, and the well-being of students and staff. 11. Regulations for Student Discipline 11.1 The University may take disciplinary action against a student of the university who violates any rules or regulations and/or commits any misconduct such as:-a. defamation of or assault on or battery against the person of any member of the University, including conduct which leads to the physical or emotional injury or which threatens the physical or emotional well-being of any member of the University; b. theft, fraud, misapplication of University funds or property of any kind; c. falsification or serious misuse of University documents or records; d. misrepresentations or false statements made in any application or document submitted to the University; e. wilful damage to or defacement of any property of the University; f. plagiarism in written assignments or cheating in tests or examinations; g. an offense in connection with examinations or violation of any of the regulations governing conduct at examinations; h. refusal to comply with any regulations or orders by authorized persons and bodies prohibiting any conduct which disrupts teaching, study, research or administration of the University. 11.2 Complaints against a student will be brought before the Student Disciplinary Committee by either the Vice-President for Academic Affairs, or the Vice-president for Administration and Business, and the Committee shall investigate and make findings upon them. 11.3 The Committee may order the imposition upon any student found to be guilty of any of the offenses specified in 11.1, any of the following penalties:-a. reprimand; b. fine (not exceeding five thousand Hong Kong dollars);.c. University community service; d. withdrawal of any academic or other University privileges, benefits, rights or facilities, other than the right to follow courses of instruction and present himself or herself at examinations; e. suspension of all academic or other privileges, benefits, rights or facilities; or f. expulsion from the University; and where applicable may require such student to make good any damage to property or premises caused by him/her. 11.4 The Committee, in addition to or as an alternative to imposing any of the penalties set out in 11.3, may report to the Council via the Senate the offense of which the student has been found guilty. The Council may, if it thinks fit, recommend to the Chancellor the deprivation of any degree, diploma, certificate or other academic distinction conferred upon such person. 11.5 An appeal against any finding or a penalty imposed by the Committee may be made within fourteen days to the Chairman of the Senate. Appeals must be in writing. 12. Academic Integrity and Discipline Academic integrity is basic to the work of all students at the University, and to scholarly and scientific work generally. Central to academic integrity is the presentation of one's own work as one's own, the acknowledgement of others' work, and the truthful reporting of results obtained. Students should acquaint themselves with the University's policy on academic integrity and discipline. 12.1 Academic Dishonesty There are a number of ways in which the tenets of academic integrity may be violated. The offenses stated below are by no means exhaustive and the determination of academic dishonesty will be based on the broader context of the students' possible intent to mislead an instructor or the University as to their academic achievement, status, or qualifications. "Students" as used here includes currently registered students as well as those who have graduated or left the University. Plagiarism is defined as the presentation of work which actually originates from other sources as one's own, for credit in a course or program of study or towards the fulfillment of degree requirements. It includes the presentation in theses, examinations, tests, term papers, and other assignments, of someone else's work without attribution, including the presentation of someone else's argument in one's own words without acknowledgement..Cheating is defined as the unauthorized giving, receiving or utilizing, or any attempt to do so, of information or assistance during a test or examination. Also included are the unauthorized receipt or conveyance, or the attempt to do so, of test or examination questions; giving or receiving assistance on an essay or assignment beyond what is approved by the instructor; impersonating someone else or causing or allowing oneself to be impersonated by someone else in writing or participating in a test or examination; the submission of any academic work containing a purported statement of fact, or reference to a source, which has been concocted; presenting for credit in any course or program of study, without the permission of the instructor concerned, academic work for which credit has previously been obtained or is being sought in another course or program of study in the University or elsewhere; and any other conduct designed to provide a misleading basis for judgment of the student's performance or academic standing. 12.2 Procedures in Case of Academic Dishonesty If an instructor suspects that an act of academic dishonesty has been committed, he or she may choose, in the first instance, to discuss the matter privately with the student concerned to arrive informally at a mutually acceptable resolution. However, in cases when such agreement is not possible and in which the instructor has strong reasons to believe that a breach of academic integrity has occurred, the instructor may wish to begin a formal process of enquiry by calling a meeting with the student according to the procedures outlined below. If the offense relates to the activities of an academic department, division, center or a similar unit, rather than a specific course, an appropriate member of the University staff arranges the meeting. In all cases, the student is informed of the purpose of the meeting in advance and the discussion is on record. If, after the meeting, the instructor, or other appropriate individuals as noted, is satisfied that no academic dishonesty has been committed, no further action will be taken. The decision is conveyed to the student. If the student admits the alleged offense, the instructor may recommend an appropriate sanction and the student is informed accordingly. A report will be made to the student's major department. If, however, the student denies the charge, or disputes the sanction, or fails to attend the meeting, and the instructor decides that an act of academic dishonesty has been committed, the instructor forwards the case to the department head for further action. 12.3 Sanctions The following sanctions may be imposed, singly or in combination, and will be noted in the student's file: verbal or written warning or reprimand; a lower grade or failure on the assignment or test or examination, which may result in a lower course grade including failure in the course; a make-up assignment or test or examination; a reduction of the final grade or a failure in the course as a penalty exclusive of any reduced grade; withdrawal of eligibility for future scholarships and other academic awards; ineligibility for honors upon graduation; suspension from the University for a set period or indefinitely; cancellation of academic standing or academic credits obtained thus far; withholding or rescinding an HKUST degree; any other sanctions, as deemed appropriate for certain offenses. 12.4 Student Rights and Obligations.Students have the right to be informed that an academic offense is suspected, to defend themselves against the charges and present evidence, and to meet with the authority imposing a sanction for this latter purpose. They should be informed of the verdict, the sanction, and the appeal procedures and should also be advised to approach the Director of Student Affairs for advice and guidance. An appeal may be made against either the verdict or the sanction(s) imposed. This must be made in writing within fourteen days of receiving the decision and should state the grounds on which it is made. Normally, appeals will be considered only on the grounds of procedural irregularity or new evidence. In some cases appeal decisions can be appealed against. At each stage, the student is informed if further appeal is possible and any conditions which may pertain. 13. Examination Regulations for Students 13.1 Students are not allowed to sit for a course examination if their names are not on the class enrollment list of the specific course concerned, and they will not be awarded a grade for the course. 13.2 Examinees will be asked to show their student identity cards for verification purposes. Students who are unable to present their cards will not be allowed to write the examination. 13.3 Examinees are not allowed to bring into or remove from the examination room any printed or written matter save with the express permission of an examiner or invigilator. Unless expressly permitted by the examiner, no books, paper, calculators, or any information storage and retrieval device will be allowed. 13.4 Normally, no examinees will be allowed to enter the examination room thirty minutes after the start of the examination, and no examinees will be permitted to leave the examination room within the first thirty minutes of the examination. An invigilator or examiner may waive this time limit under special circumstances, such as sickness. Late comers will not be given any extra time for the examination. 13.5 Examinees who are taken ill during the examination and have to leave the examination room are advised to proceed immediately to the Student Health Services on campus, if possible, or seek other appropriate medical assistance as soon as possible. 13.6 Examinees should only write on their answer books or on any supplementary answer books and sheets provided for the purpose and shall surrender all such materials in good order on leaving the examination room. Answers should be written on the right-hand page only, with the left-hand page used for rough work. The examiners may read only the right-hand page material..13.7 No conversation will be allowed during the examination and any questions must be addressed to an invigilator. Any misconduct, such as casual conversation, any form of communication among examinees, or causing disturbance to other examinees, will be warned in the first instance. On repetition of the misconduct, the examinee may be expelled from the examination room immediately and not be permitted to continue writing the examination, and a zero mark will be given for that examination. 13.8 Examinees may not be allowed to leave the examination room during the last fifteen minutes of the examination and must remain seated until the invigilator has collected all examination answer books. Examinees must hand in all answer books and supplementary sheets, whether unused or used for draft work, before they leave the examination room. 13.9 Examinees who fail to attend a scheduled examination will be given zero mark for that examination. Appeals for special consideration on the grounds of special circumstances such as medical reasons should be made to the Admissions, Registration and Records Office. 13.10 All examinations will be canceled when the Storm Warning Signal No. 8 is to be hoisted within two hours. When the Rainstorm Red Warning Signal is in effect, all scheduled examinations will be held as usual. If the Storm Warning Signal No. 8 or the Rainstorm Black Warning Signal is lowered on or before 6:30 a.m., all examinations starting from 8:30 a.m. and onwards will be held as scheduled. If the Warning Signal is lowered by 12:00 noon, all examinations starting from 2:00 p.m. and onwards will be held as scheduled. 13.11 In the event of cancellation of examinations as a result of Storm Warning Signal No. 8 or above being hoisted or Rainstorm Black Warning being issued, arrangements will be made for the examinations affected to be held as soon as practicable after the original examination period and candidates will be notified accordingly through public announcement. 14. Intellectual Property Rights The University has established policies defining the characteristics, development, procedures, responsibilities, and ownership of intellectual property for students, faculty and staff. The policies are organized into four different areas of interests: Copyright, Patents, Software, and Trade and Service Marks. A booklet dealing with each area is available from the Technology Transfer Center. As part of university policy, all students, faculty and staff are required to agree to and abide by these policies as a condition of admission or employment. The University may make changes to these policies from time to time. 15. Use of Human or Animal Subjects There are complex legal, regulatory and operational standards applicable to the care and use of human and animal "subjects" in educational, research and service programs. The term "subject" means that the person or animal is subjected to some planned activity for the purpose of effecting response or developing new scientific understanding. The Committee on Research Practices monitors the implementation of policies in this area. 16. Variance from Regulation.In general, request for a variance to the academic regulation should be made in the first instance to the student's major department, providing all the necessary supporting documents. It will then be submitted to the appropriate University authority for consideration. Any subsequent appeal against this decision may be made within two weeks of receiving notice of the decision and should be addressed to the next level of authority. Normally, the decision for this subsequent appeal is final..

Program Registration Registration in a program is in two parts: program registration and course registration. All students are required to complete both registration procedures in each semester. Program registration involves payment of tuition and other prescribed fees where appropriate and confirms students' enrollment status as a full-time student at the University. Failure to enroll in the program in any one semester will result in automatic withdrawal from the program and the University, unless a formal approval of Leave from Study has been obtained from the student's major department. A student must be officially registered in the program in the semester when he/she is being considered for graduation from that program. Each student enrolled in a specific program is subject to the requirements of the major department and the University. Exemption from specific requirements is possible, but only in well-justified circumstances and with written permission from the major department. Subject to the admission requirements of the minor programs and approval of the major department, students may apply to enroll in minor program(s) concurrently with their studies in the major program. In the 1999-2000 academic year, minor programs are offered by the Department of Mathematics and the School of Humanities and Scoial Science. As a registered full-time student, one may apply for hall residence and financial aid, as well as acquire information about student life and the University.

17.1 Study Commitment Students admitted are expected to study full-time for their degrees, and are cautioned that outside work commitments may impede their academic performance.

17.2 Double Registration. Unless prior permission from the Director of Admissions, Registration and Records is obtained, students are not permitted to concurrently register for another program at this University or at another post-secondary institution. Student enrollment lists are compared with those of other post-secondary institutions from time to time. If students are found to be registered elsewhere, they will normally be required to discontinue their studies at this University.

17.3 Length of Study Each program normally requires six semesters of full-time study, spreading over three years. Permitted Leave from Study will not count towards the limits on registration. Special permission, on the recommendation of the major department, is required from the dean of the student's school to extend a program beyond the sixth semester. Requests to extend the period of study into subsequent semester(s) for the purpose of meeting the requirements of a program other than the one the student is officially registered in will not be considered. Registration is normally not possible beyond the eighth semester. A student elected to be a member of the Executive Committee of the Students' Union may, with the approval from the dean of his/her school, reduce the semester study load during the term of office and extend the duration of study beyond the sixth semester for up to two semesters. A written application must be submitted to the dean within four weeks of the announcement of the election result. The applicant should not be on academic probation at the time of making the application. Otherwise, the dean has the discretion to deny the application. If approval is not granted to extend the duration of study, a student cannot continue registering at the University and is then considered to have withdrawn from the University. Appeal against the dean's decision should be addressed to the Vice-President for Academic Affairs. Students permitted to study beyond the sixth semester will register as full-time students, be subject to all University regulations, and be entitled to all normal student services. Fees will be charged on a per-credit basis, with the maximum amount payable not exceeding the prevailing tuition fee for the semester (see 'Fees' for details). However, student housing will not be available to such students unless special permission has been obtained from the Director of Student Affairs.

17.4 Joint Option (currently only for students in the Department of Mathematics) Students designated as pursuing a joint option require the approval of their admission to the option by the departments or schools jointly offering the option. They have the same priority of access to the courses specified in their option as do majors in those departments/Schools. Presently only the Mathematical Sciences Option within the Bachelor of Science program in Mathematics is designated as a joint option. Other Mathematics students may wish to follow the curriculum of this joint option but have access to courses outside their major departments only after major and joint option students have been accommodated. Their access cannot be assured. All students completing joint option requirements will be considered for the degree designation of that program, whether or not they were so designated previously. The class of honors, however, must be agreeable to both departments and their schools. Otherwise, the degree will be awarded by the Department of Mathematics only.

18. Course Registration. Course registration deals with the selection of and enrollment in appropriate courses for a specific semester. Students should select courses with reference to the curriculum requirements of their major program of study, and of the minor program(s) which they have enrolled in. Before enrolling in the course, students should acquaint themselves with the general rules for undergraduate course registration, read the course description carefully, and ensure that they meet the enrollment conditions as prescribed for the course. Student course registration for a semester requires approval from their major department; in the case of course registration for a minor program, from the school or department that offers the minor program. The student's program registration will be revoked without formal course registration. Students should ensure that they have properly registered in the courses. Students whose names are not on the class enrollment list of a course will not be allowed to sit for the examination of that course and will not be awarded any grade for the course.

18.1 General rules for undergraduate course registration a. Course Designations Courses specified in the undergraduate programs are designated as Core (C), Required (R) or Elective (E). Core courses must be taken in the semester indicated or, with departmental approval, earlier. In certain circumstances and with the permission of the major department, courses designated as Required may be taken at other times. Elective courses are selected by the student in the areas designated in the curriculum subject to departmental approval, and options exist as to when they may be taken. For individual programs, some courses may not be allowed for elective credits. b. Prerequisites, Corequisites, Exclusions and Background If so specified for a course, the prerequisite is a specific level of attainment in public examinations, or a course which must be taken and passed before a student may register for credit in the specific course. The corequisite is a course which must be taken at the same time as the specific course. Unless the course-offering department has granted an exemption from the stated prerequisite and/or corequisite, students should ensure that they meet the prerequisite and/or corequisite requirement for course enrollment. The background courses as identified in some course descriptions indicate the general level of desirable prior knowledge. It is the students' responsibility to ensure that they have the necessary background to undertake the course. The exclusion stated for a course is a specific level of attainment in public examinations, or a course (including special topics and directed study courses) which, if taken previously or concurrently, precludes registration for credit in the specific course. Students should ensure that they have not taken the stated exclusions for a specific course. c. Co-listed courses A co-listed course is a course offered under more than one course code. There may be different assessment schemes or assignments for the different course registrations, which will be explained to students at the beginning of the semester. Students may only register for one of the co-listed versions of the courses, and can only earn the credits of the course for which they are registered. d. Course Repeats Students may not repeat a passed course for upgrading purposes. A given failed course (graded F) may only be repeated once. Though the previous F grade will be reflected in the student's record, the new grade obtained after repeating the course will replace the previous F grade in the calculation of the cumulative and graduation grade averages. As failed courses shall not be credited towards a degree, a failed core or required course must be repeated. e. Course Auditing. With the permission of the course instructor, a full-time student may register in a course as an auditor, that is, to attend a course and to participate in activities up to and including writing the final examination but not receiving a regular letter grade. Subject to satisfactory completion of requirements set at registration by the instructor, the course will be designated AU on the student's transcript. Otherwise the course will be removed from the registration record. No course credit is given for audited courses.

18.2 Curriculum Requirements Each undergraduate degree or minor program has specific course and credit requirements which students are required to complete for graduation. Part of the requirements for a degree program is the general education requirement, which requires at least 18 credits of coursework in general education, inclusive of a) at least one course designated for general education by each of the other two schools offering undergraduate programs other than the student's own school, and b) at least 12 credits from the School of Humanities and Social Science, with at least one course in Humanities and one in Social Science. Programs in the School of Engineering that have attained or are seeking professional accreditation are excepted from this structure. They require at least 12 credits of coursework in general education offered by Schools other than the School of Engineering, of which at least one course shall be in Humanities and one in Social Science. Only courses that are designated to be general education courses can be used to count toward the general education requirement. Students should select general education courses from this designated set. Courses with the GNED code are also general education courses. Upon agreement of the school(s) concerned, these GNED courses can be used to substitute for the appropriate part of the above requirements, as indicated by the letter suffix attached to the course code: Letter suffix May substitute for the S Science general education elective requirement E Engineering general education elective requirement T Science or Engineering general education elective requirement B Business and Management general education elective requirement H Humanities and Social Science general education elective requirement. Notwithstanding this, students must take at lease one HUMA course and one SOSC course to meet the general education requirement. Courses used to satisfy other program requirements, whether or not they are designated as general education courses, will not also count towards satisfying the general education requirement. For students admitted in the 1999-2000 academic year, the specific course and credit requirements for each undergraduate degree and minor program are presented in the respective departmental entries in this Calendar. Students are required to follow the curriculum as described in this Calendar throughout their three years of study unless they are advised by the University of any subsequent modifications. For students admitted prior to the 1999-2000 academic year, the degree and minor program requirements specific to their year of entry are published in a separate "Undergraduate Curriculum Handbook", which is available from the Admissions, Registration and Records Office.. When selecting courses for registration in a semester, students should consult their departmental academic advisor and follow closely the pattern of study as set out for their program. In selecting elective courses, they should ensure that both the course and credit requirements for each elective type are met at the time of graduation. Students should note that all courses selected, including electives, need to be approved by the major department; or the minor department in the case of courses selected for the minor program. Students with a need to follow a different pattern of study for a semester must consult and obtain approval from the major department during the course registration period. They should be planning their study ahead in such a way that (i) they will have a manageable study load in that and subsequent semesters, (ii) they will have met the prerequisite requirement for enrolling in the core and required courses in subsequent semesters, and (iii) they can complete the program within six semesters.

18.3 Deviations from Curriculum Students are required to follow all course and credit requirements prescribed for their degree or minor program. Under exceptional circumstances, a deviation from the curriculum may become necessary in which a specific course is waived or substituted by another; or the requirements for an elective type is changed. The student should apply to the department concerned during the course registration period. The request would be considered and approved on the basis of individual merit.

18.4 Semester credit load for Executive Committee members of the Students' Union A student elected to be a member of the Executive Committee of the Students' Union may, with the approval from the dean of his/her School, reduce the semester credit load to a minimum of 6 credits per semester during the term of office as an executive committee member, and depart from the semester pattern of study for his/her curriculum. A written application must be submitted to the dean within four weeks of the announcement of the election results. The applicant should not be on academic probation at the time of making the application. Otherwise, the Dean has the discretion to deny the application. During the period of reduced credit load, the student shall register as a full-time student; be subject to all University regulations including the policy on academic standing; be entitled to all normal student services including hall accommodation; and will be charged tuition on a per-credit basis, with the maximum amount payable not exceeding the prevailing tuition fee for the semester (see 'Fees' for details).

18.5 Course Registration Changes a. Course add/drop Students may make changes to their course enrollment during the add/drop period which is scheduled at the beginning of each semester. Changes made in this period will not be reflected in the student's record. Requests for adding or dropping courses after the add/drop period will not be accepted except under extenuating circumstances. b. Course withdrawal After the add/drop period, requests to withdraw from courses will not be considered unless the withdrawal is due to extenuating circumstances beyond the control of the student. Students wishing to request for course withdrawal after the add/drop period will be required to provide the department with full justification for making the application. The request is first considered by the head of the department, and if supported, then by the dean of the school concerned, and finally the Office of the Vice-President for Academic Affairs. Once the approval is given, the Withdrawal without Penalty Grade 'W' is recorded as the course grade..19. Credit Transfer Transfer credits may be granted to a student in recognition of studies completed successfully elsewhere according to the procedures prescribed. Application should be made to the student's major department no later than one month after the commencement of the student's first semester of study following admission to, or return to study at, HKUST. Late application will not be considered. Official transcripts must be provided as evidence of the courses taken, supplemented by such other information as the department may require. Courses accepted for transfer credits must normally be at a level more advanced than studies for the advanced level (A-level) examinations and be taught by a recognized institution. The approval of the total number of credits to be transferred should be made with regard to the university policy that no student shall be permitted to graduate unless he/she has completed a minimum of one year of full-time study at HKUST and obtained a minimum of 35 HKUST credits. Transfer credits granted will not be included in the calculation of grade averages.

20. Transfer of Course Grades and Credits on Resumption of Studies For students who have previously taken courses at this University and are subsequently admitted (or re-admitted) to a program of study, both the grades and credits of the courses they have taken previously will be transferred to the program of study they are admitted (or re-admitted) to. Such transfer of course grades and credits is restricted to courses which have been taken within five years prior to the students' admission (or re-admission) to the University; and that these credits must not have been used to earn any academic qualifications either at this University or elsewhere.

21. Assessment 21.1 Course Grading The instructor in each course will announce the course grading scheme to the class in the first week of lectures. Grades given for each course are based on student performance in the final examination, tests, essays, reports, assignments, presentations and other forms of classroom participation, and laboratory exercises, although not all these elements may be present in each course. A failing grade in the laboratory component of a course, if any, may result in a failure in the whole course. Students will not be given any grades for the course nor be allowed to sit for the examination of that course if their names are not on the class enrollment list. Final examinations are scheduled following the end of lectures.

21.2 Absence from Final Examination. Students who fail to attend a final examination as scheduled will be given zero mark for that examination. If the absence is due to extenuating circumstances beyond the student's control, such as medical emergencies, he/she may apply to the Admissions, Registration and Records Office (ARRO) within one week from the missed examination for a make-up examination to be held. For absence due to medical reasons, the student is required to submit certification issued by a registered medical practitioner. Appropriate documentation would be required for absences due to other reasons.

The ARRO will decide, in consultation with the Office of the Vice-President for Academic Affairs and the Department/Course Instructor concerned, whether the student's application should be approved. The student will be notified of the result of the application within one week from the date the application is lodged with ARRO. The make-up examination will be held within five weeks after the regular examination period. The format of the make-up examination will be decided by the course instructor concerned.

21.3 Supplementary Examinations Supplementary examinations will be arranged for students who receive the Conditional Failure (E) grade. A supplementary examination will be scheduled approximately two weeks after the release of grades by departments. The grade for a supplementary examination will normally be D or F. Students who fail to attend the supplementary examination will receive an F grade for the course.

21.4 Grades for Undergraduate Courses Students receive a letter grade in each course in which they are enrolled. Grades range in equal increments from A+ to E/F, with E/F carrying zero credit. The grades D- and D+ are not used as course grades and are omitted from the following table. For the purpose of calculating the grade averages, numerical points are assigned to the letter grades. A student receiving the Conditional Failure (E) grade has an opportunity to take a supplementary examination. A failed course (graded F) cannot be credited towards a degree, and a failed core or required course must be repeated. The Audited (AU) designation will be assigned when an auditing student has completed, to the satisfaction of the instructor, the conditions established at registration as an auditor. If the conditions are not met, the course will be deleted from the student's record. An Incomplete (I) designation is used when work is necessarily delayed through no fault of the student, such as a medical problem or an equipment breakdown. This grade must be converted to a regular grade by the beginning of the next semester; otherwise it is converted to F.

The Withdrawal without Penalty (W) designation is given when a student withdraws from a course after the add/drop period. The Pass, Ungraded (P) grade is given for courses that are so indicated in the course description in this Calendar. The Permitted to Proceed (PP) designation may be given in two-part or three-part project courses which are so indicated in the course description. When progress in thesis or project work is satisfactory but not scheduled for completion at the end of a semester, the PP designation will be used. It will be converted to the grade given at the end of the final part of the course. The PP designation is also used at the end of the first semester of a two-semester course. In this case, the PP designation is left unchanged when the final grade is recorded at the end of the second semester.

21.5 Grade Reports After the examination period, students are required to check their own course grades which are available on the web-based student records system. Course grades will be posted on this web-based system as soon as they become available, but not later than six working days from the last day of the examination period for the semester. Printed grade reports are no longer issued to students.

21.6 Grade Review A student may apply for a grade review in a course in which the student was enrolled in the semester just completed. This request should be made to the department offering the course within two weeks from the day on which grades are posted. If a review is granted, the grading will be reviewed by the course instructor or another member of the departmental faculty within three weeks after the date of grade posting. Any subsequent appeal against the departmental decision must be made to the dean of the school concerned within two weeks of receiving the decision. The dean's decision is final.

21.7 Grade Averages There are three grade averages: the semester grade average (SGA), the cumulative grade average (CGA) and the graduation grade average (GGA). SGA is the combined grade average covering all courses taken in the semester and the session immediately following. CGA is computed based on all the courses taken by the student which are expected at the time of calculation to be applied towards the degree requirements in the current program. GGA is calculated at graduation from the courses that are presented for the award of a degree. When a student is to graduate with minor(s), all courses that count toward the minor program(s) must be included in the calculation of the GGA.. In the calculation of SGA and CGA, each course is given a weight equal to its credit value. However, in computing the GGA, a weight of one is given to courses numbered below the 200-level, and a weight of two to courses numbered at 200-level or above(1). Transfer credits and courses with the P, I, W, PP or AU designation are omitted from the calculation of all three grade averages. All grade averages are reported using numerical points ranging from 0.00 to 12.00. 22. Academic Honors The academic honors are bestowed to students to recognize their outstanding academic attainment both on a continuous basis and upon graduation.

22.1 Dean's List Undergraduate students will be placed on the Dean's List at the end of a semester as an award for their accomplishment of a semester grade average (SGA) of at least 10.00 calculated from at least twelve credits enrolled and completed in the semester; and no failure in any course enrolled for the semester.

22.2 Academic Achievement Medal The Medal is awarded to the graduate(s) with outstanding academic performance in the year of their graduation. To be considered as a recipient of the award, a student should (a) be graduating from a bachelor's degree program; and (b) have no record of course failures during his/her study at HKUST; and (c) have achieved a final cumulative grade average (CGA) of at least 10.75. The final CGA should include at least 60 HKUST credits in the calculation.

22.3 Humanities and Social Science Dean's Award This Dean's Award is awarded to students who have completed the minor program offered by the School of Humanities and Social Science with outstanding academic performance. The Humanities and Social Science Dean's Award will be noted on the student's transcript, when the student (a) has completed the requirements for graduation, including all requirements for the minor program; and (b) has achieved a cumulative grade average of 10.0 or above in all courses presented in completion of the requirements of the minor program; all of these courses must be taken at HKUST. 23. Academic Probation. A student will be put on academic probation in the following semester when his/her semester grade average (SGA) is below 3.50 (C-). Students on academic probation must take a reduced study load and seek academic counseling from his/her academic advisor/counselor in the department. If necessary, he/she should also see the Counselor of the Student Affairs Office. The Department will decide on the reduced study load, with reference to the following guideline: - students who failed 0-4 credits in a semester must not take more than 17 credits in the following semester; - students who failed 5-8 credits in a semester must not take more than 15 credits in the following semester; - students who failed 9-12 credits in a semester must not take more than 12 credits in the following semester. The Admissions, Registration and Records Office will be kept informed of the reduced study load and/or other course(s) of action that the Department has decided upon for the students on probation. The academic probation will be lifted, when the student has obtained an SGA of 3.50 or above at the end of the probation semester. Otherwise the probation will continue to apply to the student in the following semester. A student will be subject to academic dismissal, if he/she fails to have his/her probation lifted after having been on probation for two consecutive semesters; or when he/she fails in two consecutive semesters to obtain a passing grade in any of the courses registered in those two semesters. Appeal against a dismissal decision should be supported by substantiative evidence and be submitted to the Vice-President for Academic Affairs within two weeks of receiving notice of the decision. 24. Failure in a core or required course twice Students must take and pass all core and required courses specified for their program of study. When a student fails a core or required course twice, the major department may recommend that the student be dismissed from the University. This requires endorsement by the Dean and approval by the Academic Progress Review Panel. An appeal against the Panel's decision should be made to the Vice-President for Academic Affairs. Alternative actions based on individual exceptional circumstances may be approved in consultation with the Office of the Vice-President for Academic Affairs.

25. Graduation and Degree Classification 25.1 Consideration for graduation To be considered for the award of a bachelor's degree, a student shall have obtained grade D or better (or P where appropriate) in the courses required by the program, and have accumulated a minimum total number of 100-105 credits, as specified by the program. For students who are granted transfer credits, a minimum of one year's full-time study at HKUST and a minimum of 35 HKUST credits are required for consideration of a degree award. A student will be awarded a bachelor's degree only for the program in which the student has officially registered.. To be considered for completion of a minor program in humanities, mathematics and/or social science, a student must have attained a grade average of 3.50 in courses taken within the respective minor program(s). A student will be certified completion of a minor program only when he/she has officially registered in that minor program.

25.2 Policy on granting of dual program designations on a single degree Notwithstanding 25.1 above, a student may be considered for the award of dual program designations on a single degree (for example, the BBA in Economics and Marketing) upon completion of the program requirements of two program designations (for example, Economics and Marketing) and upon approval by both departments offering the programs. In the case of a joint designation involving two schools, school level approval is necessary. The number of program designations to be awarded is limited to two only and the programs that make up the dual designations must all lead to the same undergraduate degree (BBA or BEng or BSc). The student must complete the program requirements of both program designations within the normal period of study, i.e. three years for students admitted without credit transfer. (If approval has been granted to extend the period of study for reasons unrelated to pursuit of the dual program designations, this restriction will apply to the extended period).

25.3 Degree classification a) All undergraduate programs are honors degree programs and the degrees are classified as follows: First Class Honors Second Class Honors, Division I Second Class Honors, Division II Third Class Honors Pass

b) The classification of a student's degree shall be based on the graduation grade average (GGA), the recommendation of the student's major department and the board of the school in accordance with the standards specified by the Senate. In the case of a joint option, the classification shall be agreeable to the schools jointly administering the program.

c) In addition to obtaining the required GGA, students being considered for the award of First Class Honors must also meet the additional requirement that they must not have any uncleared course failures (i.e. "Failure" (F) grades not subsequently converted into a passing grade) during their study at the University.

d) In determining the class of honors for a degree with dual program designations, the requirements of both programs will be given equal weight, for example, by including in the calculation of the graduation grade average (GGA) the grades in all courses required by both programs. Surplus courses may be excluded from the GGA only by agreement of both programs, and the class of honors to be awarded must be jointly recommended. e) The final decision on the degree classification is made by the University Senate. 26. Inter-departmental / Program Transfer. A student may change from one program of study to another with the permission of the major department to which the student wishes to transfer. Normally, the transfer will not be effected until the following semester. When the student is transferred from one program to another, the entire course grade and credit record of the student will be carried forward to the new (transfer-in) program and will be used in the calculation of grade averages. The transfer-in department will decide on the courses and the number of credits the student is required to complete for graduation from the new program. Students who are suspended from their program of study may apply for inter-departmental transfer any time during their suspension period. Transfers, if approved, will only take place after the suspension period has expired. In special cases when immediate transfer is justifiable academically, the receiving department may, in consultation with its dean, grant immediate transfer.

27. Program Withdrawal Students who withdraw or are required to withdraw from the University must complete the clearance procedures with the Admissions, Registration and Records Office, the Library, the Student Affairs Office, the Finance Office and the department. They may, subsequently, apply for admission to the University by following the admission procedures described here.

(1) This rule on GGA calculation only applies to students admitted in 1997-98 and after. For students admitted prior to 1997-98, each course is given a weight equal to its credit value in the computation of the GGA.

Program Registration Program registration involves payment of tuition and other prescribed fees where appropriate and confirms students' enrollment at the University. Failure to enroll in the program in any one semester will result in automatic withdrawal from the program and the University, unless a formal approval of Leave from Study has been obtained from the student's major department (see section 28.3 below). Moreover, a student must be officially registered in the program in the semester when he/she is being considered for graduation from that program. Each student enrolled in a specific program is subject to the requirements of the major department and the University. Exemption from specific requirements is possible, but only in well justified circumstances and with written permission from the major department. As a registered full-time student, one may apply for hall residence and financial aid, as well as acquire information about student life and the University..28.1 Full-time and Part-time Study Most postgraduate degrees are available on both part-time and full-time basis. The taught programs leading to the MSc, MA and MBA degrees are suitable for students interested in part-time study. The MPhil and PhD are research degrees, and students in some disciplines may be required to participate in research on a full-time basis. Postgraduate students may apply to their department, prior to the beginning of any semester, for transfer from full-time to part-time status or from part-time to full-time status. When such a transfer is allowed, the remaining degree requirements will be determined. Full-time students in taught programs are expected to be in attendance during those semesters and sessions for which their programs are scheduled. Research students are expected to be in attendance on a year-round basis. For part-time students, attendance shall be as above except on a part-time basis as defined by the requirements of their programs.

28.2 Study Commitment Students admitted to a full-time program of study are expected to study full-time for their degrees, and are cautioned that outside work commitments may impede their academic performance.

28.3 Leave from Study Students are discouraged from interrupting their program of study. With sufficient justification, a student's major department may approve a Leave from Study of one semester. Requests for Leave from Study for two consecutive semesters require the approval of the relevant Dean. Leave from Study for more than two consecutive semesters will normally not be considered. Any exceptions to this policy require the approval of the Office of the Vice-President for Academic Affairs.

28.4 Double Registration Unless prior permission from the Director of Admissions, Registration and Records is obtained, students are not permitted to concurrently register for another program at this University or at another tertiary institution. Student enrollment lists are compared with those of other tertiary institutions from time to time. If students are found to be registered elsewhere, they will normally be required to discontinue their studies at this University.

28.5 Late Registration Non-local postgraduate students admitted to the University in a particular academic year must complete registration in their programs by the end of the add/drop period in the Fall or Spring Semester. No deferment of registration is granted for more than two semesters. The admission offers made to prospective students who are not able to adhere to the above deadlines will become void. They will have to re-apply for admission to the University as new applicants.

28.6 Adherence to the Curriculum. Beginning 1996-97 academic year, all new postgraduate students must adhere to the curriculum of the year of entry throughout their program of study. Departments should, as far as possible, deliver the curriculum advertised unless due to special circumstances, changes to the original curriculum are necessary or advantageous.

28.7 Duration of Study Taught master's programs For full-time MSc and MA students, the normative period for completing the degrees is one or one and a half years as specified by individual programs. Part-time students may expect to take twice the time of full-time students. The normal period for completing the MBA program is two years.

Research degree programs The normal period for completing the PhD degree in full-time mode is four years after the first degree with a reduction of one and a half years if a relevant master's degree is earned prior to entering the PhD program. For the MPhil degree in full-time mode, the normal period of study is two years.

Time restrictions on degree completion The maximum time allowed for degree completion is five years for the master's degree and eight years for the doctoral degree, with a one-and-a half-year reduction if a relevant master's degree is earned prior to entering the PhD program. These time limits are in effect whether or not the student is in continuous registration. Time limits for part-time study are the same as for full-time study.

28.8 Students Studying Taught Programs Beyond the Normal Duration of a Program Students on taught postgraduate programs who have to extend their enrollment beyond their normative period of study are allowed to pay a partial fee, based on the number of credits they enroll for. The partial fee system is restricted to only one semester of study beyond the normal period of study for the program the student is enrolled in. Details of the per credit charge can be found on here.

28.9 Tuition Fee for Research Postgraduates Studying Beyond the Normal Period To encourage postgraduate research students to complete their studies at the earliest possible time, a refund mechanism has been introduced so that those who have met their program and residency requirements within the first three calendar months of the start of a semester are entitled to a partial refund of the tuition fee paid for that semester. Details of the refund arrangements can be found here. 29. Course Registration.Course registration deals with the selection of and enrollment in appropriate courses for a specific semester. Course registration for a semester requires approval from the major department. The student's program registration will be revoked without formal course registration. Students should ensure that they have properly registered in the courses specified for a semester. Students whose names are not on the class enrollment list will not be allowed to sit for examination(s) of the specific course(s) concerned and will not be awarded any grades for the course(s). Students should acquaint themselves with the general rules for postgraduate course registration and departmental course requirements for the program. They should also read the course description and requirements carefully before selecting a course. Other than courses that are graded Pass or Fail as indicated in the course description, students from the School of Engineering may make request at course registration time (up to the end of add/drop period) for a course to be graded Pass or Fail provided that the course is not counted toward their graduation requirements. Special approval must be obtained from the major department and the course instructor concerned.

29.1 Course Requirements Credit requirements for postgraduate degrees apply only to course and project work, not to thesis research. For students on taught postgraduate programs, unless restricted by departmental requirements, a maximum of nine credits of undergraduate courses at the 300-level may be used for postgraduate credit. Of the nine credits, no more than six may be from the student's major department. For students on research degree programs, unless restricted by program regulations, a maximum of six credits of undergraduate courses at the 300-level may be used for postgraduate credit. Of the six credits, no more than three may be from the student's major department. Additional stipulations on the use of 300-level courses to gain advanced standing credits can be found under Section 31. For all postgraduate programs, the average course grade obtained for satisfying degree requirements must at least be 'B'. The study load requirements for postgraduate programs are as follows:

Taught master's programs The normal study load for full-time students on taught master's programs is twelve credits per semester, with nine credits being the minimum. The MBA and the MSc programs offered by the School of Business and Management, however, have a heavier study load than other taught postgraduate programs. For part-time students, the maximum study load is eight credits per semester.

Research degree programs The normal study load of full-time research degree students is ten credits per semester whereas the maximum study load for those in part-time mode is eight credits per semester.

29.2 Course Repeats. A course with a grade less than C shall not be credited towards a degree although it will be reflected in the student's record. Only two courses (excluding audited courses) in a degree program may be retaken, and each may be repeated only once. The new grade obtained after repeating a course will replace the previous grade in the calculation of the cumulative and graduation grade averages.

29.3 Course Registration Changes

(a) Course add/drop Students may make changes to their course enrollment during the add/drop period which is scheduled at the beginning of each semester. Changes made in this period will not be reflected in the student's record. Requests for adding or dropping courses after the add/drop period will not be accepted except under extenuating circumstances.

(b) Course withdrawal After the add/drop period, requests to withdraw from courses will not be considered unless the withdrawal is due to extenuating circumstances beyond the control of the student. Students wishing to request for course withdrawal after the add/drop period will be required to provide the department with full justification for making the application. The request is first considered by the head of the department, and if supported, then by the dean of the school concerned, and finally the Office of the Vice-President for Academic Affairs. Once the approval is given, the Withdrawal without Penalty Grade 'W' is recorded as the course grade.

29.4 Corequisites, Prerequisites, Exclusions and Background For a course with a corequisite designated, both courses should be taken concurrently. If a course designates other courses as its prerequisites, students must have taken and passed the prerequisite(s) before they may register in the course, unless exemption is granted by the department offering the course. If a course has exclusions specified, students are not allowed to register in the course if they have already taken and passed any of the stated exclusions. Also students are not allowed to enroll in a course together with any of its stated exclusions in the same semester. A course may require a certain general level of desired prior knowledge as background. Students should ensure that they have the necessary background to undertake a course, and may seek help from their departmental advisors.

29.5 Co-listed Course. A co-listed course is a course offered under more than one course code. There may be different assessment schemes or assignments for the different course registrations, which will be explained to students at the beginning of the semester. Students may only register for one of the co-listed versions of the courses, and can only earn the credits of the course for which they are registered.

29.6 Course Auditing With the permission of the course instructor, a full-time student may register in a course as an auditor, that is, to attend a course and to participate in activities up to and including writing the final examination but not receiving a formal grade. Subject to satisfactory completion of requirements set at registration by the instructor, the course will be designated AU on the student's transcript. Otherwise the course will be removed from the registration record. No course credit is given for audited courses. 30. Course Exemption Course exemption may be granted if the student can produce evidence, such as a transcript and course syllabus, that a course is equivalent in content to another course taken elsewhere, for which a satisfactory grade has been obtained. No credits will be given for the exempted course, and the student may be required to take an approved alternative course. 31. Advanced Standing Advanced standing may be granted to students in recognition of studies completed successfully elsewhere. Application must be made to their major department during their first semester after admission. Late applications will not be considered. Conditions on the granting of advanced standing credits are as follows: a. No more than half of the required course work for students on taught postgraduate programs can be granted advanced standing credits; b. Credits earned at the undergraduate level can only be used for advanced standing purpose if the credits had not been used for the award of another academic qualification and that the course must be at the 300-level, and c. Advanced standing credits cannot be granted in recognition of non-course work experience or research work completed either at the University or at other institutions. The amount of advanced credits to be granted will be determined by the major department on review of past academic records and the level of equivalence to HKUST courses required. Advanced standing credits granted will not be included in the calculation of grade averages..32. Transfer of Course Grade and Credits on Resumption of Studies Students who had previously withdrawn from their program of study at the University but who, after a period of time, are re-admitted to a program of study at the University, may be allowed to transfer their previous course grades and credits to the new program of study. Such a transfer of course grades and credits is restricted to courses which had been completed within five years prior to the resumption of studies at the University. In addition, these credits must not have been used to earn any academic qualifications either at the University or elsewhere. 33. Assessment 33.1 Course Grading Grades given in each course are based on student performance in the final examination, tests, essays and reports, presentations and other forms of classroom participation, assignments, and laboratory exercises, although not all these elements may be present in each course. A failing grade in the laboratory component, if any, of a course may result in a failure in the whole course. The instructor in each course will announce the course grading scheme to the class in the first week of lectures. Students will not be given any grades for the course nor be allowed to sit for the examination of that course if their names are not on the class enrollment list. Final examinations are scheduled following the end of lectures.

33.2 Absence from Final Examinations Students who fail to attend a final examination as scheduled will be given zero mark for that examination. If the absence is due to extenuating circumstances beyond the student's control, such as medical emergencies, he/she may apply to the Admissions, Registration and Records Office (ARRO) within one week from the missed examination for a make-up examination to be held. For absence due to medical reasons, the student is required to submit certification issued by a registered medical practitioner. Appropriate documentation would be required for absences due to other reasons. The ARRO will decide, in consultation with the Office of the Vice-President for Academic Affairs (VPAAO) and the Department/Course Instructor concerned, whether or not the student's application should be approved. The student will be notified of the result of the application within one week from the date the application is lodged with ARRO. The make-up examination will be held within five weeks after the regular examination period. The format of the make-up examination will be decided by the course instructor concerned. . 33.3 Postgraduate Grades Students receive a letter grade in each course in which they are enrolled. Grades range in equal increments from A+ to F, with F carrying zero credit. The grades C- to D-, and E, are not used in postgraduate courses. The grades used are shown in the following table. The Audited (AU) designation will be assigned when an auditing student has completed, to the satisfaction of the instructor, any conditions established at registration as an auditor. If the conditions are not met, the course will be deleted from the student's record. An Incomplete (I) grade is used when work is necessarily delayed through no fault of the student, such as a medical problem or an equipment breakdown. This grade must be converted to a regular grade at the beginning of the next semester; otherwise it is converted to F. The Withdrawal without Penalty (W) grade is given when a student withdraws from a course after the add/drop period. The Pass, Ungraded (P) grade is given for courses which are indicated in the course description in this Calendar that they will be graded as such. A failed course (graded F) cannot be credited towards a degree. When progress in thesis or project work is satisfactory but not scheduled for completion at the end of a semester, the Permitted to Proceed (PP) grade is used.

33.4 Grade Reports After the examination period, students are required to check their own course grades which are available on the web-based student records system. Course grades will be posted on this web-based system as soon as they become available, but not later than six working days from the last day of the examination period for the semester. Printed grade reports are no longer issued to students.

33.5 Grade Review. A student may apply for a grade review in a course in which the student was enrolled in the semester just completed. This request should be made to the department offering the course within two weeks from the day on which grades are posted. If a review is granted, the grading will be reviewed by the course instructor or another member of the departmental faculty within three weeks after the date of grade posting. Any subsequent appeal against the departmental decision must be made to the dean of the school concerned within two weeks of receiving the decision. The dean's decision is final.

33.6 Grade Averages A grade average (GA) is the average weighted grade obtained in a group of courses where each course is given a weight equal to its credit value. Advanced credits, exchange credits and courses graded P, I, W, PP and AU are omitted from this calculation. There are three grade averages. The semester grade average (SGA) is the combined grade average covering all courses taken in both the semester and the session immediately following. The cumulative grade average (CGA) is based on all the courses taken by the student which are expected at the time of calculation to be applied towards the degree requirements in the current program. At graduation, a graduation grade average (GGA) will be calculated from the courses that are presented for the award of a degree. All GAs are reported using the closest letter grade, including C- to D- although they are not course grades. 34. Thesis Format The thesis shall conform in layout, binding and presentation to the requirements prescribed by the Department. General University guidelines require that a thesis should: - be written in English; - have a title page giving the thesis title, the student's name and academic degree(s), the name of the department, the name of the degree for which the thesis is presented, and the month and year of submission; - contain a paginated table of contents and a list of references; - be printed on one side only of international size A4 80 to 90gsm woodfree paper (297mm x 210mm); - have all textual materials double-spaced, although long quotations, references and footnotes may be single-spaced; - be adequately referenced and clearly punctuated; and - include an abstract of not more than 300 words summarising the content of the thesis.. Students in the School of Humanities and Social Science who are pursuing research work in the areas of Chinese Studies, and who can demonstrate a need to use Chinese to write their theses should seek prior approval from the School of Humanities and Social Science via their supervisors and the divisional head. If approved, students are also required to produce a translation of the abstract into English. 35. Conduct of Thesis Examinations A student wishing to appear before a thesis examination committee must so indicate to the major department at least six weeks before the examination, and have delivered to the department a sufficient number of examination copies at least four weeks before the examination. For a PhD thesis, the number of copies is seven, and for the MPhil four. One of these copies will be put on display prior to the examination for perusal by departmental faculty and students and other members of the University community and members of the public. The thesis examination takes place in a single session and comprises four parts, the first two of which are open to all members of the University and to departmental guests. The third part is closed to all but the student and the committee, and the fourth is a closed session of the examiners in the absence of the candidate. The first part is an oral presentation by the student, emphasising the major elements of the research and the results obtained. Next is an open questioning period, involving first members of the thesis examination committee, and subsequently, others in attendance. During this part of the examination, all questions are addressed through the chairman and any dialogue limited to the student and the individual questioner. The third is a closed session involving a less formal discussion between the student and the examination committee on his research. At the end of this part of the examination, the candidate must leave the examination venue. The fourth and final part is a closed session involving only the committee to assess the thesis, and the performance of the candidate. In arriving at a decision, the votes of members of the thesis committee carry equal weight. The chairman is responsible for advising the committee the vote of the external examiner in absentia, if applicable. A report on the thesis examination is then prepared by the chairman, together with members of the thesis examination committee. 36. Outcome of Thesis Examination A thesis examination can have one of the following results: Passed* Passed* subject to minor corrections Passed subject to major corrections Failed but may be resubmitted Failed * The 'Passed with Distinction' category is no longer used from Spring Semester 1995/96 onwards..37. Post-thesis Examination Arrangements If a thesis has been graded 'Passed subject to minor corrections', the corrections are to be made to the satisfaction of the supervisor. The final version of the thesis should be submitted to the supervisor for checking and verification before it is submitted to the department to complete the degree requirements. A thesis graded 'Passed subject to major corrections' when re-submitted, requires the approval of the full examination committee. The result 'Failed but may be re-submitted' requires that the entire examination process be repeated, including the re-establishment of an examination committee. At least six months must pass before the thesis can be re-submitted for examination. Students can apply for transfer to part-time mode of study during the re-writing process of the thesis. A 'Failed' grade results in the automatic withdrawal of the student from the program of study and the termination of registration at the University. 38. Submission of the Final Thesis On successful completion of the thesis examination, an MPhil student must, within one week, submit three clean unbound original copies of the thesis to the department, which will arrange for the appropriate signatures of approval, and forward the signed copies to the Admissions, Registration and Records Office for their action. When bound, two copies will be retained by the Library and one by the department. For PhD students, the arrangement is the same as that for MPhil students, except that four original copies of the thesis are required, instead of three. 39. Academic Standing - Progress of Postgraduate Students The academic standing of all postgraduate students is periodically reviewed by their departments. Unsatisfactory performance may result in students being denied the opportunity to continue their studies. In order for postgraduate students to attain good academic standing, they must (i) obtain a cumulative grade average (CGA) of B or better, and (ii) show a reasonable progress towards degree completion at the end of each semester.. Students who fail to maintain good academic standing in a semester will be issued a letter of warning by the Head of Department. Students who fail to maintain this standing in two consecutive semesters will have their records reviewed by the Department and may be required to take academic leave and have their study at the University suspended. The suspension period will last from one to three semesters during which students may apply for re-enrollment in their program of study at the end of their suspension. If this application is approved, certain conditions may apply and the student must regain good academic standing in the semester immediately following re-enrollment. Students will be required to withdraw from the University if the conditions are not met. If re-enrollment in the program is not granted by the expiry of the suspension period, the suspension will be converted to a required withdrawal from the University. 40. Residency Requirements Normally, a full-time research student is required to be on campus full-time and consequently in such geographical proximity as to be able to participate fully in University activities associated with the program. Residency provides the student with an opportunity to become immersed in the intellectual environment of the University. Also included in residency are periods during which the student's research requires off-campus field or non-HKUST laboratory work. Normally, the residency requirement for an MPhil degree is four full-time semesters and that for a PhD degree is eight. In many departments, the semester may include all or part of the subsequent session. A semester of residency of a part-time student counts as a one-half semester of residency. Students who have not completed their thesis work should continue registration on a full or part-time basis, without interruption. These residency requirements do not apply to taught postgraduate programs which are defined by the semesters and sessions in which the programs are scheduled. 41. General Requirements of Taught Master's Programs 41.1 MSc and MA Programs These are course work degrees for which students must fulfill a minimum course requirement of 30 credits. Students may also undertake a project described in the departmental Calendar entries. Projects require the submission of a written report, as specified by the department, and carry a maximum of nine credits. Each report will be read by two faculty members, one of whom is the supervisor. Letter grades instead of 'Pass' or 'Fail' grades are used for grading projects from Fall Semester, 1996/97 onwards.

41.2 MBA Program Requirements for the full-time and part-time MBA program are described in the School of Business and Management section of this Calendar..42. General Requirements of Research Degree Programs

42.1 MPhil Programs In addition to course work requirements, if any, described in the departmental entries of this Calendar, MPhil students will undertake a program of thesis research under the direction of a supervisor appointed by the department. On commencement of study, each MPhil student is assigned an interim supervisor. This supervisor works with the student to map out a tentative program of study and research, and to identify a research supervisor. The research supervisor, when appointed, replaces the interim advisor. MPhil research is conducted under the general supervision of a thesis committee of at least three faculty members, one of whom is the designated thesis supervisor and committee chairman. When the thesis is ready for examination, to the satisfaction of both the student and the supervisor, the department head appoints an examination committee consisting of three faculty members. One is the supervisor and another is appointed as chairman. The committee examines the thesis and conducts an oral thesis examination. Theses are graded Pass or Fail. 42.2 PhD Programs PhD programs focus on original research by the student, but most also require course work. Doctoral students proceed from admission to the program, to candidacy for the degree, and then to defense of the thesis. Each has a thesis supervisor who oversees the student's research. Candidacy is obtained by the successful completion of qualifying examinations specified by the department. PhD research is conducted under the general supervision of a thesis committee of at least three faculty members, one of whom is the designated thesis supervisor. The five-member thesis examination committee is appointed by the Office of the Vice-President for Academic Affairs on the recommendation of the department. The committee is chaired by an individual from outside the school, who is appointed by the Office of the Vice-President for Academic Affairs from a pool of senior faculty nominated by the dean of each School. This person presides over the examination, but is not one of the five members who are: the thesis supervisor, two academic staff members from the department, one academic staff member from outside the department, and one member external to the University who has expertise in the field being examined. Theses will be graded Pass or Fail..43. Inter-departmental / Program Transfer A student may change from one program of study to another with the permission of the major department to which the student wishes to transfer. If a transfer is approved, that department will determine which credits from the student's former program apply to the new program. Normally, the transfer will not be effected until the following semester. Students who wish to transfer to another program of study in the middle of a semester should obtain the prior approval of the major department and the relevant Dean's Office. Unless there are extenuating circumstances, requests for program transfers to be effected in the middle of a semester are not supported. 44. Program Withdrawal Students who withdraw or are required to withdraw from the University must complete the clearance procedures with the Admissions, Registration and Records Office, the Library, the Student Affairs Office, the Finance Office and the department.. Under such a close cooperation, the products developed in this CRC will be very practical and ready for mass production. Thus, the results of this CRC will be of significant benefit both to Hong Kong generally and to the building industries in particular. Postgraduate research assistantships are offered through the funds of the Center. The research assistants will be trained not only with academic merits but also industrial experiences. The current focus of the Center is to develop low-cost flip-chip on printed circuit board (FCOB) technology for single and multi-chip packages. FCOB technology enables electronic manufacturers to produce smaller electronic devices, such as wireless handset and personal digital assistant, with higher performance and better reliability. Two technologies, namely Asynchronous Transfer Mode (ATM) and the Internet Protocol (IP), hold potential promise. The ATM/IP Telephony Solution Cooperative Research Center aims to conduct timely research and prototyping with industry participation on the support of voice/telephone communications over ATM and IP. The major objectives of the Center are two-fold: (i) to develop a step-by-step voice-over ATM and IP solution, which can provide service quality by taking advantage of their.respective unique strengths; (ii) to create a prototype based on the proposed techniques in partnership with industry. In addition, technology transfer will be considered as the project progresses. This project is a multidisciplinary one. Our team consists of five professors from the Departments of Electrical and Electronic Engineering and Computer Science of HKUST, and a few engineers from Thinker Communications Technology (HK) Co Ltd. Automation Technology Cooperative Research Center Principal Investigator: Zexiang LI, BS Carnegie-Mellon; MS, PhD Univ of California, Berkeley (Associate Professor of Electrical and Electronic Engineering) The Automation Technology Cooperative Research Center is dedicated to research and development of technologies for manufacturing and industrial automation. Its goal is to become an internationally reputed center encompassing basic research on fundamental theory of automation systems, development of new technologies and products for industrial automation, and the promotion of applications of new technologies for manufacturing industries in the region. Center for Display Research Director: Hoi-Sing KWOK, BS Northwestern; MS, PhD Harvard (Professor of Electrical and Electronic Engineering) The Center for Display Research (CDR) was established by the Hong Kong Government Industry Department at HKUST in August of 1994. The goal of CDR is to provide basic research support for the local Liquid Crystal Display (LCD) industry. So far, funding support of CDR has reached HK$30 million. Most of the funding was used to establish a unique LCD laboratory with active matrix fabrication capabilities. CDR concentrates on many areas of display research such as thin-film-transistor materials and devices, circuit design, new display schemes, optical-system design, microfabrication technology, liquid-crystal material development, and chip-on-glass packaging technology. Many faculty members from the Departments of Electrical and Electronic Engineering, Physics and Chemistry are involved in CDR. They have collectively published over 200 journal papers and applied for 15 US patents during the past 3 years. Several technologies have been transferred successfully to local industry. Construction Research Center Principal Investigator:

Wilson H. The RGC-funded Cooperative Research Center for MPEG-4 Based Information Technology is developing a full-scale MPEG-4 standard-compliant infrastructure for fundamental research as well as prototyping of multimedia applications. The Center is emphasizing audio/video processing and communication for multimedia applications that will bring unprecedented power and versatility in information technology in Hong Kong and the region during the 21st century. Housed in a state-of-the-art facility that is on par with those of leading universities around the world, the Center is engaged in creating infrastructures and software tools, using H.263, MPEG-2, and MPEG-4 standards, that can acquire, represent,.manipulate and distribute multimedia information to users in manufacturing, communication, entertainment and information industry as well as the education sector. The Center aims to help local industries and businesses to make effective use of the Internet in improving their competitiveness in the world market. To support this goal, the Center provides services in terms of promotion and training, and participates in research and development with the objective of transferring the technology to local industry. Services include conducting seminars and workshops, developing handbooks, and maintaining a website on various current Internet technologies such as network security, e-commerce and intranet. Our current projects include smart card over the Internet for authentication, business transactions (e-commerce) and access control, mobile e-commerce, Chinese web technologies, network security and web performance. The cables can have light emission in both end-glow and side-glow. OFLCs are widely used as lightguides in automotive applications such as monitoring lamps and illuminating keyholes. This kind of lighting system offers several advantages over conventional ones. It does not involve electricity, and it generates no heat or ultra-violet light and is waterproof. In this Center, we develop monomers, initiators, and polymerization process that produce a low-loss core polymer. The relationships between the physical properties (e.g. special transmission characteristic) of the plastic optical fibers, the processing conditions, the reactivity and the compositions of the monomers, and radical initiators are determined. A specially designed plastic optical fibre light transmission testing equipment was installed in March 1999.

The mission of the department is to become one of the best economics departments in East Asia by the turn of the century. It aims to attain international recognition through the quality of its teaching programs, research output, and public service. In its teaching programs, a balance is struck between the general methodologies of modern economic analysis and current economic topics that are of interest to the Asia-Pacific region. The department emphasizes frontier academic research, as well as the application of rigorous and systematic analysis to important economic issues of the day. It plans to build core research groups in : (1) econometrics, (2) economic growth and development, (3) industrial organization and theory of the firm, and (4) international economics. In addition, researchers in applied and theoretical microeconomics and macroeconomics will focus on topics of particular interest to the Asia-Pacific region. The faculty will provide public service based on their expertise and research findings..

The mission of the department is to teach and conduct research on the financial markets and the investment and financial decisions faced by individuals and corporations. While striving to be one of the top finance programs in the world, the Department places special emphasis on developing expertise on Asian financial markets. The Center for Asian Financial Markets specializes in basic and applied research related to the Asian financial markets.

The Division of Humanities offers a wide range of concentrations, including Literature, Linguistics, History and Anthropology, and Philosophy and Religion. In line with the University's aim to produce specialists who will not only excel in their technical expertise but also be equipped with a broad outlook on life and the world, the Division offers a diversity of courses for undergraduates in science, engineering, and business and management, as well as a focused, integrated curriculum for postgraduates in the humanities. For both, the emphasis is placed on China in the broader, cultural sense to include Hong Kong, Macau, Taiwan, the Chinese Mainland, and the Chinese diaspora. Moreover, the Humanities program is interdisciplinary and comparative in orientation. China is approached not only as a region but also in a global context (e.g. in relation to Asia and the West). It is also noteworthy that the Humanities Division is not subdivided into traditional departments. Instead, it emphasizes dialogue among the various disciplines within the Division.

The Division of Social Science seeks to accomplish three primary objectives. First, it aims at offering a rich, relevant and well-rounded body of courses designed to give undergraduate majors in the Schools of Science, Engineering and Business and Management an awareness of how a social science perspective can improve their understanding of the contemporary world. These courses should sharpen students' appreciation of the intricate linkages between science and technology on one hand and the human-ecological environment on the other, and also help them to relate their own career pursuits to the needs of society and the times, and include social, political and cultural considerations in their professional judgements. Second, the Division is building a strong postgraduate program to equip students with essential theoretical, methodological, and substantive skills to conduct independent research. The faculty provides students with close supervision in their work, guides them in the implementation of their research projects, and helps them to acquire standards of assessing their own work as well as that of others. Third, it is creating a center of excellence in academic research and scholarly productivity. Faculty members maintain a lively intellectual environment where new ideas are explored, frontiers are pushed, and a genuine commitment made to contribute relevant, innovative, and significant scholarship to the social sciences.

JOINT DEGREE PROGRAM Master of Arts (MA) Program in China Studies This master's program in China Studies is an interdisciplinary postgraduate coursework degree program offered by the School. It may be pursued either as an end in itself or in preparation for further studies. Due to the interdisciplinary nature of the program, it is jointly administered by the Humanities and Social Science Divisions. The program offers China-related courses in history, literature, philosophy, religion, anthropology, political science, economics and sociology. 1. General Program Requirements Students must complete a total of 30 credits of coursework, of which - No fewer than 24 credits must be at the PG level, and - At least 9 credits of coursework must be taken from selected courses of each of the two Divisions 2. 6. Academic Advising. On entering the program, students will receive initial guidance from a temporary advisor assigned by the School's Committee on MA Program in China Studies. The Program Committee, in consultation with the student and the faculty members, will assign a regular academic advisor to each student no later than the end of the first semester. Students will then work under the guidance of their academic advisors to formulate a study plan, combining coursework in their chosen field of specialization as well as other disciplines.
